Chapter 1 General Provisions Article 1 In order to maintain the seriousness of the Red Cross emblem and use the Red Cross emblem correctly, these measures are formulated in accordance with the relevant provisions of the Red Cross Law. Article 2 The red cross emblem is a red cross on a white background. Article 3 The Red Cross emblem is an international humanitarian protection symbol, a specific symbol of the medical institutions of the armed forces, and a special symbol of the Red Cross Society.

Except as stipulated in these Measures, any organization or individual is prohibited from using the Red Cross emblem. Article 4 The red cross emblem has a protective function and a marking function, and the two must not be confused. Article 5 Local people's governments at all levels shall supervise and manage the use of the red cross emblem within their respective administrative regions in accordance with these Measures.

Local Red Cross societies at all levels should assist the people's government at the same level in supervising and managing the use of the Red Cross emblem. Chapter 2 Protective Use of the Red Cross Emblem Article 6 The protective use of the Red Cross emblem refers to the use by all parties to the conflict of persons who wear the Red Cross emblem and persons marked with the Red Cross emblem in accordance with the provisions of these Measures during armed conflicts. The premises, their contents, and medical transport must be protected and respected. Article 7 When the red cross is used as a protective symbol, no content shall be added to the symbol.

When the red cross is used as a protective symbol, if it is used on a flag, the red cross shall not touch the edge of the flag; if it is used on an armband, the red cross shall be placed in the middle of the armband; if it is used on a building The red cross should be placed in a conspicuous place on the top of the building.

When the red cross is used as a protective symbol, it should be identifiable as far away as possible or in different directions; at night or when visibility is low, it should be illuminated or decorated with luminous objects. Article 8 In armed conflicts, the following persons may use the protective red cross emblem:

(1) Medical personnel and staff of medical institutions of the armed forces;

(2) Red Cross emblem Staff and medical personnel of the Cross Society;

(3) Staff and medical personnel of the International Red Cross and foreign Red Cross organizations approved by the State Council or the Central Military Commission;

(4) Medical personnel and staff on military and civilian medical transport vehicles;

(5) Personnel of domestic and foreign voluntary rescue groups and medical personnel of civilian medical institutions approved by the State Council or the Central Military Commission personnel. Article 9 In armed conflicts, the following institutions or organizations and their premises, items, and medical transportation vehicles may use the protective red cross emblem:

(1) Medical institutions of the armed forces;

(2) Red Cross societies participating in rescue activities;

(3) Domestic and foreign voluntary rescue organizations and medical institutions approved by the State Council or the Central Military Commission;

( 4) International organizations approved by the State Council or the Central Military Commission. Article 10 Personnel who use the protective red cross emblem must carry an identity certificate issued by the State Council or a department authorized by the Central Military Commission. Article 11 The personnel, premises and items of medical institutions of the armed forces, as well as medical transport vehicles, may use the protective red cross emblem as a mark during peacetime. Chapter 3 Indicative Use of the Red Cross Emblem Article 12 The indicative use of the Red Cross emblem refers to the identification of persons or objects related to Red Cross activities. Article 13 When the red cross is used as an indicative sign, the name or abbreviation of the Red Cross must be accompanied by the name of the Red Cross, and the red cross must not be placed on the top of a building.

Red Cross staff, members and other relevant personnel should wear small-sized armbands marked with a red cross when performing their duties; when not performing their duties, they may wear small-sized brooches or badges marked with a red cross. . Article 14 The following persons may use the indicative Red Cross emblem:

(1) Red Cross staff;

(2) Red Cross members;

(3) Red Cross youth members.

Article 15 The following places may use the indicative Red Cross emblem:

(1) Buildings used by the Red Cross Society;

(2) Medical institutions affiliated with the Red Cross Society;

(3) The place where the Red Cross carries out activities consistent with its purposes. Article 16 The following items and means of transportation may use the indicative Red Cross emblem:

(1) Red Cross badges, medals and badges;

(2) Red Cross Society Printing materials and promotional materials;

(3) Red Cross disaster relief and rescue materials and transportation tools. Article 17 If it is necessary to use the indicative red cross emblem outside the scope specified in these Measures, it shall be approved by the Red Cross General Conference. Chapter 4 Prohibited use of the Red Cross emblem Article 18 The Red Cross emblem shall not be used for:

(1) Trademarks or commercial advertisements;

(2) Non-Red Cross emblems or non-armed medical institutions;

(3) pharmacies and veterinary stations;

(4) Product packaging;

(5) Company logo;

(6) Engineering design and product design;

(7) Other situations other than the use of the red cross emblem as stipulated in these Measures. Chapter 5 Penalty Provisions Article 19 For those who violate the provisions of these Measures and fall under any of the following circumstances, the Red Cross Society has the right to dissuade them and require them to stop using them; if they refuse to stop using them, the Red Cross Society may request the people's government to order them Stop using:

(1) Persons other than Red Cross staff, members, and Red Cross youth members use the indicative Red Cross emblem;

(2) Non-Red Cross Buildings and other places used by the Red Cross Society use indicative red cross signs;

(3) Non-Red Cross medical institutions use indicative red cross signs;

(iv) ) Use the indicative Red Cross emblem on items, means of transportation, etc. that do not belong to the Red Cross Society;

(5) There are other circumstances in which the Red Cross emblem is used in violation of the provisions of these Measures.
