Opinions on Encouraging and Supporting the Development of Urban Modern Agriculture
In order to solidly promote the development of urban modern agriculture in our district, encourage and stimulate the initiative, enthusiasm and creativity of the entire district, especially new rural business entities, to commit to the development of urban modern agriculture, and further expand farmers' income, farmer employment, and agricultural efficiency. Channels, this opinion is specially formulated.
1. Purpose and Objectives
With the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th Central Committee of the Communist Party of China as the guideline, we will fully implement the spirit of Ji Renfa [2014] No. 1 document and in accordance with The development idea of ??"relying on cities, developing agriculture, serving cities and wealthy farmers" and the strategic positioning of developing urban modern agriculture highlight the characteristics of "South Water and North Forest" and closely focus on "urban agricultural parkization, mechanization of rice farming, and ecological straw utilization". We should focus on reform and innovation, highlight scientific and technological support, focus on cultivating new agricultural management entities, highlight ecology and sustainability, strive to create new characteristics and build new advantages, and accelerate the transformation from primary industry to primary and secondary industries. The integrated development of the three industries has transformed from traditional agriculture to urban modern agriculture.
2. Principles and requirements
(1) Adhere to government guidance and market leadership. We should adhere to the decisive role of the market in allocating resources, respect the laws of the market, give full play to the guiding role of the government, and guide industrial development towards ecologically efficient development.
(2) Insist on highlighting key points and using them intensively. Highlight the advantages, highlight the key highlights, highlight the leadership and demonstration, highlight the weaknesses and difficulties, concentrate on creating new highlights, and build new advantages for urban modern agriculture.
(3) Adhere to using rewards instead of compensation, working first and then supplementing. Encourage the development of various urban modern agricultural industries, and implement rewards instead of subsidies, work first and then supplement, and do not work without subsidies.
(4) Insist on working on projects and giving rewards and subsidies to projects. Turn industrial development into projects, provide incentives and support to projects, use projects to promote work, and maximize the guiding role of financial funds.
(5) Adhere to fairness, justice, openness and transparency. The entire process of project application, project establishment, supervision, and assessment shall be open and transparent, reflecting fairness and justice.
3. Focus and Scope
The district government sets up a special fund for agricultural development of 20 million yuan every year and incorporates it into the annual fiscal budget. In accordance with the strategic positioning of the district committee and the district government for the development of urban agriculture, highlighting the characteristics of "South Water and North Forest", the following agricultural projects will be supported.
1. Urban modern agriculture demonstration park. Focus on supporting modern agricultural demonstration parks such as science and technology demonstration, ecological efficiency, tourism, leisure and entertainment, and farming experience.
2. Three major agricultural innovation projects. That is, projects related to three major agricultural innovation projects, including full mechanization of rice areas, comprehensive utilization of straw, and high-efficiency planting and breeding under forests.
3. Cultivation of new agricultural business entities. Including leading agricultural enterprises, markets, farmers' professional cooperatives, family farms, large professional households, etc.
4． Agricultural science and technology innovation. Including the introduction of new varieties, scientific research institutes, brand building, experimental bases, etc.
IV. Content and Standards
(1) Urban Modern Agricultural Park Project
1. Encourage the development of urban modern agricultural demonstration parks. Various types of urban modern agricultural demonstration parks will be newly built within the year, integrating science and technology demonstration, tourism, and leisure sports. Those with an investment of more than 10 million yuan and a transferred land size of more than 300 acres will receive a one-time reward of 200,000 yuan.
2. Those that are named as national, provincial, municipal, and district-level modern agricultural demonstration parks in that year will be awarded one-time rewards of 1 million yuan, 500,000 yuan, 100,000 yuan, and 30,000 yuan respectively to the park construction units.
(2) Modern Agriculture Demonstration Base Project
1. Linguo base. Newly developed economic forests with an area of ??more than 200 acres and a survival rate of more than 85% will be rewarded 50,000 yuan each. New contiguous development of lotus root and wolfberry willow with an area of ??more than 500 acres will be rewarded with a one-time reward of 30,000 yuan.
