In order to further implement the "Kindergarten Work Regulations" and the "Notice of the General Office of the Shanghai Municipal People's Government forwarding the implementation opinions of the Municipal Education Commission and other four departments on the implementation opinions of the children of people moving to Shanghai to attend schools at all levels and types in the city" (Shanghai Government Regulations [2018 〕No. 5) and other relevant documents require that we actively respond to the peak admission peak and further strengthen the admission work for school-age children in the district. According to the relevant work requirements of the Municipal Education Commission and combined with the actual situation of the district, the following implementation opinions are formulated on the admission of school-age children in the district in 2018:
1. Basic principles and requirements
1 .Adhere to the principle of public welfare and universal benefit of preschool education. We will improve the preschool education public service system, actively respond to the kindergarten enrollment peak, put children's development first, and basically meet the kindergarten admission needs of eligible school-age children in the region.
2. Further implement the "Three-Year Action Plan for Preschool Education in Hongkou District (2016-2018)" and adhere to the principle of "relative proximity, admission without examination, and overall coordination". According to the actual situation of regional population density distribution, preschool education resources in the region will be coordinated.
3. Adhering to the principle of "openness, fairness and impartiality" in admissions and admissions, the district education bureau and kindergarten will promptly disclose admissions and admissions information to the public through website announcements, posting of "Enrollment Notices" and other forms.
4. Kindergartens at all levels and types should formulate a "Kindergarten Enrollment Plan" and carry out kindergarten registration according to the unified time node of the district. During the admission process, valid certification materials required for admission must be carefully verified, and all qualified children must be arranged in an orderly manner.
5. Strengthen the guidance and management of private kindergarten enrollment. Determine the enrollment plan based on the actual situation of the kindergarten. 6. Kindergartens at all levels and types are not allowed to conduct tests or disguised tests on school-age children. 7. Children of school age should undergo a health examination by a medical and health institution before entering the kindergarten. They can enter the kindergarten only after passing the physical examination. For children with disabilities who can participate in group activities normally, they will be arranged to attend corresponding preschool special education classes or nearby ordinary kindergartens according to the type and degree of their disabilities.

2. 3. Children of school age who are not registered in this city must hold a valid "Shanghai Residence Permit", "Shanghai Temporary Residence Permit" or "Residence Registration Certificate".
