What is a dealer?

A designated agent is an agent who has the right of agency according to the designation of the people's court or relevant units. If there is any dispute about being the guardian of a person with no capacity for civil conduct or a person with limited capacity for civil conduct, it shall be designated by the unit where the minor's parents belong or the unit where the mental patient belongs among the near relatives. If the relevant unit appoints a guardian and notifies the designated person in writing or orally, it shall be deemed that the appointment is established.
