In order to further optimize the city's economic development environment and release the vitality of economic development, the city The government has studied and decided to undertake the implementation of the 383 administrative powers issued by the Provincial Government Order No. 2 in 2020, of which 104 items have been cancelled, 14 items have been transferred to the province or entrusted to decentralization, and 265 items have been managed locally; they will be abolished according to the adjustment of organizational reforms and functions and the modification of laws and regulations. , 742 administrative powers were adjusted, of which 141 were canceled, 567 were decentralized, 4 were suspended, 27 were transformed, 2 were merged, and 1 was transferred to the province.
Relevant departments in all counties (cities), districts, and municipalities must effectively implement and coordinate the adjustment of administrative power matters.
First, for the canceled administrative power matters, we must carefully formulate regulatory measures, effectively strengthen supervision during and after the event, and prevent the occurrence of a regulatory vacuum.
Second, it is necessary to do a good job in implementing and coordinating the administrative power matters that are delegated to the province and entrusted to the delegation. For matters that require entrustment according to law, entrustment procedures must be completed in a timely manner. Administrative licensing matters undertaken must strictly follow the requirements for standardization of government service matters, optimize the handling process, improve the examination and approval methods, shorten the processing time limit, and improve the examination and approval efficiency.
The third is to formulate supervisory measures for localized management of law enforcement power matters, and effectively strengthen supervision during and after the event. Among them, administrative penalties involving the revocation of administrative licenses and the revocation of administrative licenses will still be implemented by the administrative agency that made the administrative licensing decision or its superior administrative agency. Municipal departments are responsible for supervision and guidance, handling tasks assigned by superiors, major, cross-regional, listing supervision, and investigation and handling of cases with large impact.
Fourth, for matters of decentralized administrative power, relevant municipal departments must provide guidance and coordination and strengthen business training to ensure that counties (cities) and districts can effectively undertake them.
Fifth, it is necessary to effectively strengthen supervision and management of power matters such as suspension of implementation, transformation, merger and other adjustments, accelerate the construction of supporting measures and related systems, and ensure the standardized operation of administrative power.
This decision shall come into effect from the date of promulgation.
