Not exactly. According to the public information of official website of Luoyang Municipal Government, Yibin District and Yanshi are not a district. Before Yibin District, yanshi city was divided into five towns, and yanshi city was changed to Yanshi District. Yibin District belongs to Yibin District and Yanshi District belongs to Yanshi District, so it doesn't count. Yibin District and Yanshi District are under the jurisdiction of Luoyang City.
