Article 2 The scope of application of these Regulations is the five major national disciplinary competitions (hereinafter referred to as disciplinary competitions). Their names are:

Article 3 The subject competition is a competition activity for middle school students all over the country. Its purpose is: to popularize scientific knowledge to middle school students, to stimulate their interest and enthusiasm in learning science, and to provide them with opportunities for mutual exchange and learning; Promote the teaching reform in universities and middle schools; Cultivate and select outstanding students through competitions and related activities, and select participants in international academic competitions.
Article 4 Subject competitions belong to extracurricular activities, and the principle of voluntary participation of students who are interested and have spare capacity for learning is adhered to. Learning under the guidance of teachers is an important way for students to learn. Article 5 Competent unit: China Association for Science and Technology.
Article 6 Organizers: relevant national associations, namely:

Article 7 Responsibilities of the organizer: Formulate the (articles of association) (or articles of association) of the competition in this discipline, be responsible for the organization, proposition, achievement determination, rewards and punishments of the competition in this discipline, select the organizer, hire staff and report the results of the competition.
Article 8 Joint meeting: a meeting convened by the competent authority and attended by the organizer of the discipline competition. Its main task is to coordinate the competitions of five disciplines, exchange information, and study the problems encountered in the competitions and their solutions.
Article 9 Provincial authorities: Under the leadership of the associations of science and technology of all provinces, autonomous regions and municipalities directly under the Central Government, the provincial pentathlon management committee (hereinafter referred to as the provincial competition management committee) shall be established in contact with the local education administrative departments and relevant provincial societies to take charge of the leadership and management of provincial competitions. Its main responsibilities are:
1, supervise and coordinate the organization of the five major discipline competitions in this province.
2. Supervise the work of the implementation unit in the competition area, and accept and handle the complaints and appeals related to the discipline competition.
Article 10 Organizing and implementing units of provincial competitions: Provincial competitions and related activities are organized and implemented by provinces. The competition matters in the provincial-level competition areas shall be the responsibility of the corresponding institutions in the competition areas. According to the regulations and the provisions of various disciplines, the provincial divisions organize and implement competitions in their own divisions. Their main tasks are: according to the requirements of the organizers, issue competition notices, set up test sites, and appoint the person in charge of each test site; Receiving and distributing test papers and keeping them confidential; Organize competitions according to the rules to ensure the order of the stadium; Collect contest answers and keep them confidential; Judging the results according to the scoring standard formulated by the organizer; Report the results of the competition to the organizers as required, and so on. In addition to being responsible for the organizers, the organizing and implementing units of provincial competition areas should also accept the leadership, supervision and management of provincial competition management committees. Eleventh registration and qualification: the registration and qualification of provincial competitions are the responsibility of the provincial implementation unit, and the national competition (final) is the responsibility of the organizer according to the articles of association (regulations) of each discipline.
Twelfth competition time and place: each province can set up multiple competition points and examination rooms according to the number and geographical distribution of students participating in the competition. The competition time of each division must be unified according to the regulations of the organizer. The time and place of the national competition (final) shall be determined by the organizer.
Thirteenth proposition: the organizer is responsible for the proposition work of the national subject competition. The competition outline shall be determined and announced by the organizer. Specific proposition work can be undertaken by experts organized by the organizer, or examination questions can be collected, and finally the organizer will determine the examination questions.

