(2) Working expenses. For outstanding talents recognized by our city after March 23, 2016, their units can apply for outstanding talent work funds.
2. Disbursement conditions
(1) Reward subsidies. To apply for incentives and subsidies, the following conditions must be met:
1. The applicant works full-time in Shenzhen. Applicants who have paid social insurance premiums and declared personal income tax on wages and salaries in our city in accordance with the law for a total of 6 months or more (excluding back payment or supplementary declaration, the same below) do not need to pay social insurance premiums or declare personal income tax on wages and salaries due to policy reasons. Applicants who have one of the following circumstances will not be considered to be working full-time in Shenzhen:
(1) Establishing a labor (employment) relationship with an employer outside the city;
(2) Not required to perform full-time work in Shenzhen, pay social insurance premiums or declare personal income tax on wages and salaries outside the city;
(3) Receive labor remuneration outside the city that is higher than in Shenzhen Income from wages, salaries and labor remuneration;
(4) Talents who start businesses in Shenzhen, and the enterprises they create do not operate normally and do not pay taxes in accordance with the law;

2. The applicant and his/her spouse have not purchased policy housing (referring to various types of housing with preferential policies, including quasi-cost housing, full-cost housing, social low-profit housing, full-cost low-profit housing, affordable housing, affordable commercial housing, and government gifts housing, etc.).
3. The applicant and his spouse have not enjoyed the 10-year rent-free housing policy with an area of ??about 200 square meters.
4. Applicants who are local-level leading talents or reserve-level talents should also have household registration in our city.
5. Applicants who have any of the following circumstances are not allowed to apply for rewards and subsidies:
(1) There are information records of major administrative violations within 5 years, records of false reporting, false claims, fraud, and misappropriation of financial funds, violations of scientific research ethics, Records of scientific research integrity and other dishonest behaviors, or those who are directly or primarily responsible for the aforementioned behaviors of the reporting unit;
(2) Those who have been criminally punished for crimes, or are under judicial investigation for suspected crimes and have not yet made any decision A clear conclusion;
(3) There are records of administrative penalties that are being implemented, have not been lifted, or have not been rectified, or are directly or primarily responsible for the above-mentioned behavioral records of the reporting unit;

3. Disbursement standards and methods
(1) Rewards and subsidies.
1. For outstanding talents, the standard reward and subsidy is RMB 6 million; for national-level leading talents and Category A talents, the standard reward and subsidy is RMB 3 million; for local-level leading talents and Category B talents, the standard reward and subsidy is RMB 2 million; for reserve-level talents and Category C talents, the standard reward and subsidy is RMB 2 million; For qualified talents, the reward and subsidy standard is 1.6 million yuan.
Incentives and subsidies will be distributed in installments according to the 5-year term, once per person in each term, and each payment will be calculated based on the actual number of eligible months (within the term of office
, the actual number of eligible months is less than 6 months, will not be paid during the current term), the maximum amounts are as follows: 1.2 million yuan for outstanding talents; 600,000 yuan for national leading talents and Category A talents; 400,000 yuan for local leading talents and Category B talents; 400,000 yuan for reserve talents 320,000 yuan for first-level talents and C-level talents.
2. Applications for incentives and subsidies must be made within 12 months after the expiration of each term. Among them, those who apply for the first time and have worked full-time in Shenzhen and paid social insurance premiums and declared personal income tax on wages and salaries for a total of 12 months in accordance with the law can apply 3 months after obtaining the high-level talent certification (confirmation).
(2) Working expenses.
1. The standard for outstanding talent work funds is 1 million yuan, which is distributed to the employer in one go. One person can only apply for it once.
2. Application for work funds should be made within 24 months after being recognized as an outstanding talent. When applying, the outstanding talent should have been working full-time in Shenzhen and paid social insurance premiums and declared personal income tax on wages and salaries for a total of 9 months in accordance with the law.
4. Disbursement process
(1) Reward and subsidy.
1. Make an application. If high-level talents apply for rewards and subsidies, their units should submit the following materials to the municipal human resources security department:
(1) "Shenzhen High-level Talents Rewards and Subsidies Application Form".
(2) Letter of Commitment to Apply for High-Level Talent Rewards and Subsidies.
(3) Individual income tax payment list of the People's Republic of China (the recording period must include the term year corresponding to the intended application for incentives and subsidies).
(4) Valid identity materials for overseas (overseas) applicants. For permanent residents of Hong Kong and Macao, the permanent Hong Kong and Macao resident identity cards and the "Mainland Travel Permit for Hong Kong and Macao Residents" shall be used as the standard; for the mainland residents who settle in Hong Kong and Macao (the mainland household registration has been cancelled), the Hong Kong and Macao resident identity cards and the "Hong Kong and Macao Residents Traveling to the Mainland" shall be the standard. For residents of Taiwan, the "Mainland Travel Permit for Taiwan Residents" shall be the standard; for foreign nationals, the passport or permanent residence permit for foreigners shall be the standard.

2. Accept review. If the application materials are complete and meet the application conditions, the municipal human resources security department shall accept the application and issue review opinions within 40 working days from the day after the materials are accepted. If the municipal human resources security department requires hearings, investigations, appraisals and reviews in accordance with the law before making an administrative decision, the time required shall not exceed 60 working days and shall not be counted within the above-mentioned period.
3. Announcement. High-level talents who meet the conditions for awarding rewards and subsidies after review (unless otherwise stipulated by the municipal talent department) will be publicly announced on the website of the municipal human resources department for 5 working days.
4. disburse. If there is no objection after public announcement, the municipal human resources and security department will allocate the reward and subsidy funds for high-level talents to the applicant's financial social security card account or other designated accounts in the next month in accordance with relevant financial regulations.
