On April 15, 1954, under the personal care of Premier Zhou Enlai, China International Travel Service was officially established in Beijing . In the same year, branches were established in 12 cities including Shanghai, Tianjin, and Guangzhou. At the beginning of its establishment, CITS was a foreign affairs reception unit affiliated with the State Council.
