In order to promote the e-commerce poverty alleviation work, expand the sales channels of high-quality agricultural products with characteristics in poverty-stricken areas, and increase the income of poor people, we now report the development of e-commerce poverty alleviation work in our bureau as follows:

First, adjust the industrial structure and build the brand of agricultural special products.

The first is to cultivate industries with advantages and characteristics. In order to achieve more agricultural special products, our bureau constantly optimizes the industrial structure, cultivates the supply base of superior agricultural special products, and builds famous brands of agricultural special products. According to the different geomorphic units, resource endowments, location advantages, industrial base and development potential under the dam, we should intensify the adjustment of industrial structure, and cultivate agricultural advantageous and characteristic industries by expanding leading enterprises, extending chains, perfecting systems and beautifying brands. Efforts will be made to build five industrial clusters, namely, dairy industry cluster, potato industry cluster, grape industry cluster, high-quality miscellaneous grains industry cluster and fresh corn industry cluster, and cultivate vegetable industry belt, miscellaneous grains and beans industry belt, potato seed potato industry belt, genuine Chinese herbal medicine industry belt, beet industry belt, apricot flat industry belt, fresh grape industry belt, pig industry belt, meat donkey industry belt, broiler industry belt and grassland animal husbandry industry belt.1 The second is to actively build agricultural characteristic brands. Our bureau actively guides all kinds of agricultural business entities to take the road of brand development, and the city's agricultural brands have achieved certain results. There are more than 5,000 registered agricultural trademarks in the city, including 68 famous agricultural trademarks, accounting for 60.7% of the total number of famous trademarks in the province. 20 18 The registered trademark of "Nihewan" of Hebei Nihewan Agricultural Development Co., Ltd. was rated as a well-known trademark, which achieved a breakthrough of zero agricultural well-known trademark in Zhangjiakou. The city won 38 famous-brand agricultural products and 49 high-quality agricultural products. Xuechuan Agricultural Development Co., Ltd. won the top ten agricultural product enterprise brands in Hebei Province, and Hebei Nihewan Agricultural Development Co., Ltd. won the top ten agricultural product enterprise brands in Hebei Province and the leading enterprise brand of agricultural supply-side structural reform, which laid a brand foundation for e-commerce poverty alleviation.

Two, promote the construction of standards, strengthen product production and marketing docking.

First, steadily promote the construction of agricultural standardization. Taking the opportunity of building the supply base of agricultural products for the Winter Olympics, we will actively promote the formulation of local standards for agricultural production. The city has formulated and promulgated 48 municipal local agricultural standards, and 27 local agricultural standards are being formulated in 20 19 to provide technical support for the upward movement of agricultural products. The second is to strengthen the docking of production and marketing of agricultural special products. Since the beginning of this year, poor counties in our city have been organized to participate in the "Second Innovative Design Competition of Brand Agricultural Products in Hebei Province";

Organize to participate in the Wanli Tour of Hebei branded agricultural products (Shanghai Station);

Organize to participate in the 3rd China International Tea Expo (Hangzhou);

Organize to participate in the 20 19 Alibaba science and technology poverty alleviation conference;

Organize to participate in the 20 19 Langfang Economic Fair-the investment matchmaking meeting of high-quality agricultural industry;

Prepare for the theme week of Zhangjiakou City on 20 19 to showcase the products of the Beijing World Expo;

Organize and participate in the fourth Beijing-Tianjin-Hebei Chinese herbal medicine industry development conference. , signed more than 20 cooperation agreements1at various expositions, expositions and promotion meetings, with a total contract amount of 570 million yuan. In addition, we also organized poverty alleviation subjects to participate in matchmaking meetings, trade fairs and promotion meetings of edible fungi, vegetables and various agricultural products with the theme of e-commerce poverty alleviation. A number of poverty alleviation enterprises and products have won national and provincial awards, creating a good atmosphere for the whole society to participate in industrial poverty alleviation and expanding the visibility and reputation of advantageous industries in poverty-stricken areas.

Third, improve the service system and strengthen the training of e-commerce talents.

The first is to improve the industrial service system. The city deepened the activity of "100 agricultural science and technology personnel entering 100 villages" and established the poverty alleviation expert service team 1.536 people, including 30 people at the municipal level, 70 people at the county level 1.70 people at the township level and 65,438 people at the township level. 12 poor counties and districts selected 16 17 industrial development instructors in poor villages, which provided scientific and technological support for promoting the development of e-commerce in poor areas. By the end of August, the city's expert service team and industrial development instructors had conducted more than 90 technical trainings and trained more than 7,000 people. The second is to vigorously carry out scientific and technological training. In accordance with the requirements of specialized production, socialized service and the integrated development of primary, secondary and tertiary industries, on the one hand, we extensively carry out training for various personnel such as new business entities, rural rich leaders and rural practical talents, on the other hand, we organize training for e-commerce professionals. In the whole year, 6300 new professional farmers, rural rich leaders 1000 and 500 rural practical talents were trained.

In September, the training course for new professional farmers in e-commerce jointly organized with the Bureau of Commerce will start soon, and it is planned to train 100 rich leaders with certain e-commerce operation foundation and driving role.

Fourth, relying on e-commerce platform to expand the poverty alleviation mechanism.

According to the mechanism of "platform-driven, industrial chain-driven and leading enterprises-driven", our bureau has effectively built a bridge for poor households to get rich. The first is "poor platform." The city has built 752 rural e-commerce service stations to achieve full coverage of poor villages.

Poor farmers increase their income by selling agricultural products through e-commerce service stations, reduce their costs by purchasing production and living materials through e-commerce, obtain a large number of agricultural production information and technical training materials through the Internet, release information such as rural tourism and farmhouse catering, gain more opportunities to participate in the market, and continuously improve their ability to start a business and become rich. The second is "industrial chain with poverty". Taking online sales as the leader, a planting-processing-sales-logistics system has been formed, and the division of labor in the industrial chain has become more and more detailed. With the improvement of the e-commerce industrial chain, poor households with production factors continue to share the dividends brought by characteristic farming and rural tourism industries, and firmly embed poor households in the industrial chain, thus achieving the goal of poverty alleviation. Third, "leading enterprises bring poverty". Drive the e-commerce transformation of leading enterprises. Leading enterprises such as Hebei Xiong Ya, Hejiu Collective and Hebei Nihewan have covered more than 30,000 poor people through the industrialization leading enterprises of company+base+farmer+e-commerce.