2. If a new seedling base or germplasm resource base is developed contiguously within the year, with an area of ??more than 200 acres, a base for the introduction of new seedling varieties of more than 100 acres, and a base for the introduction of new flower varieties of more than 10 acres, a one-time reward of 50,000 yuan will be given.
3. Aquatic base.
The healthy aquaculture demonstration site (leisure fishery demonstration site) that was named a modern fishery park that year received a national award of 300,000 yuan, a provincial award of 150,000 yuan, and a municipal award of 30,000 yuan.
4. If a fish breeding base is built within the year and the area reaches more than 10 acres, a one-time reward of 50,000 yuan will be given.
(3) Three major agricultural innovation projects
1. A test base for full mechanization of rice farming. Enterprises or farmers' professional cooperatives provide full services of mechanized pest and disease prevention, mechanical rice transplanting, and mechanical harvesting. If the area reaches more than 500 acres, a subsidy of 500 yuan per mu will be provided.
Any new rice standardized factory nursery base covering an area of ??more than 1,000 acres will receive a one-time reward of 200,000 yuan for each site.
Rice areas are encouraged to carry out farmland water conservancy infrastructure construction for the implementation of full-scale rice mechanization, and a subsidy of 500 yuan per mu will be provided for the construction of farmland supporting infrastructure in areas identified as pilot project areas for full-scale rice mechanization.
2. Comprehensive utilization of straw. Encourage enterprises, cooperatives, large professionals, and brokers to carry out straw purchase or entrustment purchase in the area during the wheat harvest season. If more than 2,000 tons of straw are purchased, the purchaser will be given a reward of 50,000 yuan; if more than 5,000 tons of straw are purchased, the purchaser will be given a reward of 100,000 yuan. A reward of RMB 200,000 will be given to the purchaser for purchasing more than 10,000 tons of straw.
3． Understory planting base. Industrial bases that plant Chinese medicinal materials, edible fungi, purple fungi, ginger, etc. under the forest with an area of ??more than 100 acres will receive a one-time reward of 50,000 yuan.
(4) New agricultural business entity project
1. Key leading enterprises in agricultural industrialization. During the year, it was recognized as a key leading enterprise in agricultural industrialization at the national, provincial, and municipal levels, and was given one-time rewards of 500,000 yuan, 200,000 yuan, and 50,000 yuan respectively. The industry's industrialization leading enterprises named by the business department within the year will receive a national-level reward of 200,000 yuan, a provincial-level reward of 100,000 yuan, and a municipal-level reward of 30,000 yuan.
2. Special agricultural products trading market and emerging electronic information trading market. A newly built special agricultural product trading market and an electronic agricultural product trading market, mainly selling local agricultural and sideline products, with an annual transaction volume of more than 50 million yuan, will reward investment entities with a one-time reward of 100,000 yuan. Within the year, it was named a national-level and provincial-level agricultural product trading market, with one-time rewards of 500,000 yuan and 300,000 yuan to investment entities respectively.
3． Farmers' professional cooperative. Those who were newly named farmers' professional cooperative demonstration cooperatives by the country, province, and city that year were awarded 100,000 yuan, 50,000 yuan, and 30,000 yuan respectively; the development of farmer's professional cooperatives with "land trust" as the main model was encouraged, and farmer's professional cooperatives carried out If the "land trust" business area is more than 500 acres, the operation is standardized, and the trust service has been carried out for more than one year, and the cooperative members are satisfied, a one-time reward of 30,000 yuan will be given.
4. Family farm. Engage in large-scale, intensive, and commercialized agricultural production, have stable operations, promote the application of new technologies, and have average benefits that are more than 30% higher than ordinary farmers. The investment scale is not less than 1 million yuan, the operation scale is more than 300 acres, and the application is handled by the district industrial and commercial department. Registered family farms will receive a one-time reward of 50,000 yuan per property.
