Regulations of Xinyu Municipality on Urban Management
Chapter I General Provisions Article 1 In order to standardize urban management, improve the level of urban public services and build a civilized, harmonious and livable city, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban management activities within the area where urbanization management is implemented in this Municipality.

The specific scope of the urbanization management area shall be determined by the people's governments of cities and counties (districts) and announced to the public. Article 3 The term "urban management" as mentioned in these Regulations refers to the management of urban planning and construction, city appearance and environmental sanitation, greening, municipal public facilities, environmental protection, transportation and emergency management. By the city and county (District) people's government and its relevant departments to maintain the good order of urban public space and ensure the normal operation of urban infrastructure. Article 4 Urban management shall follow the principles of people-oriented, governance according to law, consistency of powers and responsibilities, coordination and innovation, and public participation. Article 5 The people's governments of cities and counties (districts) shall strengthen their leadership over urban management, incorporate urban management into the national economic and social development plan, and incorporate urban management funds into the fiscal budget at the corresponding level, and adapt to the speed and scale of urban development.

High-tech Industrial Development Zone Management Committee, Fairy Lake Scenic Area Management Committee and Xinyi Economic Cooperation Demonstration Zone Management Committee shall perform urban management duties within their respective jurisdictions, and the specific duties shall be determined by the Municipal People's Government.

Township (town) people's governments and sub-district offices are responsible for the specific work of urban management within their respective jurisdictions, and guide the village (neighborhood) committees to assist in urban management.

Village (neighborhood) committees shall assist in urban management and organize and mobilize units and residents in the region to participate in urban management activities. Sixth city, county (District) people's government department in charge of urban management is responsible for the management of city appearance, environmental sanitation, greening, municipal public facilities. And approved by the provincial people's government to exercise relatively centralized administrative punishment.

Development and reform, industry and information technology, public security, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, water conservancy, commerce, culture, tourism, health, emergency management, market supervision and other departments. City and county (District) people's governments shall, within the scope of their respective duties, do a good job in urban management. Seventh city and county (District) people's governments shall establish and improve the coordination mechanism and information sharing mechanism of urban management departments.

City and county (District) people's governments should strengthen the construction of smart cities and implement grid management of urban management matters. Article 8 Urban management departments shall, jointly with relevant departments, formulate urban management development plans and related special plans, and formulate corresponding urban management norms. Article 9 People's governments at all levels and their relevant departments shall carry out publicity and education on urban civilization, carry forward socialist core values, and improve the quality and degree of civic civilization.

News media should publicize urban civilization and strengthen supervision by public opinion. Article 10 All units and individuals shall take good care of urban public facilities, maintain public order, enjoy the right to participate in urban management according to law, and have the right to persuade and report violations of urban management.

Encourage the public to participate in urban management volunteer service and carry out urban management volunteer service activities. Chapter II Management of Urban Appearance Article 11 The people's governments of cities and counties (districts) and their relevant departments shall, according to the needs of urban development, organize the implementation of urban appearance standards prescribed by the state. Twelfth buildings (structures) shape, color and style should meet the planning requirements and urban appearance standards, and keep in harmony with the regional environment.

Building protection along the street, sunshade (rain) awnings, guardrails and other ancillary facilities shall meet the standards of city appearance.

No unit or individual may destroy or change the facade of a building (structure) without authorization. Thirteenth no unit or individual may pile up materials, build buildings or other facilities on both sides of streets and public places. Due to special needs such as construction, temporary stacking of materials on both sides of streets and public places to build non-permanent buildings (structures) or other facilities must be approved by the competent department of urban management and go through the examination and approval procedures in accordance with relevant regulations.

Store operators or property owners should keep the front door clean and tidy, help maintain the appearance of the city, take good care of flowers, trees and municipal public facilities, and may not occupy streets without approval. Article 14 the urban management department shall, in accordance with the principle of convenience for the masses and reasonable layout, delimit the business areas and time periods of temporary stalls, and announce them to the public after approval by the people's government at the corresponding level.

Temporary stall operators shall set up their stalls in the designated temporary stall operation areas and time periods, timely clean up the garbage generated by the operation, and keep the ground clean and tidy. Fifteenth outdoor advertising facilities shall meet the requirements of urban planning, urban appearance standards, environmental protection and traffic safety, and the words, trademarks, designs and other contents used shall be legal and shall not violate public morality.

Owners and users of outdoor advertising facilities shall regularly maintain outdoor advertising facilities, and timely repair, reinforce or dismantle incomplete, defaced and potential safety hazards outdoor advertising facilities.

The establishment of large-scale outdoor advertising facilities shall go through the examination and approval procedures according to law.
