In order to guide the development of small and medium-sized enterprises, the competent departments of small and medium-sized enterprises at all levels have cultivated and identified a number of "specialized and innovative" small and medium-sized enterprises. Usually, the provincial competent departments of small and medium-sized enterprises cultivate and identify them as provincial-level "specialized and innovative" small and medium-sized enterprises, while the Ministry of Industry and Information Technology cultivates and identifies them as "small giant" enterprises specialized and innovative.

How to classify specialized and innovative enterprises:

On June 1, 222, the Ministry of Industry and Information Technology recently issued the Interim Measures for the Gradient Cultivation and Management of High-quality SMEs, which divided the exploration and cultivation of high-quality SMEs into three gradients: innovative SMEs, specialized and innovative SMEs and specialized and innovative "little giant" enterprises.

Enterprises registered in industrial and commercial registration, People's Republic of China, with independent legal person status and meeting the Standard Provisions on the Classification of Small and Medium-sized Enterprises can declare, regardless of ownership. However, enterprises cannot be listed in the list of abnormal business operations or the list of serious untrustworthy subjects, and the products (services) provided do not belong to the category prohibited, restricted or eliminated by the state. In the past three years, there have been no major accidents such as network security and data security, quality and environmental pollution, and tax evasion and other illegal acts.
