Regulations on the Management of the Use of People's Police Badges

On March 27, 2000, Order No. 48 of the Ministry of Public Security was promulgated and came into effect

Article 1: In order to safeguard the people's police badges The dignity of the emblem and the correct use of the police emblem are formulated in accordance with the "People's Police Law of the People's Republic of China and the People's Republic of China".

Article 2 The police badge pattern consists of the national emblem, shield, Great Wall, pine branches and streamers. The background of the national emblem and the hanging ribbon are pure red, the background of the shield is dark blue, and the Great Wall, pine branches and ribbons are golden yellow.

Article 3 The police badge is the symbol and symbol of the people’s police. The people's police must cherish the police badge and maintain the dignity of the police badge.

Article 4 The scope of use of police badges and their patterns:

(1) Major ceremonies such as conferring titles, conferring decorations, taking oaths, and police parades;

( 2) Important buildings and rostrums of the people's police agencies and their institutions;

(3) Certificates, honorary medals, certificates and certificates issued by the people's police agencies;

( 4) People's police newspapers, books and other publications;

(5) Police uniforms, police hats, police vehicles, signs and other items. Except for the circumstances specified in the preceding paragraph, the use of police badges and their patterns must be approved by the people's police agencies at or above the prefecture (municipal) level.

Article 5 The police badge shall be displayed in a prominent position. The use of police badges and their patterns should be serious and solemn, and should be enlarged or reduced in strict accordance with the proportion. Police badges that are damaged, stained, faded, or have substandard colors or specifications shall not be used.

Article 6 Police badges and their patterns shall not be used for:

(1) Trademarks and commercial advertisements;

(2) Displays and arrangements in daily life;

(3) Private weddings, funerals, celebrations and mourning activities;

(4) Entertainment activities;

(5) Other activities that hinder the solemnity of the police badge occasions or items.

Article 7 The police badge is the exclusive symbol of the people's police. Other units and individuals are not allowed to hold, use, make, imitate, forge or buy or sell police badges, nor are they allowed to use police badges and their patterns similar to logo.

Article 8 The people’s police of public security organs, national security organs, prisons, and reeducation through labor management agencies and the judicial police of the people’s courts and people’s procuratorates shall strictly abide by these regulations, and those who violate these regulations shall be criticized Educate and correct them; if the circumstances are serious, the parties concerned shall be given disciplinary sanctions.

Article 9 Anyone who illegally possesses, uses, makes, imitates, forges or buys or sells police badges shall be punished in accordance with the provisions of Article 36 of the "People's Police Law of the People's Republic of China and the People's Republic of China" ; If it constitutes a crime, criminal liability shall be investigated in accordance with the provisions of Article 281 of the Criminal Law of the People's Republic of China.

Article 10: Police badges are supervised and produced by the Ministry of Public Security in accordance with the "Technical Standards for People's Police Badges".

Article 11 People’s police agencies at all levels above the county level shall supervise and manage the use of police badges and their patterns.

Article 12 These regulations shall come into effect on the date of promulgation.