5. Large grain grower. Large grain growers who engage in large-scale grain production and intensive commercial production within the year, with a scale of more than 300 acres, will receive a one-time reward of 50,000 yuan.
(5) Agricultural science and technology innovation projects
1. Agricultural research institutions. Encourage leading enterprises in agricultural industrialization (farmers' professional cooperatives) to cooperate with agricultural research institutes. For those who cooperate with national, provincial, and municipal scientific research institutes to establish agricultural product science and technology research institutes and research institutes, one-time awards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be given respectively.
2. Applicants who obtain organic, green, and pollution-free agricultural product certification within the year will be given one-time rewards of 30,000 yuan, 20,000 yuan, and 10,000 yuan respectively; those who newly obtain international organic agricultural product (base) certification during the year will be given a one-time reward of 20,000 yuan yuan reward. No repeat enjoyment of the same base or product.
3． Those who newly obtain the national protection mark of origin of agricultural products during the year will be given a one-time reward of 500,000 yuan; those who newly obtain the geographical indication certification mark of agricultural products will be given a one-time reward of 300,000 yuan.
4. Implement the agricultural brand strategy and award agricultural products that have obtained China's Well-known Trademarks, Shandong Province's Famous Trademarks, and Jining City's Famous Trademarks (administrative recognition) 500,000 yuan, 200,000 yuan, and 50,000 yuan respectively.
5. Standardized planting base.
Vegetable parks with newly developed facilities during the year are concentrated and connected, with more than 20 high-standard winter-heated greenhouses. Flower parks with new facilities developed during the year are concentrated and connected, with more than 5 high-standard winter-heated greenhouses, with a planting area of ??more than 960 square meters per shed. A subsidy of RMB 10,000 will be provided; for new development of more than 200 acres of sheds within the year, a one-time reward of RMB 30,000 will be given to the operating entity.
6. Standardized nursery base. Build a new high-standard seedling greenhouse, introduce and cultivate new varieties of vegetables, Chinese medicinal materials, seedlings, flowers and other seedlings, with an area of ??more than 2,000 square meters, and receive a one-time reward of 100,000 yuan.
7. Standardized livestock and poultry base. It was named a livestock and poultry breeding demonstration farm that year, with a national-level reward of 200,000 yuan, a provincial-level reward of 100,000 yuan, and a municipal-level reward of 30,000 yuan.
8． Encourage agricultural mechanization innovation, and provide a one-time reward of 50,000 yuan for the use of drones to control crop diseases and pests if the area exceeds 1,000 acres within the year.
(6) Implement "one case, one discussion" and provide key support to major agricultural projects arranged by the district committee and district government and agricultural investment projects with an investment of over 100 million yuan.
5. Supervision and Management
(1) Project implementation unit. The support projects stipulated in this opinion implement a project responsibility system. The district development and reform bureau, district agriculture bureau, and district finance bureau are responsible for project establishment and acceptance. Agriculture-related departments and towns (streets) are specifically responsible for application and organization of implementation.
(2) Project assessment and acceptance. All types of business entities and organizations that meet the conditions shall apply to the District Agricultural Bureau after being reviewed by the respective towns (streets) and relevant agricultural departments. After the project is completed, if it passes the preliminary inspection by the relevant agricultural departments, the District Finance Bureau and the District Agricultural Bureau will organize a joint acceptance inspection.
(3) Fund allocation. Special support funds for projects that pass the review and acceptance will be reported by the district finance bureau to the main leaders of the district government for approval and then be disbursed.
(4) Project supervision. The District Supervision Bureau tracks and supervises the entire assessment and acceptance process; the District Audit Bureau supervises and audits the project funds throughout the process to ensure that support funds are earmarked to prevent interception and misappropriation.
(5) Project restrictions. Strictly define prohibited development areas, restricted development areas and suitable development areas for agricultural projects, and agricultural projects in prohibited development areas, restricted development areas, urban planning areas, and industrial park planning areas will not be approved or supported.
This opinion shall be effective from the date of promulgation. If there is any previous disagreement with this opinion, this opinion shall prevail.
