The two most important documents for opening a restaurant are the "industrial and commercial business license" and the "food business license". The order of application is "first license, then certificate"!
There are two ways to apply for a business license, namely "pre-standard" and "post-standard".
Previous standard business license: After passing the inspection by the health, fire protection and environmental impact assessment departments before the restaurant opens, apply to the Industrial and Commercial Bureau. After passing the examination and approval, the Industrial and Commercial Bureau will issue a formal business license.

Based on the previous standard business license application process, the main steps for an individual business owner to open a restaurant are as follows:

Small restaurants with an area of ??less than 150 square meters do not need to apply for fire protection and environmental impact assessment.
Restaurants with an area of ??more than 150 square meters need to apply for an environmental assessment from the environmental protection department first, and also need to apply for a fire protection assessment from the Fire Prevention Division of the Public Security Bureau. Only those who pass both are eligible to apply for a catering license.
