1. Level jurisdiction refers to one type of trial jurisdiction, also known as "trial-level jurisdiction" and "affairs jurisdiction." The division of jurisdiction of first-instance cases by judicial institutions at all levels is mainly determined based on the nature of the case, the severity of the circumstances, and the scope of influence.

2. According to Chapter 2, Section 1 of the "Civil Procedure Law of the People's Republic of China", the level of jurisdiction is divided into the following four levels, including civil cases under the jurisdiction of the Intermediate People's Court:

1. Article 18: The Intermediate People’s Court has jurisdiction over the following first-instance civil cases:

(1) Major foreign-related cases;

(2) There are Cases with significant impact;

(3) Cases determined by the Supreme People’s Court to be under the jurisdiction of the Intermediate People’s Court.

2. Article 19: The Higher People’s Court has jurisdiction over first-instance civil cases that have significant impact within its jurisdiction.

3. Article 20: The Supreme People’s Court has jurisdiction over the following first-instance civil cases:

(1) Cases that have a major impact nationwide;

(2) Cases that are considered to be heard by this court.

Relevant provisions of the "Civil Procedure Law of the People's Republic of China" on transfer of jurisdiction and designated jurisdiction:

1. Article 30 Article 6: If the people's court finds that the case accepted does not fall within the jurisdiction of this court, it shall transfer it to the people's court with jurisdiction, and the people's court to which the case is transferred shall accept the case. If the people's court to which the case is transferred considers that the case to be transferred does not fall within the jurisdiction of this court in accordance with regulations, it shall report it to the people's court at a higher level for designation of jurisdiction and shall not transfer the case on its own initiative.

2. Article 37: If the people's court with jurisdiction is unable to exercise jurisdiction due to special reasons, the superior people's court shall designate jurisdiction. Disputes over jurisdiction between people's courts shall be resolved through negotiation between the parties to the dispute; if the dispute cannot be resolved through negotiation, the matter shall be reported to their superior people's court for designation of jurisdiction.

3. Article 38: The People’s Court at a higher level has the power to hear the first-instance civil cases under the jurisdiction of the People’s Court at the lower level; it is really necessary to transfer the first-instance civil cases under the jurisdiction of the People’s Court to the People’s Court at the lower level for trial. If so, it shall be submitted to the People's Court at the higher level for approval. If a lower-level people's court considers that a first-instance civil case under its jurisdiction needs to be heard by a higher-level people's court, it may submit it to the higher-level people's court for trial.
