In order to further promote the economic and financial development of our city, form a benign interaction and optimize the soft environment for investment, our city will hold the "Nanchang First Financing Fair for Government, Banks and Enterprises" during the fourth Golden Autumn Economic and Trade Month.
The event was hosted by Nanchang Municipal Government, Nanchang Central Sub-branch of the People's Bank of China and Jiangxi Banking Regulatory Bureau, and was undertaken by Nanchang Financial Work Office, Municipal Economic and Trade Commission, Municipal Foreign Economic and Trade Commission, Municipal Development and Reform Commission, Municipal Construction Committee, Municipal Commercial Commission and Municipal Agricultural Office, with the assistance of city commercial banks. The persuasion activities were staged on a monthly basis, and the government, banks and enterprises sang operas, achieving a win-win situation.
In order to effectively hold the "Nanchang First Financing Fair for Government, Banks and Enterprises", this implementation plan is specially formulated:
I. Organizational structure
The organizing committee of the first Nanchang Bank-Enterprise Financial Fair was established to co-ordinate all the work.

Members: resident banks (ICBC, Agricultural Bank of China, China Construction Bank, CDB, Agricultural Bank of China, Bank of Communications, China Merchants Bank, Pudong Nanchang Branch, Chairman of Provincial Rural Credit Cooperatives, and Municipal Commercial Bank), Municipal Finance Office, Municipal Economic and Trade Commission, Municipal Development and Reform Commission, Municipal Foreign Economic and Trade Commission, Municipal Agricultural Office, Municipal Construction Committee, Municipal Commercial Commission, Provincial Foreign Trade Advertising Company, Municipal Exhibition Office, Municipal Party Committee Propaganda Department, etc.
The office of the Organizing Committee is located in the Municipal Finance Office and is responsible for specific coordination.
The organizing committee consists of four working groups: comprehensive group, conference group, publicity group and security group.
(1) comprehensive group
Lead unit: Municipal Finance Office
Member units: Municipal Economic and Trade Commission, Municipal Agricultural Office, Municipal Construction Committee, Municipal Commission of Commerce, Municipal Development and Reform Commission, and Municipal Foreign Economic and Trade Commission.
Main responsibilities:
1. Invite municipal leaders (Municipal Finance Office);
2, the drafting of city leaders' speeches, speeches and press releases (Municipal Finance Office);
3. Coordinate the resident banks, participating enterprises, counties, parks, development zones and relevant departments directly under the municipal government;
4. Investigate the financing needs of counties, parks and enterprises (Municipal Finance Office, Municipal Agricultural Office, Municipal Economic and Trade Commission, Municipal Development and Reform Commission, Municipal Construction Committee, Municipal Commerce Commission and Municipal Foreign Economic and Trade Commission).
(ii) Meetings Section
Lead unit: Municipal Finance Office
Member units: Municipal Economic and Trade Commission, Municipal Foreign Economic and Trade Commission, resident banks, provincial foreign trade advertising companies, and Municipal Convention and Exhibition Office.
Main responsibilities:
1, contact the Convention and Exhibition Center (Municipal Finance Office);
2. Negotiate with advertising companies, calculate funds and draft fund reports (Municipal Finance Office, Municipal Economic and Trade Commission, Municipal Exhibition Office);
3. Plan the opening ceremony and draft the propaganda slogan (Municipal Finance Office, Municipal Economic and Trade Commission, advertising company);
4. Outside the Convention and Exhibition Center, the exhibition boards in the corridor and the East Hall will try to negotiate the outdoor decoration layout, and invite military bands and etiquette girls (the Municipal Economic and Trade Commission, the Municipal Convention and Exhibition Office and advertising companies);
5. Internal display in the negotiation room of banks (resident banks and advertising companies);
6. Provide the relevant words and pictures of the participating parts of each bank, prepare the contract text, and determine the contracted enterprise, with 2 copies for each bank (in Chang);
7. Counties, districts and development zones organize staff to form a phalanx (20 in each unit, a total of 280 people), banks organize staff to form a phalanx (30 in each bank, a total of 330 people), and the Municipal Economic and Trade Commission organizes enterprise staff to form an enterprise phalanx (6 enterprises, a total of 600 people);
8. Prepare invitation cards, print meeting handbags, meeting guides, vehicle passes and other materials (Municipal Finance Office, Municipal Economic and Trade Commission, advertising company) to invite city leaders to attend the meeting;
9. Supervise the sound and lighting of the venue during the fair (Municipal Economic and Trade Commission);
10, responsible for the signing ceremony (Municipal Foreign Economic and Trade Commission).
(3) Propaganda Group:
Lead unit: Propaganda Department of Municipal Party Committee
Member units: relevant news media
Main responsibilities: responsible for inviting news media to participate in the conference and related publicity reports.
(4) security group:
Contact units: Municipal Public Security Bureau and Municipal Traffic Management Bureau.
Main responsibilities: responsible for public security and traffic management during the games.
Second, the activity arrangement
The fair lasted for half a day and was divided into two stages: the opening ceremony and the negotiation between banks and enterprises:
(1) Opening Ceremony
1, time: September 26th, 8:30-9: 15.
2. Venue: In front of the gate of Honggutan Convention and Exhibition Center.

