Article 8 of the Interim Measures for the Administration of Public Service Advertising:
Article 8 The sources of public service advertisements include public service advertisements, public service advertisement works library manuscripts and self-designed manuscripts. All kinds of advertising media have the obligation to publish and broadcast public service advertising works approved by the Steering Committee for Spiritual Civilization Construction.
The competent department of public service advertising shall establish a library of public service advertising works, and the manuscripts shall be freely selected and used by the society. Units and individuals design, produce and publish public service advertisements by themselves, and the competent department of public service advertisements shall provide guidance services free of charge.

Requirements:
1. The name of the goods or services and other contents related to the publicity and promotion of the goods or services, including the address, website address, telephone number and other contact information of the unit, shall not be marked.
2. The area marked with enterprise name and trademark in printed works shall not exceed 1/5 of the advertising area.
3. The time for audio-visual works to display enterprise names and trademarks shall not exceed 5 seconds or 1/5 of the total duration, and the time for marking enterprise names and trademarks in standard form shall not exceed 3 seconds or 1/5 of the total duration.
