Article 1: In order to strengthen the public security management of the printing industry and prevent the use of printing, plate-making and other equipment for illegal activities, these measures are formulated in accordance with relevant national regulations and in conjunction with the actual situation of this city. Article 2 These Measures shall apply to all units and individual industrial and commercial households operating printing, plate making, binding, and transcribing (hereinafter collectively referred to as the printing industry) within the administrative area of ??this city.

Articles 7 and 9 of these Measures also apply to non-commercial printing plants within government agencies, military units, schools, scientific research units and enterprises. Article 3 Units and individuals operating in the printing industry must be reviewed by the public security bureau or county public security bureau in the place where they operate. If they meet the provisions of Article 4 of these Measures, the municipal public security bureau will issue a printing industry license.

Operation without a license is prohibited. Article 4 To obtain a printing industry license, the following conditions must be met:

(1) Those operating as a unit must have documents approved by the competent department at or above the city or county level; those operating as an individual must have a permanent resident of this city Certificate issued by the sub-district office or township (town) people's government where the household registration is located. Units and individuals engaged in book and periodical printing and binding business must have a book and periodical printing and binding license issued by the Municipal Press and Publication Administration Bureau.

(2) Production and business premises and production facilities must comply with public security management regulations.

(3) Have corresponding public security and safety management systems.

(4) The person in charge of the operation shall have legal identity documents. Article 5 After receiving the printing industry license, you should apply for registration with the local district or county industrial and commercial administration department. Only after a business license is issued can you operate. Article 6 When units and individual industrial and commercial households operating the printing industry cease operations, cease operations, change businesses, move addresses or change registration items, they must go through the procedures for changing the printing industry license in advance with the public security organ that originally issued the license. Article 7 Units and individual industrial and commercial households operating in the printing industry must abide by the following regulations:

(1) Establish various management systems for printing, registration, production, inspection, storage, and pickup. The unit should also establish Supervision of printing and marketing system.

(2) Designate a dedicated person to take over the business. When the unit entrusts printing, the unit name, address, person in charge, handler, and the name and serial number of the printed matter shall be registered based on the certificate produced by the unit entrusting the printing unit. , quantity; when an individual entrusts printing, the name, address, ID card and name of the printed copy should be registered.

(3) Those who print publications must verify the certificate of approval for printing in accordance with the relevant regulations of the press and publication department.

(4) When printing printed materials within the scope of the industrial and commercial administration department (including business licenses, trademarks, packaging decoration, promotional materials, blank texts of economic contracts, etc.), the permission documents of the industrial and commercial administrative department must be checked .

(5) Printing of religious articles shall be done by units designated by the Municipal Public Security Bureau. When printing, the approval document from the municipal religious affairs management department must be checked.

(6) Printing of various documents proving identity, various bills, securities and state plan supply bills, posted notices, notices, work passes and passes for major events, designated by the Municipal Public Security Bureau The unit is responsible for printing. When printing, you must check the printing approval procedures of the Municipal Public Security Bureau.

(7) When printing general printed matter, the certificate issued by the entrusted printing unit or the individual’s identity document must be inspected.

(8) For printing and writing paper products, you should go to the local public security bureau or county public security bureau to obtain the special code for printing and writing paper products, print the special code on the paper product, and report to the public security organ on a monthly basis Send samples.

(9) If illegal or criminal acts are discovered, they should be reported to the public security organs in a timely manner. Article 8: Units and individual industrial and commercial households operating in the printing industry should establish and improve security and protection organizations, implement a security and safety post responsibility system, and implement preventive measures. Article 9 It is prohibited to print the following items:

(1) Containing counter-revolutionary propaganda content;

(2) Containing obscene content;

(3) Propagating feudal superstition;

(4) Printing is prohibited by the state. Article 10 Units or individuals that have made outstanding achievements in the implementation of these Measures shall be commended or rewarded. Article 11 Anyone who commits any of the following acts shall be punished by the public security organs according to the severity of the case:

(1) Anyone who violates the provisions of paragraph 2 of Article 3 of these Measures shall be sealed up and the illegal income shall be confiscated.

(2) Anyone who violates the provisions of Article 6 of these Measures shall go through the change procedures within a time limit. If the change procedures are not completed within the time limit, the printing industry license shall be revoked.

(3) Anyone who violates the provisions of Article 7 of these Measures shall be ordered to make corrections within a time limit or suspend business for rectification. If the circumstances are serious, the printing industry license shall be revoked.

(4) Anyone who violates the provisions of Article 9 of these Measures shall be ordered to suspend business for rectification, and all illegally printed items and illegal income shall be confiscated; if the circumstances are serious, a fine of not more than five times the total price of the publication shall be imposed.

Behaviors that violate the "Public Security Administration Punishment Regulations of the People's Republic of China" shall be punished in accordance with the "Public Security Administration Punishment Regulations of the People's Republic of China". Article 12 Non-commercial printing plants within agencies, military units, schools, scientific research units and enterprises that violate the provisions of Article 7 of these Measures shall be ordered to make rectifications within a time limit or suspend operations for rectification; those who violate the provisions of Article 9 shall be subject to the provisions of Article 10 of these Measures. The penalties specified in Paragraph (4) of Article 1. Article 13: The Tianjin Municipal Public Security Bureau is responsible for the interpretation of these Measures.
