Article 2 The registration review of geographical indications of agricultural products shall be conducted in the form of an expert review meeting.

Article 3 The Secretariat of the Expert Review Committee for the Registration of Geographical Indications of Agricultural Products (hereinafter referred to as the Secretariat) is located in the Geographical Indications Division of the Agricultural Products Quality and Safety Center of the Ministry of Agriculture and is specifically responsible for the organization of the review meeting. Before the review meeting is held, the Secretariat shall hire experts in relevant professional fields from the review committee's expert database to temporarily form an expert review team based on the number and category of the applied products.

The expert review group is divided into three industry expert review groups (hereinafter referred to as industry groups): planting, animal husbandry, and fishery. Each industry group is divided into several professional groups (hereinafter referred to as professional groups).

The number of experts in the expert review team will be reasonably determined by the Secretariat based on the number of products to be reviewed and their professional fields.

Article 4 The Secretariat shall, before the review meeting, notify the provincial working agency where the participating products are located to organize representatives of the applicant to attend the meeting and conduct a report and defense.

The representative of the applicant can provide the smallest physical sample of the review product that can fully perceive its unique quality characteristics for review experts to conduct physical comparison review.

Article 5 Expert review shall be carried out independently by industry, and the industry group leader responsibility system shall be implemented. The leader of the industry group presides over the review work of the industry, puts forward the review focus and technical requirements, and coordinates the review progress and scale.

Article 6 The expert review team shall conduct review in accordance with the requirements of relevant supporting technical specifications such as the "Measures for the Administration of Geographical Indications of Agricultural Products" and the "Guidelines for the Registration and Review of Geographical Indications of Agricultural Products".

(1) Formal review

Conduct a general review and confirmation of the content of the preliminary review and re-examination from the perspective of experts, mainly reviewing the following content:

1. Review Whether the preliminary review and re-examination procedures are complete and whether there are general or major review loopholes.

2. Review the standardization and compliance of key links and key materials, mainly product name, registration applicant, geographical scope, quality control technical specifications, quality appraisal report, on-site inspection report and registration review report Wait for the materials to be reviewed and confirmed.

(2) Technical review

In addition to formal review of the preliminary review and re-examination, experts should focus on reviewing the following content from the technical level:

1. Review quality control technical specifications and quality appraisal reports to determine whether product quality features are outstanding or obvious.

2. Review quality control technical specifications and quality appraisal reports to determine whether there is a regional correlation between product quality characteristics, origin environment, and production methods, and whether specific influencing factors have a greater impact on product quality. .

3. Review the humanistic and historical supporting materials to determine whether the product’s humanistic history meets the regulations, whether the evidence or proof is true and valid, and whether the product has a certain reputation in the industry or professional field.

4. Review the additional review content specially stipulated in the "Registration Review Guidelines for Agricultural Products Geographical Indications" to determine whether the conflict between product names and trademarks, integrated declaration of applied products and ancillary products, wild products and other related content are in compliance with Regulation.

5. Review and determine whether the applied product has registration protection value and industrial development prospects.

Article 7 Review Procedure

(1) All participants shall gather at the main venue, and the secretariat will preside over the meeting and announce the start of the meeting;

(2) The chairman or deputy chairman of the review committee puts forward overall requirements for the review;

(3) The secretariat introduces the review rules and procedures, announces the composition of the expert review team, and nominates the leaders of each industry group;

(4) Each industry group will conduct the review at the designated branch venue;

(5) The leader of each industry group will preside over the review, introduce the review technical points and relevant review requirements in detail, and designate each professional team

(6) Each professional group will pre-evaluate the application materials according to the division of labor, put forward preliminary evaluation opinions and relevant technical issues that need to be defended, and the leaders of each professional group will summarize them and convene experts within the group. Consult and confirm the questions to be asked;

(7) After the pre-evaluation, each industry group enters the interactive review stage. Representatives of the applicant enter the venue one by one and focus on reporting to the industry group the quality characteristics, origin environment, Production methods, humanities and history, product popularity, industrial development prospects and other related situations should be reported using ppt and the time should not exceed 10 minutes;

(8) The professional team should first ask on-site questions to the applicant’s representatives. Reply for the defense. If other members of the industry group have questions, they can also ask the applicant’s representatives on-site. The on-site questioning and defense time for each product shall not exceed 10 minutes;

(9) After the representative of the applicant leaves the scene for the defense, the professional team shall put forward preliminary evaluation opinions based on the pre-evaluation, report and Q&A (passed/ Suspended/failed), the industry group will discuss the review opinions put forward by the professional group, vote on the preliminary review opinions put forward by the professional group by a show of hands, and make a review conclusion (passed/suspended/failed), half of which The above was approved by vote. For products that have been suspended or failed, the industry group should put forward the reasons and specific handling opinions for the suspension or failure. During the collegial process, if the applicant needs to answer questions again, the secretariat will be responsible for making arrangements;

(10) After the collegial process, the secretariat will convene participants from each industry group and represent each industry group. Read out the review conclusion.

Article 8 When a product is postponed or failed due to major defects such as inconspicuous product features, inaccurate geographical demarcation, etc., if necessary, the Secretariat can organize experts to conduct an on-site review to review the product. Relevant conditions will be confirmed on site, and the results of the on-site review will serve as an important basis for whether the product can be submitted to the next review meeting.

Article 9 Before the end of the review, the industry group leader and professional team should sign the review opinions and conclusions on the review report and review form, and return all review materials to the secretariat.

Article 10 After the review is completed, the secretariat shall report the review opinions of the reviewed products to the technical leader of the review committee for review and confirmation according to procedures.

Article 11 This specification is used in conjunction with the "Registration Review Guidelines for Geographical Indications of Agricultural Products". For relevant review requirements, please refer to the review guidelines.

Article 12 This specification shall be interpreted by the Agricultural Product Quality and Safety Center of the Ministry of Agriculture and shall come into effect from the date of issuance. The original "Expert Evaluation Standards for Geographical Indications of Agricultural Products" (Nongzhi'anfa [2008] No. 7) was automatically abolished.
