Investigation report on the practice of rural professional cooperatives
according to the arrangement of Yuncheng agricultural economics station, we immediately set up an investigation team in Jishan county agricultural economics center to investigate the development of farmers' professional cooperatives in our county in various forms such as discussion, interview and sampling survey.

I. Basic information

Jishan County has 7 townships, 2 administrative villages, a population of 33, and an agricultural population of 28,.54 million mu of cultivated land. It is a traditional agricultural county. The development of farmers' professional cooperatives in our county started in 26 and reached its climax in 27. By April 3th, 28, the number of cooperatives registered in Jishan Industrial and Commercial Bureau was 63, including 44 aquaculture cooperatives, 15 planting cooperatives and 4 other cooperatives. The registered capital of farmers' professional cooperatives in the county was 33.196 million yuan, with 553 members contributing shares, and the number of members expanded by the general meeting was 1388. A cooperative has obtained the national green product production base and green product logo certification, and an agricultural product cooperative has handled trademark registration and QS safety and quality certification. At present, farmers' professional cooperatives in our county are characterized by diversification: first, leading enterprises rely on it, initiated by leading enterprises, and operate in the mode of "company+base+cooperative+farmer", such as Linhai Zizyphus Cooperative in Wudui Village of Jishan County and Changhong Feed Breeding Cooperative in Jishan County; Second, the industry association-driven, initiated by the industry association, adopts the mode of "association+cooperative+farmer broker+farmer", such as: Guoxing Jujube Cooperative in Jishan County, Yukang Rabbit Industry in Jishan County, etc. Third, broker sales cooperation, initiated by brokers, adopts the operation mode of "cooperative+broker+farmer", such as Jishan County Zhenxing Fruit Farmers Cooperative and Jishan County Jilv Agricultural Products Cooperative. Fourth, through the way of opening cooperatives, the vast number of farmers, rural brokers and other organizations will unite and go to the market together, such as Jishan Xingjie Asparagus Cooperative and Jishan Anmin Livestock and Poultry Breeding Cooperative.

second, the role and influence of farmers' professional cooperatives

(a) promoted the adjustment of agricultural industrial structure. Farmers' professional cooperatives are connected with the market at one end and farmers at the other. Market information is transmitted to farmers accurately through cooperatives. Cooperatives guide farmers to develop specialized production through their own operations, forming large-scale and specialized agricultural industrial regions and systems, and promoting the adjustment and upgrading of industrial structure. According to the market demand, farmers in our county vigorously develop cash crops such as red dates, red grapes, green vegetables, livestock and poultry, medicinal materials and so on, and carry out specialized production and industrial management.

(2) promoted the formation of agricultural socialized service system. Cooperatives have organized large buyers and sellers, large processors and specialized technical households in various local industries according to the principles of voluntariness and democracy, provided farmers with seedlings, disseminated breeding technology and expanded sales networks, and initially formed an integrated industrial chain of science and technology, production, processing and sales. Cooperatives really link production, processing and marketing organically, solve the contradiction between farmers and the market, farmers and leading enterprises, realize the rational circulation and optimal allocation of resources, promote the integration of advantages and complementary interests, consolidate the foundation of agricultural industrialization, improve the management level of agricultural industrialization, and become a bridge connecting the government, enterprises and farmers.

(3) improved the quality level of agricultural products. Cooperatives provide an effective carrier for the popularization of agricultural standardization and organizational guarantee for the quality and safety system and popularization of agricultural products. Cooperatives have greatly improved the quality and safety of agricultural products by organizing scattered farmers to implement unified production standards, unified operating procedures, unified product quality standards and unified agricultural materials supply, actively registering product trademarks, creating high-quality well-known brands, and promoting the production of green agricultural products.

(4) improved the income level of farmers. Cooperatives are led by large industrial households or large buyers and sellers. These talented people take advantage of their market information and stable sales channels to actively guide farmers to adjust their industrial structure, improve the quality of agricultural products, produce marketable agricultural products, and stabilize and improve the economic benefits of farmers' production. The rebate and dividend system of cooperatives directly drives farmers to increase their income. Cooperatives provide farmers with agricultural technology and market information free of charge, and provide socialized services such as high-quality seeds and agricultural materials at low prices, which indirectly saves farmers' production costs and promotes farmers' income.

(5) promoted the self-discipline and standardization of the industry. Because the overall quality of farmers is not high, the production and sales will have great spontaneity, convergence and blindness, which will easily lead to the ups and downs of the agricultural industry. Through the establishment of farmers' professional cooperatives, the disorderly competition among farmers and between farmers and processing enterprises has been avoided, the interests of farmers have been safeguarded, the advantages of the industry have been realized, and the healthy development of the agricultural industry has been promoted. In short, although the emergence of farmers' professional cooperatives in our county is only a few years, it has achieved good economic and social benefits, promoted the transformation of rural grass-roots government functions, and is of great significance for improving the household contract management system, solving the contradiction between small farmers and the big market, improving the moderate scale operation of agricultural products, promoting the regional division of labor and specialization level of agricultural products, improving the quality of agricultural products, enhancing the international competitiveness of agricultural products and increasing farmers' income.

