First, the reporting conditions
(1) industry positioning: it is in line with seven industries, such as information economy, environmental protection, health, tourism, fashion, high-end equipment manufacturing and finance, as well as historical classic industries such as tea, silk, yellow wine, Chinese medicine, celadon, wood carving, root carving, stone carving and study.
(2) Construction space: relatively independent from the center of urban built-up area, in principle, located in the urban-rural junction. The planned area is about 3 square kilometers, of which the construction area is about 1 square kilometer.
(3) Investment: the investment in fixed assets in three years (2017-2019) will reach more than 5 billion yuan (excluding commercial housing projects and commercial complexes), and the investment in industrial projects will account for no less than 70% of the total investment, of which the investment in fixed assets in information economy, finance, tourism and historical classic small towns will reach more than 3 billion yuan, which can be relaxed. The cultivation object of provincial characteristic towns is declared as the creation object, and the investment completed in 20 16 years is included in the total investment.
(4) Functional integration: the planning takes industrial development as the core, integrates cultural, tourism and community functions, and builds a small town living room with comprehensive service functions such as entrepreneurial service, business, cultural display, reception and consultation, and various forms of online public service platforms. All characteristic towns should be planned and built into scenic spots above 3A level, and tourism characteristic towns should be planned and built according to the standard of 5A level scenic spots.
(V) Operation mode: there is a clear construction subject, and the project construction is mainly promoted by enterprises, reflecting the government guidance, enterprise subject and market operation.
(VI) Comprehensive benefits: Substantial results have been achieved in industrial transformation and upgrading. It is estimated that after the completion, a large number of new taxes and new jobs will be created, and a group of middle and senior talents will be gathered to receive more than 300,000 tourists annually.
Second, the application materials
When each unit declares, it is required to provide 5 copies of declaration documents, conceptual planning, annual plan, supporting policies and basic information table of characteristic towns. The specific requirements are as follows:
(1) Application documents: The applicant submits an application in the form of documents to the Office of the Joint Conference on Planning and Construction of Provincial Characteristic Towns.
(2) Conceptual planning: It must conform to the overall land use planning, urban and rural planning and environmental functional area planning.
(3) Annual plan: investment plan, construction plan, land use plan, fund raising plan, etc. Summarize by year in the form of basic information table of characteristic towns (see annex 1 for details).
(4) Supporting policies: supporting measures or policy opinions for the reporting unit to support the planning and construction of characteristic towns.
Three. Other reporting requirements
(1) declared quantity: each applicant can only declare 1 created object or cultivated object.
(II) Application procedure: The government of the city or county (city, district) where the characteristic town is located, the state-owned enterprises and institutions of higher learning at or above the provincial level as the main body of application, and the districts and cities are responsible for applying for the characteristic town invested and built by provincial industrial clusters, municipal development zones and municipal state-owned enterprises. Each applicant voluntarily applies to the Office of the Joint Conference on Planning and Construction of Small Towns with Provincial Characteristics (Urban and Rural System Reform Department of the Provincial Development and Reform Commission).
