On June 30, 2008, Mr. Ren bought a brand-new Elysee car produced by Shenlong Automobile Co., Ltd. When purchasing, the seller provided the factory vehicle inspection list (only for inspection-free vehicles) and informed him that the car was inspection-free (on-line inspection-free).

On July 3 of the same year, Mr. Ren registered the vehicle at the vehicle management office and submitted the vehicle inspection form (inspection-free vehicles only), but was asked to go online for inspection on the grounds that the vehicle was "non-inspection-free". Mr. Ren paid a fee of 225 yuan before registering a new car.

Mr. Ren believes that according to the Notice of the Ministry of Public Security and the National Development and Reform Commission on Adjusting the Scope of Domestic New Car Registration Inspection Line, this car belongs to the inspection-free car, and its certificate of approval is also special for inspection-free cars. The Wuhan Municipal Traffic Management Bureau has violated the relevant regulations and its administrative behavior is illegal by requiring it to check and collect fees online when handling vehicle registration. Therefore, Mr. Ren took the Wuhan Traffic Management Bureau, the issuing unit of the driving license, to court.

During the trial, the agent of Wuhan Traffic Management Bureau believed that the registration basis of the plaintiff's car was the Announcement of Vehicle Manufacturers and Products issued by the National Development and Reform Commission on July 2, 2008, and the detailed information of this type of vehicle products in the announcement did not indicate that the model was a new car. Therefore, when handling vehicle registration, it is required that the behavior of online testing is clear, well-founded, legal and effective. The manufacturer Shenlong Automobile Co., Ltd. attended the trial as the third person. The client of Shenlong Company stated that the ex-factory vehicle inspection list provided to Mr. Ren (only for inspection-free vehicles) only means that the vehicle is qualified in all aspects of production, and whether the vehicle belongs to the "on-line inspection-free" vehicle should be determined according to the relevant regulations of the National Development and Reform Commission.

The court did not pronounce a sentence in court.