4. Leaders present: Yu Xinrong, member of the Standing Committee of Jiangxi Provincial Party Committee and secretary; Li Douluo, deputy secretary of municipal party committee and mayor; Wang Yong, deputy secretary of municipal party committee and executive deputy mayor; Li Guogen, deputy secretary general of municipal government; main leaders of Nanchang Zhongzhi Sub-branch of People's Bank of China and provincial banking regulatory bureau; presidents of branches of industry, agriculture, construction, CDB and Agricultural Development Bank; presidents of Nanchang Branch of Communications, Investment Promotion and Pudong Development; and presidents of provincial rural credit cooperatives.
5. Participants: leaders of counties, development zones and Honggutan New District, leaders of Municipal Development and Reform Commission, Municipal Economic and Trade Commission, Municipal State-owned Assets Supervision and Administration Commission, Municipal Construction Commission, Municipal Commerce Commission, Municipal Foreign Economic and Trade Commission, Municipal Agricultural Office, Municipal Private Office, Municipal Taiwan Affairs Office, Municipal Accreditation Center, Municipal Finance Bureau, Municipal State Taxation Bureau and Municipal Local Taxation Bureau, as well as relevant personnel and enterprises of banks.
6. Agenda:
(1) Gong Jianhua, Deputy Secretary of the Municipal Party Committee and Executive Vice Mayor, reported the preparations;
(2) Speech by the leaders of Nanchang Branch of China People's Bank;
(3) Speech by the leaders of the Provincial Banking Regulatory Bureau;
(4) Yu Xinrong, member of the Standing Committee of Jiangxi Provincial Party Committee, delivered a speech and announced the opening;
(5) Bank-enterprise representatives sign contracts (1 1 bank, each ready to sign five projects).
(2) Bank-enterprise negotiation
1, time: 9:30- 1 1:30
2. Venue: Central Hall of Honggutan Convention and Exhibition Center (each bank has a negotiation room).
3. Participants: relevant personnel of banks and enterprises.
Three. Work deployment and time requirements
(1) The Municipal Economic and Trade Commission, the Municipal Agricultural Office, the Municipal Development and Reform Commission, the Municipal Construction Committee and the Municipal Commercial Committee are respectively responsible for the financing investigation of industrial, agricultural (leading enterprises above the municipal level), social, construction and commercial enterprises (see Annex 1 for details of the questionnaire), the Municipal Foreign Economic and Trade Commission is responsible for the financing investigation of parks and development zones, and the Municipal Finance Office is responsible for the financing investigation of county and district governments (see Annex 2 for details of the questionnaire). All responsible departments should ensure the number of participating units (workers 150, farmers 60, social workers 90, construction workers 90, commercial workers 20, counties, parks and development zones 165438), and make a preliminary review of the reported situation, and report the investigation to the office of the organizing committee before August 25th.
(II) Counties, development zones and Honggutan New District should attach great importance to it, make full use of the platform of this government-bank-enterprise fair, actively contact financial institutions, do a good job in self-financing of counties, development zones, and actively cooperate with relevant departments directly under the municipal government to coordinate exhibitors within their jurisdiction.
(3) The resident bank in Chang will feed back the relevant information of the negotiating enterprises, parks, development zones and county governments to the organizing committee office before August 20th (see Annex III for details), so as to communicate information and make overall arrangements.
(4) The Office of the Organizing Committee shall summarize the financing needs before August 30th, and communicate with the bank after screening.
(5) In early September, the Office of the Organizing Committee organized regular banks to inspect counties, districts, parks, development zones and some enterprises with financing needs, and basically determined the selected projects.
(6) Before September 5th, the comprehensive group shall submit the financing demand of the enterprise, and the conference group shall submit the participation plan and submit it to the organizing committee for approval.
(seven) before September 10, the comprehensive group and the conference group were further revised and reported to the leaders of the municipal party Committee and the municipal government for examination and approval.
(8) Before September 15, the Organizing Committee held a press conference.
(9) Before September 20, all working groups will do a good job in implementation and basically complete the preparations for the fair.
(10) On September 25th, all preparations were fully completed and carefully inspected.
Four. Other related matters.
(1) The funds for the overall arrangement of the venue shall be allocated by the municipal finance, and the expenses for the internal display of the negotiation room of each bank shall be borne by each bank.
Please give strong support to the signing of the fair and actively negotiate with the exhibitors.
(3) In order to facilitate contact work, all members of the Organizing Committee are requested to report the list of leaders in charge, contact persons and contact information to the Organizing Committee office before August 10.

