The franchisor engaging in franchise activities should have at least 2 directly-operated stores and the operation time is more than 1 year.
The franchisor shall file a record with the competent commerce department in accordance with the regulations within 15 days from the date of first entering into the franchise contract. (6) Certification documents issued by the districted municipal commerce department that comply with the provisions of Paragraph 2 of Article 7 of the Regulations; if the directly-operated store is located overseas, the franchisor shall provide the direct-operated store Business certificate (including Chinese translation), notarized by the local notary agency and certified by the Chinese embassy or consulate in the local area.
Franchisors that have engaged in franchise activities before May 1, 2007 are not subject to the provisions of the preceding paragraph, but must submit the first franchise contract signed between the franchisor and the franchisee in China. .
