Article 1 In order to strengthen the public security management of the printing industry, protect the legitimate rights and interests of printing industry operators, and prevent and crack down on illegal and criminal activities, in accordance with the "Regulations on the Administration of the Printing Industry" of the State Council (hereinafter referred to as the "Regulations") and other relevant laws , regulations, and based on the actual conditions of our province, these measures are formulated. Article 2 All units and individuals engaged in printing business activities within the administrative region of this province must abide by the Regulations and these Measures. Article 3 The printing industry shall be included in the special industry management of the public security organs. Public security organs at all levels shall implement public security supervision and management of the printing industry within their jurisdiction in accordance with the law. Article 4 Printing enterprises must meet the following security conditions:

(1) Have a fixed production site, and the building construction must comply with relevant national safety standards and fire safety regulations;

(2) Owner Have permanent residence or temporary residence in the locality;

(3) There must be full-time (part-time) security organizations and personnel, and a sound security system must be established. Article 5 To establish a publication printing enterprise or a packaging and decoration printing enterprise, one must obtain a publication printing license or a packaging and decoration printing printing license in accordance with the Regulations, and apply for a special industry license from the local public security bureau with the license. Only after obtaining a business license from the local industrial and commercial administration department can the business be opened. Article 6 Enterprises that engage in multi-color copying business or sell multi-color copying equipment shall be subject to review and approval by the provincial public security organs and be issued a special industry license; the purchase of multi-color copying equipment shall be subject to review and approval by the provincial public security organs. Article 7 Enterprises and individuals that apply for printing business activities of other printed matter shall obtain a printing license for other printed matter in accordance with the provisions of the Regulations, and submit a written application to the local county (city) public security organ with the license. After review and approval, it shall be issued to the special industry You can only open business after obtaining a business license from the local industrial and commercial administration department. Article 8 Any unit that establishes a printing factory (institution) must go through registration procedures with the administrative department responsible for press and publication and the confidentiality department of the local people's government at or above the county level, and then file with the local county (city) public security agency, and shall not engage in printing business. Activities; those who engage in printing business activities must go through the procedures in accordance with the "Regulations" and the provisions of these Measures. Article 9 If a printing industry operator changes its main registration items, ceases operations, transfers business, merges, splits or relocates, it shall go through the change procedures with the public security organ that originally issued the special industry license within 10 days after being approved by the original approval department. Article 10 Printing enterprises should establish a management system for printing, registration, printing supervision, and sales supervision.

Printing enterprises shall register in detail the name and address of the printing unit of each printed matter, the name of the person handling the matter, ID number, printing content, quantity and delivery date, etc. The registration book should be kept properly for 2 years and be subject to inspection by the public security organs at any time. Article 11 When a printing enterprise prints printed matter, it shall verify the relevant printing commission certificates and procedures in accordance with the provisions of the Regulations.

When printing notices, announcements, work permits for major events, passes, tickets circulated in society, securities and legal documents, the entrusted printing unit must issue a certificate from the competent department and submit it to the printing enterprise. The local county (city, district) public security organ shall handle the printing approval procedures and print at the designated printing enterprise. Printing companies must verify the above-mentioned printing commission certificates and procedures before they are allowed to print.

The sealing certificate and procedures should be properly kept for 2 years for inspection by the public security organs. Article 12 Printing enterprises implement a public security management responsibility system, and their legal representative or person in charge is the person responsible for public security of the printing enterprise. The person responsible for public security should strengthen legal, confidentiality and safety education for employees, and inspect and implement various public security management systems. Article 13 When a printing enterprise discovers the following illegal activities, it shall immediately report to the local public security organ:

(1) Entrusting the printing of reactionary, obscene, superstitious and illegal publications;

< p>(2) Forged printing of notices, notices, various certificates and agency documents;

(3) Illegal printing of letterheads, envelopes, and letters of introduction for agencies, groups, troops, enterprises and institutions;< /p>

(4) Printing fake advertisements and fake trademarks;

(5) Other illegal printing activities. Article 14 Anyone who violates the provisions of these Measures and engages in printing business activities without obtaining a special industry license shall be banned by the public security organs, the illegal gains and the main special tools and equipment for illegal activities shall be confiscated, and a fine of not less than 2 times the illegal gains and 10 times; if there is no illegal income, a fine of not less than 1,000 yuan but not more than 20,000 yuan will be imposed.

Article 15 Anyone who violates the provisions of Articles 9, 10, 11 and 13 of these Measures shall be given a warning by the public security organ and ordered to make corrections within a time limit. If the violation is not made within the time limit, a fine of not more than 2,000 yuan may be imposed. Article 16 If a printing enterprise or individual prints printed matter that contains reactionary, obscene, superstitious content or other content that is expressly prohibited by the state, the public security organs may confiscate the illegal gains and the main special tools and equipment for illegal activities, and impose illegal fines. A fine of not less than 2 times but not more than 10 times of the income shall be imposed; if there is no illegal income, a fine of not more than 10,000 yuan shall be imposed. Article 17: Units and individuals that model the implementation of these Measures, assist the public security organs in detecting illegal criminals, and make outstanding achievements shall be commended or rewarded by the public security organs. Article 18 The provincial public security organs are responsible for the interpretation of specific application issues in the implementation of these measures.
