Chapter 1 General Provisions Article 1 These regulations are formulated in order to strengthen the management of the printing industry, safeguard the legitimate rights and interests of printing industry operators and social public interests, and promote the construction of socialist spiritual civilization and material civilization. Article 2 These regulations apply to the printing business activities of publications, packaging and decoration printed matter and other printed matters.
Publications referred to in these Regulations include newspapers, periodicals, books, maps, New Year pictures, pictures, calendars, picture albums and audio-visual products, binding covers of electronic publications, etc.
Packaging and decorating printed matter as referred to in these Regulations includes trademark logos, color packaging boxes (bags), paper packaging supplies, printed iron cans, advertising materials with the content of introducing products, etc.
Other printed materials referred to in these regulations include documents, information, charts, tickets, business cards, etc.
The printing business activities mentioned in these regulations refer to activities such as typesetting, plate making, printing, binding, copying, photocopying, and printing. Article 3 Printing industry operators must abide by relevant laws, administrative regulations and other national regulations on printing management, improve quality, and continuously meet social needs.
It is prohibited to print publications, packaging and decoration printed materials and other printed matter containing reactionary, obscene, superstitious content and other content expressly prohibited by the state. Article 4 The press and publication administrative department of the State Council is responsible for the supervision and management of the printing industry in accordance with the provisions of these Regulations; among them, the printing business activities of packaging and decorative printed matter shall be supervised and managed by institutions authorized by the State Council. The public security department and the industrial and commercial administration department of the State Council are responsible for the supervision and management of the printing industry within their respective scope of responsibilities.
The administrative departments and responsibilities of the local people's governments at or above the county level responsible for press, publication, packaging and decoration of printed matter shall be stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Article 5 Social groups in the printing industry shall implement self-discipline management in accordance with their charters and under the guidance of the competent business departments. Chapter 2 Establishment of Printing Enterprises Article 6 The state implements a printing business licensing system. Without approval, no unit or individual may engage in printing business activities. Article 7 To establish a printing enterprise, the following conditions must be met:
(1) Have the name and articles of association of the enterprise;
(2) Have a determined business scope;
(3) Have production and business premises and necessary equipment and other production and business conditions;
(4) Have organizational structures and personnel that meet the needs of the business scope;
(5) Relevant Other conditions stipulated by laws and administrative regulations.
Approval for the establishment of a printing enterprise shall, in addition to complying with the provisions of the preceding paragraph, also comply with the state's plans for the total number, structure and layout of printing enterprises. Article 8 To establish a publication printing enterprise, an application shall be submitted to the press and publication administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government where the place is located. Upon review and approval, a publication printing license shall be obtained, and the license shall be applied to the public security department in accordance with relevant national regulations. After approval, after obtaining the special industry license, apply for registration with the industrial and commercial administration department with the publication printing license and special industry license. Article 9 To establish a printing enterprise for packaging and decorating printed matter, an application shall be submitted to the packaging and decorating printed matter management department prescribed by the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located. Upon review and approval, a packaging and decorating printed matter printing license shall be obtained, and the certificate shall be held in accordance with relevant national regulations. Apply to the public security department, and upon approval, after obtaining a special industry license, apply to the industrial and commercial administration department for registration with a packaging and decoration printed matter printing license and a special industry license. Only after obtaining a business license can you print packaging and decorating printed matters. . Article 10 If an established packaging and decoration printed matter printing enterprise applies to concurrently engage in publication printing, it shall submit an application to the press and publication administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located. Article 11 If an established publication printing enterprise applies to concurrently engage in the printing of packaging and decorating printed matter, it shall submit an application to the packaging and decorating printed matter management department prescribed by the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located. After review and approval, it shall obtain the printing of packaging and decorating printed matter. After obtaining the license, apply for change registration to the public security department and industrial and commercial administration department in accordance with relevant national regulations. Only after approval can you print packaging and decoration printed matter. Article 12 Enterprises and individuals applying for other printed matter printing business activities shall submit an application to the administrative department responsible for press and publication of the local people's government at or above the county level where they are located. Upon review and approval, they shall obtain a printing license for other printed matters and comply with relevant national regulations. Apply to the public security department with the license, and after approval, after obtaining the special industry license, apply to the industrial and commercial administration department for registration with other printed matter printing licenses and special industry licenses. Printing enterprises that have obtained a publication printing license or a printing license for packaging and decorative printed matter may engage in the printing business activities of other printed matter specified in these regulations. Article 13 The establishment of a Sino-foreign joint venture or a Sino-foreign cooperative enterprise that prints publications or other printed matter shall obtain the consent of the press and publication administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located, and shall report to the national press and publication administrative department for review and approval in accordance with the law.
