The scope of law enforcement power of the Industrial and Commercial Bureau is as follows:
1. Responsible for market supervision and administrative law enforcement, drafting relevant draft laws and regulations, and formulating industrial and commercial administrative rules and policies.
2. Be responsible for the registration, supervision and management of various enterprises, farmers' professional cooperatives, units and individuals engaged in business activities, resident representative offices of foreign enterprises and other market entities, and undertake the responsibility of investigating and banning unlicensed operations according to law.
3. Be responsible for regulating and maintaining the operation order of various markets in accordance with the law, and be responsible for supervising and managing market transactions and online commodity transactions and related services.
4. undertake the responsibility of supervising and managing the quality of commodities in the circulation field, organize the work of consumer rights protection in the relevant service fields, investigate and deal with illegal acts such as counterfeiting and shoddy according to the division of labor, guide consumers' consultation, appeal, report acceptance, handling and network system construction, and protect the legitimate rights and interests of operators and consumers.
5. Take responsibility for investigating and handling illegal direct selling and pyramid selling cases, and supervise and manage direct selling enterprises, direct sellers and their direct selling activities according to law.
6. Be responsible for anti-monopoly law enforcement in monopoly agreements, abuse of market dominance and abuse of administrative power to exclude and restrict competition. Investigate and deal with unfair competition, commercial bribery, smuggling and other economic violations according to law.
Article 6 of the Regulations of the Administration for Industry and Commerce includes the following duties:
(1) Handling the procedures for the preliminary registration, annual inspection and license renewal of enterprises registered and managed by the district and county industrial and commercial bureaus within their jurisdiction, and supervising and managing the enterprises approved and registered by the district and county industrial and commercial bureaus;
(2) to manage the bazaars within its jurisdiction and supervise the trade and economic activities of the bazaars;
(3) to supervise and inspect the conclusion and performance of economic contracts within its jurisdiction, and mediate disputes over economic contracts;
(4) accepting, examining and reporting the applications for the opening, alteration and closure of individual industrial and commercial households within their jurisdiction, and supervising and managing the production and business activities of individual industrial and commercial households;
(5) to guide enterprises, institutions and individual industrial and commercial households within their jurisdiction to apply for trademark registration correctly, and to supervise and manage their use of trademarks;
(6) to supervise and manage the advertisements set up and posted within the jurisdiction;
(7) collecting and handing over various industrial and commercial charges and fines and confiscations as required;
(8) publicizing laws, regulations and relevant policies on industrial and commercial administration;
(9) Other industrial and commercial administrative duties as stipulated by laws and regulations.