III. At present, the main problems existing in the development of farmers' professional cooperatives in our county

First, the farmers' professional cooperatives are small in scale, with limited driving role, and most of the shareholders form spontaneously. The overall scale is small, and their own economic strength is not strong. Most of the professional cooperatives are not closely linked with farmers, and their real interests are not integrated, so their service functions need to be enhanced.

Second, farmers' professional cooperatives have limited funds and insufficient development potential. Although the operating cost of farmers' professional cooperatives is low, they still need certain funds to engage in specific business. At present, farmers' professional cooperatives are not perfect in their own accumulation mechanism, and their ability to bear market risks is limited, so it is difficult to give full play to their service functions.

Third, the management of farmers' professional cooperatives is not standardized. Some members of farmers' professional cooperatives have a weak sense of cooperation with each other, and they only want to enjoy the benefits, rather than bear the risks. Their integrity is not high, and the benefits are combined, and the benefits are scattered. Most of the established professional cooperatives are established in a partnership way, and they are not operated and standardized in strict accordance with the articles of association and relevant systems of farmers' professional cooperatives.

Fourth, the comprehensive quality of farmers' professional cooperatives members is not high, their awareness and ability to adapt to the market economy are not enough, and there is a lack of compound talents who know how to manage technology and have strong market development ability.

Fifth, our county's financial support for farmers' professional cooperatives needs to be further strengthened.

IV. Current charging items of farmers' professional cooperatives in our county from registration to registration

(1) 6 yuan or above for capital verification

(2) 5 yuan for organization code certificate

(3) 2 yuan for tax registration

V. Main measures to promote the development of farmers' professional cooperatives in our county

Farmers' professional cooperatives in our county have achieved breakthrough development, mainly adopting government promotion and departmental services.

VI. Measures to promote the sound and rapid development of farmers' professional cooperatives in our county

(1) Seize development opportunities and vigorously create a strong atmosphere for the development of farmers' professional cooperatives

First, insist on early planning and early start. Second, adhere to extensive publicity, laying a foundation for the development of farmers' professional cooperatives.

(2) Explore the development model and build a new pattern of the development of farmers' professional cooperatives

(1) Adhere to scale development. Scale development is the development direction of farmers' professional cooperatives. Focusing on scale development, we have taken active measures to further strengthen farmers' awareness of scale development and improve farmers' enthusiasm for consciously forming large-scale professional cooperatives. Make farmers' professional cooperatives truly become the main body to participate in market competition, effectively promote the development of agricultural industrialization, and better play the role of farmers' professional cooperatives in promoting agricultural production, increasing farmers' income and promoting the construction of new socialist countryside.

(2) adhere to diversified development. On the subject of setting up, farmers are encouraged to set up farmers' professional cooperatives through cooperation and self-management, leading by capable people and relying on leading enterprises, so as to diversify the forms of setting up farmers' professional cooperatives. In terms of specialty, it includes planting, aquaculture, processing and storage of agricultural products, sales of agricultural products, agricultural production and management technology, information services and other business activities related to agricultural production, which makes farmers' professional cooperatives present a good trend of wide specialty, complete categories and diversified development.

(3) insist on characteristic development. In the direction of industrial development, we should proceed from the local reality, actively guide farmers to develop professional cooperatives with local characteristics or resource advantages according to local conditions, and do not make a one-size-fits-all approach. In the internal shareholding structure, farmers are encouraged to invest in shares in the form of money, kind and technology, and implement enterprise operation to give full play to their respective advantages. In the development form of farmers' professional cooperatives, we insist on vigorously promoting agriculture through science and technology, paying attention to improving the scientific and technological content and composition within farmers' professional cooperatives, guiding farmers to take the road of scientific and technological development, and improving the quality and stamina of farmers' professional cooperatives.

(3) Give full play to functional advantages to ensure the healthy development of farmers' professional cooperatives

(1) Adhere to standardized registration. The development of farmers' professional cooperatives is focused on the standardization of registration materials. Through extensive research at multiple levels, the Guidelines for the Registration of Agricultural Professional Cooperation and the Instructions for the Registration of Agricultural Professional Cooperation have been formulated. The county-wide registration window has generally set up a green channel for farmers' professional cooperatives, set up special personnel to receive farmers and cooperative organizations for consultation, set up a service platform, implement "one-stop" services, and gradually cancel charging items.

(2) adhere to the typical drive. Among the existing cooperatives, a group of cooperatives with certain strength and in line with the development direction of agricultural industry were selected as demonstration representatives, and their healthy and rapid development was promoted by helping to improve the internal operation mechanism and promoting self-improvement. Typical drive the enthusiasm of farmers to set up cooperatives.

(3) Insist on on-site training. All functional departments should go deep into rural areas to do a good job in on-site training and improve farmers' skills and professional knowledge in setting up professional cooperatives.
