One-stop fraud in the lubricant wholesale market. Reporters secretly investigated and revealed the inside story of the fraud

China Broadcasting Network Heze 8 According to a report from Voice of China's "News Zongheng" at 7:35 on March 2, a listener from Shandong recently reported to Voice of China that he bought fake hydraulic oil in Dongming County, Heze City, which caused damage to construction machinery. Mr. Duan is one of them. In May and July this year, he bought 6 barrels of Zhuoli Great Wall brand L-HM68 anti-wear hydraulic oil at the Haitang Bulldozer Hydraulic Sales Department in Dongming County, Heze City. After using it for two days, It was found that the hydraulic oil began to turn black and the distribution valve was abnormal, causing the excavator to be unable to be used normally.
The reporter verified with Sinopec Lubricant Company the production batch numbers of the 6 bottles of hydraulic oil purchased by Mr. Duan: The lubricating oil of automobiles is like the blood in the human body, and low-quality lubricating oil that does not meet the grade is used. Not only will it cause car parts to malfunction, it may even cause accidents during operation. Does a market for openly selling fake lubricants really exist? What kind of counterfeiting chain is behind fake oil? What kind of profit is there? CCTV reporter Zhao Fei, Chengdu Radio reporter Sun Jing, and CCTV intern reporter Xia Qian launched an investigation into this.
Upon arriving in Zhengzhou, the reporter learned about some of the background and inside story of this market from a taxi driver.
On July 27, 2010, the reporter traveled from Beijing to Zhengzhou.
Reporter: Master, do you know about Zhengzhou lubricant market?
Taxi driver: I know, it’s at Shibali River.
Reporter: They all sell lubricants there.
Taxi driver: Yes, both. There are those in barrels, and there are also those that buy other people's zeros. It's just that you can get the bucket yourself and someone else can fill it for you. Isn't that cheap?
Reporter: Is it true or false? The price you just mentioned is cheap.
Taxi driver: That’s definitely not good for use. Their good oil is clear, bright and transparent, just like the oil we eat at home, and it flows smoothly. The bulk oil, when poured out, is thick and contains impurities and does not flow at all. It was smooth, and with a bang, a bunch of people fell down
The taxi driver’s words made the reporter have more questions. The car passed through the city and the reporter came to the lubricant tire wholesale market located in the South Fourth Ring Road of Zhengzhou City.
On July 28, 2010, at 10:50 in the morning, as soon as I entered the market, I saw a three-way intersection with three streets less than 200 meters long, with sales departments selling lubricants on both sides. The reporter counted more than 150 of them. Almost every store carries various brands and different types of lubricants.
A dealer of Sinopec lubricants in Heze once clearly told reporters in an interview that the oil of brand products will not be packaged outside the factory. As long as it is packaged in large iron barrels, it is fake oil:
p>Sinopec Lubricant Heze Distributor: As long as the oil is not packaged by the manufacturer and sent directly to the dealer, it is fake oil, and the oil packaged in large iron barrels is fake oil.
But in this market, the reporter saw that most of the stores were equipped with lubricating oil barrels of various brands and types from Great Wall, Kunlun, Mobil, Shell, and Uni-President, as well as large iron oil barrels. bucket. Behind the sales department are large oil factories, nearly 30 of them. There are many large oil storage tanks. The reporter randomly walked into a dealership. The shelves are filled with 16kg packages of Great Wall brand lubricants. The boss told us that these are all genuine brands. When the reporter asked him again if he could use bulk oil, the boss pointed to the man who was playing chess next to him and said he was a master and asked him.
Reporter: What kind of master are you?
Shop assistant: Responsible for adjusting the oil level.
Reporter: What level can it be adjusted to?
Clerk: Our bulk oil can be adjusted to SF level.
Perhaps because he was meeting a reporter, the clerk looked up and down alertly and did not want to say anything more. We had no choice but to leave and walk into another sales department. Here, we accidentally discovered a laboratory equipment. The store owner enthusiastically introduced us to the preparation process of bulk oil.
Dealer: Have you seen the laboratory equipment at my house? I have that set. right.
I have everything you want, and I will show you the experimental temperature and viscosity. What viscosity do you want? I'll come over and test it for you. I'll come out with a test sheet and tell you what model and specification this batch is, and I'll send it to you along with the goods. Yes, they are all available. As the same saying goes, whatever fuel you want, I will give you whatever fuel you want. I have tens of thousands of dollars worth of equipment just for this kind of oil dispersion. Just because after they bring in the big cans, I will give you a test. Whatever grade you want, I will give it to you directly.
Later, in a store of a Mobil authorized dealer, the store owner confirmed to reporters that in this market, most of the products are in the bulk oil business.
Mobil dealer: We only sell Mobil, and this is just one brand. They are all packaged and sent directly from the manufacturer. We do not have bulk oil, and we do not adjust oil. There are only a few like us in the market. Home.
So where does the large amount of bulk oil on the market come from? The reporter came to an oil factory behind the dealership.
There are 12 large oil storage tanks lying across the factory. Each tank has a piston. After it is pulled out, the oil is poured directly into the oil drum, each weighing about 170 kilograms, for weighing. How does the oil poured out of the jar turn into different types of oil? The aunt who cooks here quietly told reporters.
Hengtai’s cooking aunt: No, he mixes this kind of thing and the same kind of oil. Put one in a jar. Whatever oil you want, he will put it in for you. Once loaded and weighed, they were put on the car and taken away.
There is no factory brand at the entrance of this workshop. There are more than ten large oil storage tanks in the courtyard, and the other side is full of used oil barrels. On the barrels, the reporter saw that some have the words " "Great Wall", some say "Special engine oil for Beijing Hyundai Motor", some are in English, and there are also large oil barrels of "Kunlun". More than 10 workers in the factory are carrying the oil barrels.
