How to apply for green food

In order to standardize the green food certification work, this procedure is formulated in accordance with the "Green Food Label Management Measures". All domestic enterprises with green food production conditions can apply for green food certification according to this procedure. Overseas companies will decide separately. 1. Certification Application

1.1 Applicants should submit applications to the China Green Food Development Center (hereinafter referred to as the Center) and the green food offices, green food offices, and green food offices of the provinces (autonomous regions and municipalities) where they are located. The Food Development Center (hereinafter referred to as the Provincial Green Office) collects the "Application Form for the Use of Green Food Logo", "Enterprise and Production Situation Questionnaire" and relevant information, or downloads from the center's website.

1.2 The applicant fills out and submits the "Application Form for the Use of Green Food Label", "Enterprise and Production Status Survey Form" and the following materials to the provincial green office:

(1) Guarantee Statement on the implementation of green food standards and specifications

(2) Production operating procedures (planting procedures, breeding procedures, processing procedures)

(3) The company's quality of "base + farmers" Control system (including contract, base map, base and farmer list, management system)

(4) Product execution standards

(5) Product registered trademark text (copy)

(6) Enterprise business license (copy)

(7) Enterprise quality management manual

(8) Other materials required (for those who have passed system certification, Attached is a copy of the certificate)

2. Acceptance and document review

2.1 After receiving the above application materials, the Provincial Green Office will register and number them, and complete the certification of the application within 5 working days. Review the materials and issue a "Notice of Review Opinions" to the applicant, with a copy to the Central Certification Office.

2.2 If the application materials for certification are incomplete, the applicant is required to submit supplementary materials 10 working days after receiving the "Notice of Review Opinions".

2.3 If the application materials for certification are unqualified, the applicant will be notified that their application will no longer be accepted during this growth cycle.

2.4 If the application materials for certification are qualified, Article 3 shall apply.

3. On-site inspection and product sampling

3.1 The Provincial Green Office should clarify the on-site inspection plan in the "Notice of Document Review Opinions" and appoint 2 persons after the plan is confirmed by the applicant One or more inspectors will conduct on-site inspections.

3.2 Inspectors conduct inspections one by one based on the relevant items stipulated in the "Green Food Inspector Work Manual" (Trial) and "Technical Specifications for Investigation of Environmental Quality Status of Green Food Producing Areas" (Trial). Each inspector fills out the on-site inspection form and inspection opinions individually. The on-site inspection and environmental quality status investigation work will be completed within 5 working days. After completion, the on-site inspection assessment report, environmental quality status status investigation report and relevant investigation materials will be submitted to the Provincial Green Office within 5 working days.

3.3 If the on-site inspection is qualified, product sampling can be arranged. If the applicant provides a product quality testing report issued by a green food designated product monitoring agency within the past year, and is confirmed by the inspector to meet the green food product testing items and quality requirements, product sampling testing will be exempted.

3.4 Arrange product sampling for products that pass the on-site inspection and require sampling testing:

3.4.1 If suitable products can be sampled at that time, the inspector shall follow the "Technical Specifications for Sampling of Green Food Products" 》Carry out product sampling, fill in the "Green Food Product Sampling Form", and send a copy of the sampling form to the central certification office. Special products (such as animal products, etc.) are separately regulated.

3.4.2 If there is no suitable product for sampling at that time, the inspector and the applicant will determine the sampling plan on the spot and send a copy of the sampling plan to the central certification office.

3.4.3 The applicant shall send samples, product implementation standards, "Green Food Product Sampling List" and testing fees to the green food designated product monitoring agency.

3.5 If the on-site inspection fails, product sampling will not be arranged.

4. Environmental Monitoring

4.1 The investigation of the current environmental quality of green food production areas shall be completed simultaneously by the inspector during the on-site inspection.

4.2 After investigation, it is confirmed that the environmental quality of the production area meets the conditions for exemption from testing specified in the "Technical Specifications for Investigation of the Current Status of Environmental Quality of Production Areas of Green Food", and environmental monitoring is exempted.

4.3 According to the relevant provisions of the "Technical Specifications for Investigation of the Current Status of Environmental Quality in Green Food Producing Areas", if it is confirmed through investigation that environmental monitoring is necessary, the Provincial Green Office will issue a written report within 2 working days after receiving the investigation report. Notify the green food designated environmental monitoring agency to conduct environmental monitoring, and send a copy of the notice to the central certification office.

4.4 After receiving the notice, the designated environmental monitoring agency shall issue an environmental monitoring report within 40 working days, together with the completed "Green Food Environmental Monitoring Status Form", and submit it directly to the Central Certification Office, with a copy Provincial Green Office.

5. Product testing

After receiving the samples, product implementation standards, "Green Food Product Sampling List", and testing fees, the green food designated product monitoring agency will complete the inspection within 20 working days. Complete the testing work, issue a product testing report, and submit it together with the completed "Green Food Product Testing Status Form" to the Central Certification Office, with a copy to the Provincial Green Office.

6. Certification audit

6.1 After receiving the inspector’s on-site inspection and assessment report and the environmental quality status investigation report, the Provincial Green Office will sign the review opinions within 3 working days and issue the certification The application materials, the inspector's on-site inspection and evaluation report, the environmental quality status investigation report, and the "Provincial Green Office Green Food Certification Status Form" and other materials are submitted to the Central Certification Office.

6.2 After receiving the materials submitted by the Provincial Green Office, environmental monitoring reports, product testing reports and the "Basic Situation Questionnaire for Application for Green Food Certification" directly sent by the applicant, the Central Certification Office will register and number , issue an acceptance notice within 2 working days after confirming receipt of the last material, notify the applicant in writing, and send a copy to the Provincial Green Office.

6.3 The Central Certification Office will organize reviewers and relevant experts to review the above materials and make review conclusions within 20 working days.

6.4 If the audit conclusion is "there is doubt, on-site inspection is required", the Central Certification Office will complete the on-site inspection plan within 2 working days, notify the applicant in writing, and send a copy to the Provincial Green Office. After receiving confirmation from the applicant, an inspector will be dispatched to conduct on-site inspection again within 5 working days.

6.5 If the review conclusion is that "the materials are incomplete or require additional explanations", the Central Certification Office will send the "Green Food Certification Review Notice" to the applicant, with a copy to the Provincial Green Office. Applicants need to submit supplementary materials to the Central Certification Office within 20 working days, and send a copy to the Provincial Green Office.

6.6 If the audit conclusion is "qualified" or "unqualified", the Central Certification Office will submit the certification materials and certification audit opinions to the Green Food Review Committee.

7. Certification Review

7.1 The Green Food Review Committee will conduct a comprehensive review within 10 working days after receiving the certification materials and the certification office’s review opinions, and make a final conclusion on certification.

7.2 The final conclusion of certification is divided into two situations:

(1) Certification qualified

(2) Certification unqualified

7.3 The conclusion is "certified qualified" and Article 8 shall be implemented.

7.4 The conclusion is "certification unqualified". The secretariat of the review committee will send the "Certification Conclusion Notice" to the applicant within 2 working days of making the final conclusion, with a copy to the Provincial Green Office. Applications will no longer be accepted during this production cycle.

8. Certificate Issuance

8.1 The center will send the relevant documents for certification to the "certified qualified" applicant within 5 working days, and send a copy to the Provincial Green Office. The applicant shall sign the "Green Food Logo Trademark Use License Contract" with the center within 60 working days.

8.2 The director of the center issues the certificate.
