The term "secondary water supply facilities" as mentioned in these Measures refers to the equipment and pipelines used to ensure normal water supply through storage, treatment, transportation, etc. of drinking water. Article 3 These Measures shall apply to the construction, operation and maintenance of secondary water supply facilities, water quality safety and related management activities within the urban public water supply area of ??this city. Article 4 The municipal, county and city people's governments shall incorporate urban secondary water supply into urban construction plans, encourage multi-channel investment in the construction of urban secondary water supply facilities, and strengthen water quality safety assurance.
The housing and urban-rural development department is the administrative department in charge of secondary water supply in this city and is responsible for the supervision and management of secondary water supply.
The health administration department is responsible for water quality monitoring and health supervision of secondary water supply.
Relevant departments such as finance, development and reform, and market supervision and management shall do a good job in secondary water supply management according to the division of responsibilities. Chapter 2 Construction Management Article 5 If the normal pressure of the urban public water supply pipe network cannot meet the water needs of users for new construction, reconstruction, or expansion construction projects, secondary water supply facilities shall be installed; the secondary water supply facilities shall be designed at the same time as the main project , simultaneous construction, simultaneous acceptance, and simultaneous delivery.
The investment in the construction of secondary water supply facilities shall be included in the total cost of the construction project and shall be borne by the construction unit.
If existing secondary water supply facilities in residential buildings do not comply with relevant national regulations and secondary water supply facility sanitary specifications and engineering technical regulations, they shall be transformed. Article 6: The design review and completion acceptance of new, reconstructed, and expanded secondary water supply projects shall be organized by the housing and urban-rural development department, with the participation of urban water supply enterprises, health administrative departments and other departments and units.
The housing and urban-rural development department shall review the design standards, water supply methods, equipment configuration, energy-saving measures, intelligent control, etc. of the secondary water supply facility design plan.
When reviewing and approving the secondary water supply facility plan, the housing and urban-rural development department should have the technical review opinions of the urban water supply enterprise on the project. Projects that use laminated non-negative pressure water supply equipment should have the project's approval of the municipal water supply equipment. Assessment report on the impact on water supply safety; projects that are not handled in accordance with the requirements shall not go through preliminary design approval and construction drawing filing procedures. Article 7 The design and construction of secondary water supply projects shall comply with relevant national regulations, secondary water supply facility hygienic specifications and engineering technical regulations, and comply with the following provisions:

If the construction, reconstruction, or expansion of secondary water supply facilities is organized and implemented by enterprises other than water supply enterprises, they must be inspected and accepted by the housing and urban-rural development authorities and the water supply enterprises before being delivered for use. Those that do not meet the standards will not be accepted and must be remodeled at the expense of the enterprise itself. Article 9 The equipment, materials, appliances and instruments used in secondary water supply facilities shall comply with the quality and hygiene standards and safe operation requirements of the pipeline network stipulated by the state, and equipment and materials that are expressly prohibited or eliminated by the state shall not be used.
Article 10: The market supervision and management and housing and urban-rural development departments must strengthen supervision of the product quality and after-sales services of secondary water supply facilities, and establish an enterprise credit information management system. Article 11 After the secondary water supply project is completed, the construction unit shall apply to the housing and urban-rural development department for a special acceptance before the secondary water supply facilities are put into use, with the participation of the health administrative department and urban water supply enterprises. It can only be put into use after passing the inspection and issuing the "Secondary Water Supply Facility Certificate" and "Secondary Water Supply Hygiene Permit". Chapter 3 Operation and Management Article 12 The water supply enterprise shall be responsible for the operation, maintenance and management of newly-built secondary water supply facilities.
For existing secondary water supply facilities, owners are encouraged to decide on their own to entrust the management of the facilities to water supply companies. Property service companies can entrust the operation and maintenance of secondary water supply facilities within the property management area to water supply companies. Article 13: If existing secondary water supply facilities that do not meet relevant standards and specifications pass the inspection after being transformed, the property owner or property service company shall sign an entrustment agreement with the water supply company, and the water supply company shall be responsible for operation, maintenance and daily management. Article 14 The market supervision and management department shall work with the housing and urban-rural development department to study and formulate charging methods for the operation and maintenance of secondary water supply facilities.
The operating electricity charges for secondary water supply facilities in residential areas that are jointly constructed and managed by urban water supply enterprises and have been transferred to urban water supply enterprises shall be implemented in accordance with relevant national regulations. The secondary water supply electricity prices for urban residents shall be based on the residential electricity prices.