Comrades:
After research by the county government, it is decided to hold a forum for government, banks and enterprises here today. The purpose is to build a platform through the government, invite comrades from the financial, business and relevant departments of the county to attend the meeting, * * * analyze the difficulties and problems encountered in the current production of enterprises in our county, * * * discuss how to accelerate the development of enterprises, strengthen the cooperation between banks and enterprises, and strive to promote the prosperity of enterprises and financial undertakings in our county.
Attending today's meeting were Zeng Xingtie, deputy director of the county people's congress, Tian Rubin, vice chairman of the county, heads of financial institutions such as the People's Bank of China, the Banking Supervision Branch and the Agricultural Bank, heads of departments such as the county's industrial credit and housing construction, and representatives of 28 enterprises such as the county Xinbang Company.
Today's seminar on government, banks and enterprises has five agendas:
First, the county agricultural bank, agricultural development bank, credit cooperatives, postal savings bank and industrial and commercial bank and other financial departments are responsible for business introduction and the focus and direction of future credit;

Next, I will talk about a few points:
(1) Financial institutions should increase their assistance to enterprises.
All financial institutions should closely focus on the overall deployment of the county, enhance their overall awareness and service awareness, effectively change their business philosophy, and give full play to the supporting and driving role of finance in local economic development; Correctly understand the central macro-control policy, handle the relationship between macro and micro, promote development and prevent risks, improve financial services and increase credit input; Banks should communicate with enterprises and government departments. While the government departments actively do a good job in matchmaking and enterprises do a good job in project demonstration, the financial departments should strive to change their business philosophy and broaden their service areas.
* * * Establish a good cooperative relationship of mutual trust, mutual benefit and mutual assistance; Actively build a social credit system, optimize the financial market environment, strengthen internal supervision of banks, and create a good financial ecological environment; As the "vanguard" of finance, the county people's bank should play a good role in regulation and guidance, be a good staff assistant, coordinate and guide financial institutions to better serve the local economy, raise the cooperation between banks and enterprises to a new level, and make contributions to promoting the overall speed-up and scientific development of county economy and society.
(2) Enterprises should actively seek the support of financial institutions.
First, the person in charge of the enterprise should use various channels to understand the financial business, seize the opportunity, actively communicate, promote understanding, reach mutual understanding, promote each other and develop together.
The second is to choose the right project.
Create favorable conditions for the financial sector to intervene.
In order to become bigger and stronger, enterprises must firmly establish the consciousness of large investment and development, and take the project on and on as the key measures to expand scale and enhance strength.
It is necessary to aim at the direction of industrial development and the changing trend of market demand, proceed from the long-term development of enterprises, screen a number of projects with good market prospects and great potential according to the development situation of the industry and the actual situation of enterprises themselves, report to relevant departments in time, actively publicize and promote them to financial institutions, and strive for financial support.
Third, standardize management, improve the financial management system, establish and improve the internal financing management mechanism, correctly handle the loan relationship, and overcome the phenomenon of irregular management and arbitrary business decisions.
The fourth is to pay attention to integrity.
Credit is the business card of an enterprise.
As an enterprise, only by stressing honesty can we win customers and support.
Therefore, all enterprises should have a long-term vision, regard reputation as their life, consciously be honest and trustworthy, operate according to law, and take the initiative to accept bank supervision.
To borrow money from a bank, we should truly reflect our own operating and financial conditions, conscientiously fulfill the loan agreement, repay the interest on time, consciously safeguard the safety of funds, and win the support of the bank with good reputation.
(3) All departments should constantly optimize their services.
All departments should take strengthening the cooperation between banks and enterprises as an important task to accelerate the economic construction of our county, strengthen guidance and dispatch, and provide a strong guarantee for accelerating the cooperation between banks and enterprises.
We should take the initiative to coordinate our services to enterprises.

Leading comrades: Good morning, everyone!
Today, under the leadership of the Municipal Finance Office, the "xx Town Bank-Enterprise Docking Symposium" was held here, with the main purpose of building a communication platform between banks and enterprises through the government.
Strengthen financial support for enterprise development, expand the coverage of banking business, build a long-term and stable relationship between banks and enterprises, and promote the simultaneous development of local economy and financial undertakings.
In order to prepare for this meeting, comrades from the Municipal Finance Office and related banks came to our town to learn about the situation on the spot and inspect related enterprises, and made a lot of preparations.
