The "Trademark Law Implementation Regulations" stipulate that trademarks that have been applied for but have not yet been approved for registration can also apply to the Trademark Office for change or transfer. Article 23 of the Trademark Law: If a registered trademark needs to change the name, address or other registration matters of the registrant, an application for change shall be submitted. Article 39 of the Trademark Law: When a registered trademark is transferred, the transferor and the transferee shall sign a transfer agreement and submit applications to the Trademark Office at the same time.