1, the way of judging the results, the proportion of winning prizes and the number of people in the national and provincial competitions shall be determined by the organizer.
2, the provincial competition award criteria determined by the organizer, the number of first prize competition by the competent unit to implement total control.
3. The national competition certificate and the provincial first prize certificate shall be uniformly printed by the competent unit. The second prize and the third prize certificate of the provincial competition shall be uniformly printed by the organizer.
4, the national competition (final and provincial first prize) by the competent units and organizers awarded the award certificate * * *, provincial second prize and third prize awarded by the organizers.
5. The competent competition unit shall publicize the winners of the first prize within the specified time. Article 18 All staff participating in competition activities shall conscientiously implement the competition rules and regulations, be conscientious and responsible, and be honest and upright.
Nineteenth staff members shall not accept any gifts or non-labor remuneration from any unit or individual related to the competition.
Article 20 After learning about the test questions of the upcoming competition, no one shall disclose or imply any information about the test questions to anyone before the competition begins. After you know the answer, you must not reveal it to anyone before it is officially announced.
Twenty-first before the official announcement, the results and results of the competition shall not be disclosed to anyone in any way.
Article 22 the proposer shall not participate in any counseling related to the competition after the proposition. All personnel involved in the process of distributing the proposition and test paper must keep secret and bear corresponding responsibilities.
Twenty-third competitions and propositions are subject to the avoidance system. Have children or other relatives to participate in the competition, must take the initiative to declare in advance, to avoid. Twenty-fourth organizers and participants of the competition shall abide by the competition rules and corresponding rules, and accept supervision:
1. The work of the organizer is supervised by the competent unit.
2. The work of the Provincial Competition Management Committee is supervised by the organizer and its superior leading organs.
3. The work of the implementation unit of the provincial division is supervised by the organizer and the provincial division committee.
4. The person in charge of the Provincial Competition Management Committee is responsible for the competition affairs of the whole province, and supervises and manages the competition areas.
5. Any individual and organization can supervise the organizing units and individuals of the competition, and have the right to make complaints according to the procedures.
Twenty-fifth if students are found to have violated the rules, they can report to the organizers of the provincial competition by name, and the organizers must accept it, deal with the offenders according to the actual situation and rules, and keep the informants confidential.
Twenty-sixth if it is found that the local competition organizer has violated the rules, it can report to the higher level competition organizer. The organizer of the competition must accept and investigate the situation and deal with it according to the investigation results. Twenty-seventh acts punished include: students violating the rules, stadium staff dereliction of duty, provincial competition leaders dereliction of duty, organization dereliction of duty. The following acts are illegal or dereliction of duty.
1. Students' illegal behavior refers to the situation that students are required to solve problems (or complete tasks) independently:
(1) items that are not allowed to be brought into the examination room and are not corrected after being pointed out by the invigilator;
(2) Obtaining contest topics or information related to contest topics in advance by improper means;
(3) Provide other students with information related to the competition topic before and during the competition;
(four) without permission, through various channels and media to bring the answers to the competition into the examination room;
(five) other acts that may affect fair competition by not observing the rules of the stadium.
2. The violation or dereliction of duty of the stadium staff means that when the participating students solve problems independently:
(1) Failing to stop or report the violations of the participating students;
(2) divulging the contest topics to the participating students in advance;
(3) Failing to provide the students with relevant information about the competition topics as required;
(four) failing to save and submit the competition results according to the regulations;
(5) changing the competition results of the participating students without authorization;
(six) other acts that may affect fair competition.
3. The violation or dereliction of duty of the person in charge of the provincial competition refers to the fact that the participating students solve problems independently:
(1) plagiarizing test papers without the permission of the organizer;
(2) divulging the contest topics to the participating students in advance;
(3) It is found that the participating students have violated the rules and are not punished according to the regulations;
(four) failed to stop the illegal behavior of the stadium staff and continue to employ them.
(5) changing the competition scores or scores of the participating students without authorization;
(six) failing to report the results of the competition as required;
(7) Do not report the violations or dereliction of duty found to the organizer.
4. The violation or dereliction of duty of provincial institutions refers to:
(1) plagiarizing test papers without the permission of the organizer;
(2) Members of the competition organizer will disclose the competition topics to the participating students or provincial-level competition areas in advance;
(3) changing the competition results of the participating students without authorization;
(4) Failing to report relevant information to the organizer as required.
5. The violation or dereliction of duty of the organizer refers to:
(1) The proposer of the contest counsels students after putting forward the proposition;
(2) Any member of the contest organizer will disclose the contest topic to the participating students or provincial divisions in advance;
(3) changing the competition results of the participating students without authorization;
(four) failing to report the competition results and related information to the competent unit in accordance with the regulations.
Twenty-eighth penalties for violations or dereliction of duty
1. In the provincial competition, if it is found that the participating students have violated the rules, the results of the participating students in that year will be cancelled and the competition will be banned for two years from the following year.
2. In the national competition, if it is found that the participating students have violated the rules, the results of the participating students in that year will be cancelled, and they will not be allowed to participate in any of the five subject competitions within three years from the following year.
3. The stadium staff who have dereliction of duty will immediately lose the invigilation qualification, and the organizer will give informed criticism.
4. In case of dereliction of duty, the organizer will immediately revoke the qualification of the person in charge of the provincial competition and give it to informed criticism.
5. It is found that the organizers of the provincial competition areas violate the rules collectively, and the organizers require the competent units of the provincial competition areas to rectify the organization of the competition areas.
6. The above-mentioned 1-5 behavior shall be recorded by the corresponding organizer and reported to the competent unit for the record.
7. If any member of the organizer (including the sponsor) commits one of the acts listed in Paragraph 5 of Article 27, 1.2.3, the organizer will disqualify the participant.
8. For the collective dereliction of duty of the organizer, the competent unit has the right to cancel the financial support for the organizer and recover its right to hold the event, in addition to giving a warning.
9. For a complaint based on facts with a real signature, the person who accepts the complaint must accept and investigate its authenticity. The unit accepting the complaint has the obligation to keep the complainant confidential. Units that accept complaints will not accept anonymous and unfounded complaints.
10. The punished party may lodge a complaint with the superior unit or the organizer, and the competent unit is the final adjudication unit. Twenty-ninth competent units shall allocate special activities subsidies to the national academic competitions every year, and the funds shall be used for special purposes. The organizer is responsible for the distribution and use, and reports the use to the competent unit every year.
Thirtieth annual academic competition funds of the National Society can be raised through various channels. However, we must strictly abide by the laws and regulations of the state and must not apportion. The fees payable by the participating teams and students shall be approved by the organizer according to the competition cost. Students are not allowed to overcharge for profit.
Article 31 All budgets and final accounts of competition funds shall be subject to supervision and audit by relevant departments. Thirty-second implementation units of any province, city or autonomous region have the obligation and qualification to apply for participating in the relevant competition activities confirmed by these regulations after obtaining the consent of the competent competition department.
Article 33 The bid report must be submitted to the organizer in writing three years before the hosting year and not later than the end of that year. The application report shall include the application report and the commitment plan.
Thirty-fourth after receiving the formal application report, the organizer shall make a comprehensive investigation of the applicant and determine its right to host.
Thirty-fifth selection of undertaking units should mainly consider the applicant's academic foundation, organizational ability and financial support, and should also consider the geographical distribution of undertaking places. Under the same conditions, the provinces that have not yet undertaken will be given priority. Article 36 The Youth Department of China Association for Science and Technology is responsible for drafting and amending these Regulations.
Thirty-seventh in the process of formulating and amending these regulations, listen to the opinions of the organizers of the five major disciplines.
Thirty-eighth articles of association (articles of association) of each discipline competition shall be formulated by the national society hosting the discipline competition, and shall be promulgated and implemented by the organizer after being approved by the China Association for Science and Technology.
Article 39 These Regulations shall be interpreted by the China Association for Science and Technology and shall come into force as of the date of official promulgation.
