Not fixed.

The time of the flag-raising ceremony in Tiananmen Square is not fixed, but changes according to the sunrise and sunset in Beijing. In the morning, when the green on the upper edge of the sun is equal to the horizon seen in Tiananmen Square, it is time to raise the national flag, and at night, when the sun sets on the horizon, it is time to lower the flag.

Since the founding of New China, the flag-raising ceremony in Tiananmen Square has been adjusted many times.

On February 28th, Class 5 of the 11th Squadron of the 6th detachment of Beijing Armed Police Corps was stationed in Tiananmen Square, which was responsible for raising and guarding the national flag. China has the first standardized flag-raising ceremony. Over the past 35 years, the National Flag Guard of the Armed Police Force has maintained the dignity of the motherland and displayed the image of the country and the army to the world with its tall and straight military posture and mighty momentum.
