(10) Defrauding consumers The price or fee is not provided or the goods or services are not provided as agreed.

Article 55 If an operator commits fraud in providing goods or services, he shall increase compensation for the losses suffered by the consumer at the request of the consumer. The amount of the increased compensation shall be the price of the consumer for purchasing the goods or receiving services. If the amount of three times the fee plus compensation is less than 500 yuan, the amount shall be 500 yuan. If the law provides otherwise, such provisions shall prevail.
