Article 2 These Measures shall apply to the establishment, use, maintenance and management of building door plate numbers within the administrative region of this city. The term "door and house number" as mentioned in these Measures includes house number, building number, unit number and household (room) number. Article 3 The municipal public security organ is the competent authority for the management of door signs in this city and is responsible for organizing, coordinating, supervising, and guiding the management of door signs within the administrative region of this city. District and county public security organs are specifically responsible for the management of door and building signs within their respective administrative regions, and the required funds are included in the fiscal budget of the same level. Administrative departments such as planning, housing and urban-rural development, land and resources, civil affairs, transportation, quality and technical supervision, and finance shall do a good job in door and building sign management within the scope of their respective responsibilities. Article 4 Buildings constructed in accordance with the law within the administrative area of ??this city shall have door numbers and door plates set up in accordance with the national and this city's door plate setting regulations. The address information marked on doorplates shall be based on the standard place names published by the place name administrative department in accordance with the law. House signs and building signs are set by the public security organs, while unit signs and household (room) signs are set by the construction unit and property owner. The municipal public security organ, in conjunction with the quality and technical supervision, planning, civil affairs, transportation, housing and urban and rural construction, land and resources and other relevant administrative departments, formulates the regulations for the setting of door and building signs in this city; the specifications for the setting of door and building signs shall be announced to the public by the quality and technical supervision department. Article 5 The doorplate address information compiled by the public security organs in accordance with the law is the standard address information of the building. If addresses are required for public administration activities such as household registration management, property rights registration, industrial and commercial registration, social insurance management, and housing provident fund management, standard address information should be used. Article 6 When planning and designing a construction project, the construction unit shall pre-number the house numbers and building numbers of the construction project in accordance with the specifications for the setting of gate and building numbers, and mark them on the drawings attached to the application for planning permission for the construction project; ) cards are pre-numbered and a layout list is prepared. When the construction unit prepares the pre-numbering of the door plate, it can apply for numbering guidance from the district or county public security agency where the construction project is located. The public security agency shall issue numbering guidance within 5 working days from the date of accepting the application. If the construction unit adjusts the planning and design of the construction project in accordance with the law, it shall promptly modify the pre-numbering of the door and building plates, and may re-apply for numbering guidance in accordance with the provisions of the preceding paragraph. Article 7 Before a construction unit applies for a house pre-sale permit, if it entrusts a real estate surveying and mapping unit to issue surveying and mapping results in accordance with relevant regulations, the door number number recorded in the surveying and mapping results shall be consistent with the pre-sale number. If the construction unit fails to apply for numbering guidance in accordance with paragraphs 2 and 3 of Article 6 of these Measures, it shall inform the purchaser during the pre-sale of the house that the official number of the house shall be based on the review opinion of the door plate number issued by the public security organ in accordance with Article 8 of these Measures. The confirmed number shall prevail. Article 8 Within a reasonable period from the planning acceptance of the construction project to the completion acceptance, the construction unit shall apply to the district or county public security agency where the construction project is located for the compilation of door building numbers. When a construction unit applies for compiling door and building numbers, it shall submit the following materials: (1) Numbering application; (2) Construction project planning permit and proof of planning acceptance; (3) Construction project planning permit with pre-numbered house and building numbers. Attached drawings and pre-numbered layout of unit cards and household (room) cards. The district or county public security organ where the construction project is located shall, within 15 working days from the date of accepting the application, conduct an on-site survey of the construction project, complete the review of the materials specified in the preceding paragraph, and issue a numbered review opinion. Article 9 The district and county public security organs where the construction project is located shall, in accordance with the national and this city’s regulations on the quality supervision and management of geographical name sign products and the relevant regulations on government procurement, identify production units with production conditions and entrust them with the production and installation of house signs and building signs. brand, and inform the applying construction unit of the name, address, contact information, etc. of the production unit. Before the completion acceptance of the construction project, the production unit entrusted by the district or county public security organ shall complete the production and installation of house and building signs. The construction unit shall negotiate with the production unit within a reasonable period of time before the completion acceptance to determine the relevant matters for the installation of door plates and building plates. The construction unit shall, before the completion acceptance of the construction project, set up unit signs and household (room) signs in accordance with the numbering review opinions issued by the public security organs. Article 10 Before the construction unit handles the initial registration of house property rights, it shall apply to the district or county public security bureau where the construction project is located to obtain the door building address and serial number certificate based on the published standard place name.
