Second-level engineering general contracting enterprises:

(1) The enterprise has undertaken the general contracting of more than two of the following construction projects in the past five years:

1. Medium-sized industrial, energy, transportation and other construction projects;

Residential construction projects of more than 21,000 square meters;

3. Public construction projects with an investment of more than 100 million yuan.

(2) The enterprise has more than 30 million yuan of self-owned funds, including more than 10 million yuan of self-owned working capital.

(3) The enterprise manager must have a college degree or above and more than 10 years of experience in engineering construction management. The chief engineer and chief accountant of an enterprise must have corresponding senior professional titles, and the chief economist must have intermediate technical titles or above.

(4) Personnel with technical and economic professional titles account for more than 65% of the total number of enterprise management personnel, and shall not be less than 300 people. Among them, personnel with intermediate or above professional titles such as engineers, economists, accountants, etc. occupy professional titles More than 50% of the total number of personnel and not less than 150 people.

Third-level project general contracting enterprises:

(1) The enterprise has undertaken the general contracting of more than two of the following construction projects in the past five years:

1. Construction projects of small and medium-sized enterprises, energy, transportation, etc.;

Residential construction projects of more than 25,000 square meters;

3. Public construction projects with an investment of more than 40 million yuan .

(2) The enterprise has more than 10 million yuan of self-owned funds, including more than 5 million yuan of self-owned working capital.

(3) The enterprise manager must have a college degree or above and more than eight years of experience in engineering construction management. The chief engineer of an enterprise must be a senior engineer, and the chief accountant and chief economist must have intermediate or above professional titles.

(4) Personnel with technical and economic titles shall account for more than 60% of the total number of enterprise management personnel, and shall not be less than 80 people. Among them, personnel with intermediate or above professional titles such as engineers, economists, accountants, etc. account for more than 50% of the total number of personnel with professional titles, and shall not be less than 40 people.

(5) Able to dispatch a project management team to directly manage and effectively control the quality, construction progress, project cost, etc. of the construction project.

(6) The annual total output value is more than 50 million yuan.

Article 11 Project general contracting enterprises at all levels must undertake general contracting within the business scope of their qualification registration.

First-level general engineering contracting enterprises can undertake general contracting of large-scale construction projects in this major and other majors suitable for their qualifications;

Second-level general engineering contracting enterprises can undertake general contracting in this major and general contracting of other professional medium-sized construction projects that are compatible with their qualifications;

Level 3 general contracting enterprises can undertake general contracting of ordinary small and medium-sized industrial and civil construction projects.

The specific scope of project contracting by general project contracting enterprises at all levels shall be determined by the qualification approval department.