Reporter: What oil?
Worker: Diesel oil.
This oil factory has two bungalows. One bungalow is filled with new oil barrels. The discarded oil drums piled outside the warehouse have been painted and repackaged here. While the boss was weighing the oil, the reporter entered another bungalow where plastic barrels were kept. There was a pool of red liquid on the ground. When I touched it with my hand, it was thick and smelled of pungent industrial oil. Several plastic buckets were thrown on the ground. There was also a small scale used for weighing vegetables at the market and a plastic cup filled with red liquid. There is a dirty packaging bag on the ground with additives written on it.
Reporter: Why is it red? What is this?
The reporter asked the worker what the red thing was, but the boss who was weighing oil saw it and yelled at us to get out.
What is the oil in the oil storage tank? Where will it be sold? Where do so many old oil barrels come from? Why don’t the oil plants have names? With a series of questions, the reporter continued to investigate the next day.
On July 29, 2010, as an oil dealer, we came to the China Resources Oil Factory located in the easternmost part of the lubricant market. A boss named Zhang received the reporter.
China Resources Manager Zhang: We distribute it everywhere, all over the country. What kind of oil and what price depends on what kind of price you want. The prices are around 1,600 yuan because they are all of this type of engine oil. The brand doesn’t matter, any brand will do. There are all brands you want, all priced at 1,600.
Reporter: Can it be cheaper?
China Resources Manager Zhang: Yes, it is ordinary oil. The price depends on the quality of the oil. Good oil is 1,600 yuan, and bad oil is about 1,300 yuan. See, this is our company's business license. It's a big company.
Reporter: Where is the oil from the oil factory behind? Why don't those factories have names?
Manager Zhang of China Resources: Those factories recycle oil and reprocess it themselves. The quality is not good. None of them have production licenses.
This boss Zhang keeps claiming that his company is a big company, so what is wrong with them packaging large barrels of oil in separate packages? The reporter asked Wang Zhuo, a professional in car maintenance, who told us Pointed out the crux of the problem:
Wang Zhuo: There are several additives in engine oil. One is anti-wear additives, the other is antioxidant additives, and there are anti-foaming additives. If there are no additives, the amount of additives is Ordinary base oil is much cheaper. Besides, you don’t even know where its base oil comes from.
What are the consequences? One is that the engine operation can no longer be guaranteed under high temperature and high pressure. Then it will produce carbon deposits in your fuel tank, producing that kind of waste, some say it feels like cream. The main reason is that additives are the most expensive, because the additives added to engine oil are all imported from abroad.
The reporter visited the China Resources Oil Factory again. Boss Zhang admitted that a ton of additives costs more than 20,000 yuan, and he did not add them to the oil he sold.
China Resources Manager Zhang: We have all kinds of oil blenders. According to the situation, we can blend the oil according to the different needs of users. You don’t understand the difference, and neither do I. You don’t understand the additives, and neither do I. Why did you come to Zhengzhou? Gas prices are cheap in Zhengzhou, why would he give it to you? This is the price difference you earn, and this is where the business opportunity lies. You sell it for 9,000 yuan outside and 5,000 yuan in Zhengzhou. You don’t need to be taught, you can figure it out. Lubricant is just like when you eat, the meat you eat and the buns you eat are the same. The machine is chronic and won't cause problems for a while. Additives or something, anti-wear or not, it doesn't matter.
In the courtyard of China Resources Oil Factory, there are also piles of oil barrels. There are 170 kg and 16 kg barrels. Boss Zhang said that these barrels are brand new, recycled once, and old barrels that have been used many times.
China Resources Manager Zhang: 150 for the empty bucket and 22 for the small one. New barrels, all new barrels. There is a manufacturer, Zhengzhou Cooperation Factory. In the West End area, he can make whatever kind of packaging you need.
Reporter: Where are the old barrels?
China Resources Manager Zhang: 70 for the old bucket. vat.
Reporter: Where is the recycling place?
China Resources Manager Zhang: There is a lot of recycling. There are a lot of recycling bins in Xinzheng.
China Resources Manager Zhang: That brand is what you provide to others. They give you whatever you want.
Reporter: Has anyone posted it here?
China Resources Manager Zhang: Someone is doing this.
The oil is a base oil without additives, and the barrels are recycled. What about the brand label? Immediately, after visiting many stores, some clerks told reporters that the labels could be "sticked".
Clerk: The label here is the Kunlun one, but this one is Gao Runjie.
Reporter: This post has this label.
Clerk: Well, this one is from Kunlun.
At this point, the production chain of fake oil has gradually become clear. Next to the lubricant market is a large logistics market, with large trucks filled with oil tanks coming in and out. Guangzhou, Wuhan, Chengdu, the three northeastern provinces...each logistics company has its own shipping location posted in front of its door. Boss Zhao of Hongyan Logistics Company has been in the logistics business for more than ten years and often sends oil cans and large oil barrels to various parts of the country.
Boss Zhao: Sometimes there are more than 30 tons per day, and they are distributed every day, all over the country.
Reporter: How many companies are there in this logistics market?
Boss Zhao: Come from thousands of families.
Does the local industrial and commercial law enforcement department not care about such large-scale sales of fake oil? Shopkeepers told reporters:
Merchants: They are just here to collect money.
Reporter: Do you care?
Businessmen: No one cares. Just pay on time.
Reporter: If I buy fake oil, who should I complain to?
Merchant: Looking for a market. Comes fine. Paid the money.
Reporter: Why not rectify it?
Businessman: Haha, it’s impossible to close down for rectification. That way the market receives the money. Management fee.
Voice of China will continue to investigate and report on this incident.