The public security organ shall issue a certificate based on the determined doorplate address information and number review opinions. Before applying for registration of change of address information, the construction unit and property owner shall apply for a gate address certificate from the district or county public security bureau where the construction project or house is located. The housing registration agency shall register according to the address information recorded in the address and serial number certificate issued by the public security agency and issue the ownership certificate. Article 11 If a villager uses a homestead to build a villager's house in accordance with the law, after the construction is completed, he or she shall submit the homestead approval document to the district or county public security agency where the homestead is located and apply for the installation of a door sign. The public security organs shall conduct on-site inspections of the villagers' houses built on the homesteads within 15 working days from the date of acceptance of the application, and compile door building numbers. After the gate number is compiled, the public security organ shall make and install the gate plate in accordance with the provisions of Article 9 of these Measures. Article 12 For other buildings other than those specified in Paragraph 1 of Article 4 of these Measures, the district or county public security organs where they are located may carry out unified numbers and set up temporary signs. Temporary signs are only used to identify building address information and are not used as proof of the legality of the building itself or as a certificate of property registration information. Article 13 If the place name administrative department determines a new place name or approves a change of place name in accordance with the law, it shall notify the municipal public security agency and the local district or county public security agency within 15 working days from the date of determination or approval of the change. The public security organ that receives the notice shall carry out doorplate address number management based on the new place name or the changed place name. Article 14 If the door sign needs to be replaced due to a change in place name, the district or county public security agency where the building is located shall organize the replacement. If due to a change in place name, household registration management, property rights registration, industrial and commercial registration, social insurance management, housing provident fund management and other public management activities really need to handle changes in address registration matters, the unit that handles the relevant matters shall handle it for the parties free of charge. Article 15 District and county public security organs shall strengthen the inspection and management of door and building signs within their respective administrative areas. If they find that door and building signs are not set up in accordance with the provisions of these Measures or that house and building signs are loose, blocked, damaged, lost, etc., they shall Correct, maintain or replace promptly. If the property owner or manager of a building discovers that the door plate or floor plate is loose, blocked, damaged, lost, etc., he shall promptly report it to the district or county public security agency where the building is located for maintenance or replacement. Article 16 If any unit or individual violates the provisions of these Measures and compiles door and building address information and sets up house and building numbers without authorization, the public security organ shall order it to make corrections within a time limit; if it refuses to make corrections, it shall be fined not less than 5,000 yuan but not more than 30,000 yuan. If any unit or individual arbitrarily changes, moves, dismantles, or damages the house or building signs set up by the public security organs in accordance with the law, the public security organs shall order them to make corrections within a time limit; if they refuse to make corrections, they shall be fined not less than 500 yuan but not more than 3,000 yuan. Article 17 If staff of the public security organs and relevant administrative departments fail to perform their duties in accordance with the law in the management of door and building signs, and commit any of the following acts, they shall be given administrative sanctions in accordance with the law: (1) Unreasonably delaying numbering guidance, numbering review, production and installation, etc. procedures and time limits, and refuses to perform relevant responsibilities; (2) Failure to prepare house numbers and set house and building signs in accordance with the provisions of these Measures; (3) Entrust unqualified units to make and install house and building signs; (4) If the door sign is found to be loose, blocked, damaged, lost, etc. or if a report of the relevant situation is received and the door sign is not corrected, maintained or replaced in a timely manner. Article 18 The administrative department of place names mentioned in these Measures refers to the department responsible for undertaking the preparation of place names such as administrative division names, residential area names, urban road and rural road names, etc. in accordance with the "Regulations on the Administration of Place Names" and other relevant place name management laws, regulations and rules. The administrative department responsible for matters such as formulation, change, approval, and announcement. Article 19 During the implementation of these Measures, if problems related to law enforcement responsibilities occur and the relevant departments cannot reach an agreement after coordination, if the public security organs are involved, the public security organs will be responsible for the implementation; if the public security organs are not involved, the relevant departments will be responsible for the implementation in accordance with this city's regulations. Relevant regulations on administrative law enforcement coordination shall be implemented. Article 20 These Measures shall come into effect on September 1, 2014.
