At present, there are four categories of domestic product environmental protection and energy-saving signs. Among them, except for the energy efficiency label, which is mandatory for enterprises to implement by the state
, the rest of the signs are optional items of the enterprise.
The ten-ring mark
is the abbreviation of China Environmental Label, also called Type I Environmental Label. It is a certification mark for a product, and companies can freely
choose whether to apply for certification. Obtaining certification indicates that the product not only has qualified quality, but also complies with environmental protection requirements during production, use and handling. Compared with similar products, it has environmental advantages such as low toxicity, less harm, and resource conservation. .
China Environmental Labeling was founded in 1993. The Secretariat of the China Environmental Labeling Product Certification Committee of the former State Environmental Protection Administration is responsible for the certification of the label.
In 2003, the State Environmental Protection Administration integrated environmental certification resources and jointly established the Secretariat of the China Environmental Labeling Product Certification Committee, the Environmental Accreditation Committee, the Environmental Protection Agency, and the Environmental Management System Certification Center of the Chinese Academy of Environmental Sciences to form a national Environmental Certification Center of the State Environmental Protection Administration, also called the Central Joint Certification Center.
The center is the only institution in China qualified to certify environmental labeling products. There are currently 57 categories of environmental labeling products in China. Nearly 700 companies have obtained certification for more than 8,000 products. The annual output value of environmental labeling products is nearly 60 billion yuan.
China's environmental labeling products are mainly divided into four categories: one is to protect the ozone layer and replace ODS substances, including household refrigerators
, fluorine-free industrial and commercial refrigeration equipment and other products; It is a category that helps solve regional environmental problems, including unleaded gasoline, mercury-free batteries, phosphorus-free detergents, low-emission fuel vehicles and other products; third, it is conducive to improving the living environment and protecting human health. category, including
water-based coatings, ecological textiles, low-lead ceramics, asbestos-free building products, low-radiation color TVs, artificial wood panels and other products;
The fourth is energy conservation and resource recycling categories, including energy-saving fluorescent lamps, energy-saving air conditioners, energy-saving computers, phosphogypsum building materials and other products.
Type II environmental label
Environmental label type II is type II environmental label certification. Cao Lei told reporters that Type II environmental labeling is a third-party review system based on enterprises and based on claims. The company puts forward an environmental statement for its products, such as the impact of the product on the environment
status, etc., and then the third-party certification agency will follow the International Organization for Standardization's 14021 "Environmental Management Environmental Labeling and Statement
Self-Environmental Declaration" (referred to as ISO14021) requires a company's self-environmental declaration to be reviewed to confirm whether the statement complies with the rules of ISO14021.
Then, the third-party certification agency will issue certificates, sign label transfer contracts, and allow the use of Type II environmental labels to enterprises that comply with the rules. However, so far, environmental labeling type II certification is still in the pilot stage and has not been approved by the National Certification and Accreditation Supervision and Administration Commission.
The energy-saving mark
is a green "section" mark. Energy-saving products refer to products that meet the standard requirements for quality, safety and other aspects of the product. When used in society, its efficiency or energy consumption indicators are higher than those of similar products or products that perform the same functions. Equivalent to the international advanced level or domestic advanced level close to the international level. This mark is also a certification mark that companies can freely choose.
In December 2004, the Ministry of Finance and the National Development and Reform Commission jointly issued the "Implementation Opinions on Government Procurement of Energy-Saving Products",
accelerating the certification process of energy-saving products.
The "Opinions" require that energy-saving certified products be given priority in government procurement.
The government procurement list of energy-saving products attached to the "Opinions" includes 84 companies in 8 categories such as refrigerators, air conditioners, fluorescent lamps, and computers
The nearly 1,500 models of products produced have all obtained national energy-saving product certification certificates and are accompanied by green energy-saving signs.
Energy efficiency label
Energy efficiency label, referred to as energy efficiency label, is an information label attached to the product or the smallest packaging of the product for expression
Indicators such as energy efficiency levels and energy consumption of energy-using products provide necessary information for governments, enterprises and individuals at all levels to make purchasing decisions, to guide and help consumers choose energy-efficient products and advocate energy conservation. concept.
Energy efficiency labeling is led by the National Development and Reform Commission and the State Administration of Quality, Technical Supervision and Quarantine.
In August 2004, the two departments jointly issued the "Measures for the Management of Energy Efficiency Labels", stipulating that from September 1, 2005, all energy efficiency labels listed in the "China's
Refrigerators and air conditioners that comply with the National Product Catalog for Energy Efficiency Labeling must be posted with level 5 energy efficiency labels.
Producers and importers shall be responsible for the accuracy of the energy efficiency label information they use, and shall not forge or fraudulently use energy efficiency labels;
Sellers shall also not sell products that should be labeled but are not. Products marked with energy efficiency labels must not forge or use false energy efficiency labels.
The content of product energy efficiency labels must be filed with the China Institute of Standardization. The energy efficiency label must contain five specific information contents: the manufacturer's name or abbreviation, product specifications and models, energy efficiency levels, energy consumption, and the implemented energy efficiency national standard number.
