The State Council promulgated the "Regulations on the Safety Management of Agricultural Genetically Modified Organisms" (hereinafter referred to as the "Regulations") on May 23, 2001. In order to ensure the implementation of the Regulations, the Ministry of Agriculture issued three supporting measures on January 5, 2002: "Administrative Measures for the Safety Evaluation of Agricultural Genetically Modified Organisms", "Administrative Measures for the Safety of Imported Agricultural Genetically Modified Organisms" and "Administrative Measures for the Labeling of Agricultural Genetically Modified Organisms" The management measures will come into effect on March 20.

How to label labels
< p>Article 6 Labeling method:(1) Genetically modified animals and plants (including seeds, breeding livestock and poultry, aquatic seedlings) and microorganisms, genetically modified animals and plants, microbial products, products containing genetically modified animals and plants, Products such as seeds, breeding livestock and poultry, aquatic seedlings, pesticides, veterinary drugs, fertilizers and additives containing microorganisms or their product components shall be directly labeled with "GMO ××".
(2) Directly processed products of genetically modified agricultural products shall be labeled as "GMO ×× processed products (finished products)" or "processed raw materials are genetically modified ××".
(3) Products processed with agricultural genetically modified organisms or products containing agricultural genetically modified organisms, but products that no longer contain or cannot detect genetically modified ingredients in the final sales product are marked as " This product is processed by genetically modified ××, but this product no longer contains genetically modified ingredients” or labeled as “The raw materials processed for this product contain genetically modified ××, but this product no longer contains genetically modified ingredients.”
Article 7 The logo of agricultural genetically modified organisms should be eye-catching, and should be designed and printed at the same time as the packaging and labels of the product.
If it is difficult to label agricultural genetically modified organisms on the original packaging and labels, the labeling method of adding genetically modified organisms to the original packaging and labels can be used, but the additional labels should be firm and lasting.
Article 8 When it is difficult to label agricultural genetically modified organisms on packaging or labels, the following methods may be used:
(1) Fast food that is difficult to label on each product sold Agricultural genetically modified organisms in the agricultural and retail industries can be marked on product exhibition (display) counters (counters), on price tags, or on sign boards (brands).
(2) When selling agricultural genetically modified organisms without packaging and labels, they can be marked by setting up a sign board (brand).
(3) When agricultural genetically modified organisms contained in transportation containers are sold directly without packaging, the sales site may mark the container or set up a sign board (brand) for marking.
(4) When selling agricultural genetically modified organisms without packaging and labels, and it is difficult to label them with identification boards (plates), the seller should make a statement in an appropriate manner.
(5) When imported agricultural genetically modified organisms without packaging and labels are difficult to mark with identification boards (plates), this should be noted on the inspection (customs) form.
Article 9 Agricultural genetically modified organisms that have special sales scope requirements should also be clearly marked with the scope of sales, which can be marked as "limited to ×× sales (production, processing, use)".
Article 10: Agricultural genetically modified organisms shall be labeled using standardized Chinese characters.
Article 11 The labels of imported agricultural genetically modified organisms can only be used after being reviewed and approved by the Ministry of Agriculture, with copies sent to the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Foreign Trade and Economic Cooperation and other departments; the labels of domestic agricultural genetically modified organisms must be approved by the Ministry of Agriculture. It can only be used after review and approval by the agricultural administrative department of the local people's government at or above the county level where the production and packaging units and individuals are located, and the provincial agricultural administrative department shall uniformly report to the Ministry of Agriculture for filing.
Article 12 The agricultural administrative department responsible for the review and approval of agricultural genetically modified organism labels shall make a decision on the application within 30 days from the date of receipt of the applicant's application and notify the applicant.
Article 13 Business units and individuals selling agricultural genetically modified organisms shall check the goods and labels when purchasing.
Article 14 Anyone who violates the provisions of these Measures shall be punished in accordance with Article 52 of the Regulations.
Article 15 The Ministry of Agriculture is responsible for the interpretation of these Measures.
Effectiveness
Article 16 These Measures shall come into effect on March 20, 2002.
