The legal basis is the French "Origin Trademark Law" in 1884 and the later United Nations "Origin Trademark Protection Law". This law is generally intended to protect the quality of a brand of origin from similar products from other regions. The most famous protection case of this law is Champagne. That is to say, only the sparkling wine produced in the Champagne region of France can be called Champagne, and the functions in other regions are called sparkling wine.
