In order to speed up the construction of the park city in our district and promote better and faster development of Chongqing (Qijiang) Food Industrial Park (hereinafter referred to as the food park), the District CPPCC Proposal of the Cultural and Historical Committee is here With the support and cooperation of the Food Park Management Committee, we conducted careful research on the future development of the park. 1. Overview of the development of the food park
Chongqing (Qijiang) Food Industrial Park was established in September 20xx and is currently the only professional food industrial park in Chongqing . The first phase of resettlement houses was successfully delivered, and the main body of the second phase of 15,000 square meters was completed. Infrastructure construction of 1.5 square kilometers has been completed. The first phase of 5 kilometers of main roads, integrated pipe networks and sidewalk paving and greening projects, and the first phase of a water plant with a daily supply of 30,000 tons (daily supply capacity of 6,000 tons) have been completed and put into use. The comprehensive pipeline network for electricity, natural gas, and communications has been laid, with a daily gas supply capacity of 50,000 cubic meters; the main project of a sewage treatment plant that treats 30,000 tons of sewage per day has been completed; and the construction of a 110 kV substation has begun. The park now has the conditions for enterprises to settle in, and 32 enterprises have signed contracts to settle in. Among them, there is one company in the top 500 food companies in China ("Zhenxin" melon seeds), four "Chinese time-honored" companies ("Old Sichuan" beef jerky, "Qiaotou" hot pot, "Guanshengyuan", "Xiaodongtian"), There are more than 10 famous brand enterprises in Chongqing. The total investment is about 4.5 billion yuan, the output value is 9 billion yuan, the profits and taxes are 1 billion yuan, and it provides employment for more than 5,000 people. Among the local companies that have settled in the hotel, food brand brands such as "Fanshuangshuang", "Golden Cube", "Jiu Min Lang", "Fat Zheng", "Gu Jian Shan", and "Duzhi" have a certain degree of popularity in a certain range. Industrial tourism has begun to take off, and Deyixin Food Co., Ltd. has successfully been approved as a national 3A tourist scenic spot. Some enterprises in the park have also established cooperative relationships with universities and research institutes such as the School of Food Science and Technology of Southwest University and the Institute of Nutrition and Food Health of the Third Military Medical University to conduct product research and development. The park has been identified as the "National Agricultural Products Processing Entrepreneurship Base", "National Agricultural Products Processing Industry Demonstration Base", "Chongqing Food Industry Base", "Chongqing Characteristic Industry Base", and "Chongqing Agricultural Products Processing Base".
2. Problems in the Food Park
Although the construction of the Food Park has achieved some achievements, it also faces some difficulties and problems.
1. Due to the lack of land acquisition and demolition, more than 30 companies have signed contracts, and only 18 companies have provided land. There are still nearly 20 signed companies that have no land to provide, especially Anhui Zhenxin who has signed a contract Some well-known companies such as melon seeds and old Sichuan beef jerky are also unable to land. Companies interested in settling in such as Chongliang Group, Chongqing Hongjiujiu, Anhui Yanzhifang, Chongqing Catering Group, Chongqing Pastry Industry Association, and Chongqing Food Industry Association have respectively formed a group to settle in More than 30 companies cannot be further connected.
2. Roads, pipe networks, water, electricity and other infrastructure north of the expressway in the park have basically not been started.
3. There are less than 10 companies that have been put into production, and the products of companies that have been put into production such as "Golden Cube" and "Jiu Minlang" need to further open up sales.
4. The mid- to long-term plan for the park’s expansion has not yet been determined.
3. Analysis of the Development Prospects of Food Parks
The food industry has always been the largest industry in the world's manufacturing industry, an extension of the agricultural industry chain, and an integration of agriculture, manufacturing, and modern industries. Logistics service industry is the fastest growing and most dynamic industry. As people's living standards continue to improve and food demand further increases, the food industry will enter a period of strategic opportunities for expansion and rapid development. The future development of the food park will not only enjoy the strategic opportunities of expansion and rapid development of the food industry, but also have its own unique advantages and broad development prospects.
(1) The advantage of rich raw materials is an important foundation for the development of the park
The lowest altitude in Qijiang District is 188 meters, and the highest altitude is 1,973 meters. It has a distinct three-dimensional climate and is suitable for the growth of a variety of crops. The harvest season is long. It has 1.62 million acres of cultivated land and 1.33 million acres of forest land. A mountainous modern agriculture demonstration park with a planned area of ??300 square kilometers has taken shape. Vegetables and papaya have become the backbone agricultural industries in the region. (2) The continuous improvement of traffic conditions has made the location advantage of the park more prominent
At present, the Chongqing-Guizhou Railway, 210 National Highway, and Chongqing-Guizhou Expressway cross the Qijiang River, and the Qihe Waterway and the Yangtze River Connected, water and land transportation is more convenient. With the completion and opening of Huipin Avenue, the third ring expressway, the Chongqing-Guizhou high-speed railway and the "San-Wan-Nan" railway from Qijiang to the main city of Chongqing, Qijiang's transportation will become more convenient. The food park is located at the intersection of the Third Ring Expressway, the Chongqing-Guizhou High-speed Railway and the Chongqing-Guizhou Expressway, and is within the one-hour economic circle of Chongqing, so the transportation location advantage is even more obvious.
(3) Chongqing’s only professional food industrial park has strong appeal to food companies

(4) The division of functional zones in Chongqing will lead the development of food parks

We have introduced "Zhenxin" melon seeds, "Qiaotou" hot pot, "Guanshengyuan", "Xiaodongtian", Yupai, Duoweiduo and other well-known foreign companies to stay. Products such as "Fanshuangshuang", "Golden Cube", "Jiu Minlang" and "Zheng Fatty" produced by enterprises staying in this area have been put on the market. The move-in of enterprises and the entry of products into the market indicate that the development of the park has achieved initial results. Practice has proved that the decision to establish a food park is correct and the development prospects of the park are broad.
IV. Suggestions for the future development of the food park
(1) The future development direction of the food park
The future development direction of the food park should be based on the development of the food industry `New characteristics, my country's food industry development plan and the unique functions and roles of food parks are scientifically positioned. In the 21st century, my country's food industry will develop in the direction of convenience, engineering, functionality, specialization and internationalization. These "five modernizations" will become the major trend in the development of my country's food industry in the future. During the "Twelfth Five-Year Plan" period, the development of my country's food industry is still in a period of strategic opportunities. By 20xx, the total output value of the food industry will reach 12.3 trillion yuan, with an average annual growth rate of 15%; the ratio of the total output value of the food industry to the total agricultural output value will increase to 1.5:1. There are more than 50 food industry enterprises with sales revenue of more than 10 billion yuan; small and medium-sized food enterprises have given full play to their advantages of specialization, precision, specialness and innovation to gradually achieve healthy development and form a pattern of division of labor and cooperation among various enterprises and coordinated development of the food industry in the east, middle and west. Based on the above situation, the future development of the food park in our district must both do something and not do something. Adhere to the development direction of "three integrations, one concentration, and one focus". (2) The future development goals of the food park
The future development goals of the food park are divided into two stages: short-term and long-term.
Short-term development goals: By 20xx, the 10th anniversary of the establishment of the park, there are still nearly 5 years to go. The park area will be expanded to 5 square kilometers and 8,500 acres, and about 6,000 acres of land will need to be acquired. The road pipeline network to be constructed includes: Huipin Avenue, a 5-kilometer main road with a controlled width of 70 meters; a secondary main road, 3.7 kilometers with a width of 24 meters and a 6-kilometer width with a width of 12 meters. ***Funds required are 2.41 billion yuan, including: 1.4 billion yuan for land acquisition and demolition, 560 million yuan for road pipe network and municipal greening construction, 200 million yuan for Tonghui River and Houxi River management, electricity, communications 0.5 billion yuan for pipeline relocation, 0.8 billion yuan for construction, and 120 million yuan for interest and other expenses. The land transfer income reaches 2.428 billion yuan. More than 100 companies have been introduced and settled, more than 60 companies have been put into production, the annual sales revenue has reached more than 10 billion yuan, and the annual comprehensive tax revenue has reached more than 500 million yuan.
Long-term development goals: By 2030, the park will expand along Huipin Avenue to an area of ??20 square kilometers and 30,000 acres. We will strive to attract more domestic and world-renowned food industry companies to move in, and ultimately achieve " The development goal of "first in the western region and first-class in the country".
(3) Measures for the future development of food parks
1. Use land to generate wealth and provide financial guarantee for the construction and development of food parks
Currently, industrial land across the country The transfer prices are much lower than the cost of land acquisition and demolition. The park's revenue and expenditure will ultimately need to be balanced by the land and tax returns. In the initial stage of park construction, there were few companies moving in and putting into operation, and tax revenue was low. Tax refunds were unable to support the development of the park. The only way was to rely on land to make money and to use land to support the park. The government should give food parks land acquisition quotas and grant food parks permission to use part of the acquired land for residential and commercial purposes. The land acquisition and demolition costs and the premium from the transfer of residential and commercial land are used to compensate for the land acquisition and demolition costs of industrial land and the construction of park infrastructure. Otherwise, the food park will miss opportunities for development and its development will stagnate.
2. Adhere to the road of “feeding agriculture with industry” and promote the development of modern agriculture

5. Adhere to the integration of "industry, academia and research" and encourage scientific and technological innovation
