Chapter 1 General Provisions Article 1 is to strengthen the water source protection of Miyun Reservoir, Huairou Reservoir and Jingmi Diversion Canal (hereinafter referred to as the two reservoirs and one canal), prevent water quality pollution, protect people's health, and promote the national economy and Social development, these regulations are formulated in accordance with relevant national laws and regulations and in combination with the actual situation of this city. Article 2 These regulations apply to the protection scope of the two reservoirs and one canal within the administrative region of this city. Article 3 The Municipal People's Government shall incorporate the protection and management of water sources in the two reservoirs and one canal into the national economic and social development plan, and adopt effective countermeasures and measures to promote the protection and management of water sources in the two reservoirs and one canal. Article 4 The Municipal Environmental Protection Bureau shall implement unified supervision and management of the implementation of these regulations.

The people's governments of Miyun County and Huairou County and the people's governments of other districts and counties along the Jingmi Diversion Canal are responsible for the organization and implementation of these regulations within their own districts and counties.

Miyun County, Huairou County Environmental Protection Bureau and other district and county environmental protection bureaus along the Jingmi Diversion Canal shall supervise and manage the implementation of these Regulations within their jurisdiction, and inspect the compliance of units and individuals within their jurisdiction with these Regulations Condition.

The municipal planning, planning, construction, water conservancy, public utility, forestry, public security, health and other administrative departments are responsible for the protection and management of water sources in the two reservoirs and one canal in accordance with their respective responsibilities. Article 5: Any unit or individual has the obligation to protect the water sources of the two reservoirs and one canal from pollution, and has the right to discourage, report and accuse behaviors that pollute the water quality of the two reservoirs and one canal. Article 6: Units and individuals with outstanding achievements in scientific and technological research on water source protection in two reservoirs and one canal, promotion of advanced technologies, and water source protection management shall be commended and encouraged by the Municipal People's Government. Chapter 2 Delimitation of Protected Areas Article 7 In accordance with the requirements for water source protection and management, the water source protection scope of two reservoirs and one canal is divided into first-, second- and third-level protected areas. Article 8 The first-level protected area of ??Miyun Reservoir is within the road surrounding the reservoir (from the west side of Buckwheat Valley to Koumenzi Village, south of Chengzi to the north of Huangtuwa, Qianbaoyu Ridge to the backwater side of Laoye Temple and the south backwater side of Catfish Valley (Excluding the area delineated on one side), including the inner lake area and the near-water area demarcated by the Municipal People's Government outside the Huanku Highway. Article 9 The first-level protection zone of Huairou Reservoir is within one circle of the water dividing line of the main dam of Huairou Reservoir, Chang auxiliary dam, Huaisha Highway, Jingtong Railway, Huaihuang 35-kilovolt high-voltage line, and ridge line. Article 10 The first-level protection zone of the Jingmi Diversion Canal is the area extending horizontally within 100 meters on both sides of the upper entrance line of the planned channel from the Gongzhuangzi Gate of the Miyun Reservoir to the Hunan Gate in Tuancheng.

The area within 100 meters of the horizontal extension on both sides of the upper mouth line of the Miyun Reservoir regulating tank and the tailwater channel entering the regulating tank is designated as a first-level protection zone. Article 11 The secondary protection zones of Miyun Reservoir and Huairou Reservoir are from outside the first-level protection zone to within the range of the waterward slope of the two reservoirs and within the water catchment range of the Miyun Reservoir regulating pool. Article 12 The third-level protected areas of Miyun Reservoir and Huairou Reservoir are the watersheds of the upstream rivers outside the second-level protected areas. Chapter 3 Prevention of Water Source Pollution Article 13 The first-level protection zones of two reservoirs and one canal are non-construction areas and non-tourist areas, and construction, reconstruction, and expansion of engineering projects other than water conservancy or water supply projects are prohibited. Set up protective nets in key areas within the first-level protected areas to prohibit tourists and other unrelated persons from crossing the net boundaries, and prohibit anyone from damaging the protective nets. It is prohibited to set up commercial, catering and service outlets in the areas above the dam of Miyun Reservoir, Huairou Reservoir and within the management scope of water conservancy projects on both sides of the Jingmi Diversion Canal.

For environmental planning, management and evaluation of water quality in first- and second-level protected areas, implement the second-level standards in the national "Surface Water Environmental Quality Standards" and the national "drinking water hygiene standards" Hygiene standards for drinking water sources.

Article 14 The following behaviors are prohibited within the first-level protection zone of two reservoirs and one canal: (1) Directly or indirectly discharging sewage and waste liquid into water bodies, and dumping garbage, slag and other solid waste;

(2) Stacking and storing garbage, slag and other solid waste on beaches and bank slopes;

(3) Swimming and water training in two reservoirs and one canal and other water sports and entertainment activities;

(4) Set up livestock farms and raise livestock directly in the water;

(5) Wash vehicles and clothes directly in the water and other equipment, etc.;

(6) Poisonous fish, fried fish, electric fish and fishing in non-designated waters;

(7) Application of fish medicine and high-toxicity harmful to human body Toxic and high-residue pesticides;

(8) Camping, picnics and other tourism activities that pollute water quality;

(9) Vehicles entering the dam without approval from the Municipal Water Conservancy Bureau;

(10) Launching boats without approval from the Municipal Environmental Protection Bureau or changing the purpose of approved boats;

(11) Using mules, horses and other livestock to carry passengers;

(12) Other behaviors that pollute water quality in violation of laws and regulations. Article 15 No construction projects that directly or indirectly discharge sewage into water bodies shall be built in the secondary protection zones of Miyun Reservoir and Huairou Reservoir. Article 16: Chemical industry, papermaking, pharmaceuticals, tanning, printing and dyeing, electroplating, metallurgy and other construction projects that seriously pollute water quality are not allowed to be constructed in the Miyun Reservoir and Huairou Reservoir Level 3 protected areas. The construction of other projects must comply with the relevant national and municipal regulations on environmental protection management of construction projects. Article 17 Units within the two reservoirs and one canal protection zone shall abide by the following provisions:

(1) Comply with laws and regulations on water source protection and management, and accept instructions from environmental protection, water conservancy, planning and other management departments Supervision and inspection;

(2) Establish, improve and organize the implementation of the water source protection responsibility system of the unit;

(3) The original units in the first-level protected areas and the second-level protected areas Units that discharge water pollutants shall implement the first-level standards in the "Beijing Water Pollutant Discharge Standards";

(4) Maintain the integrity and safe operation of sewage treatment or other pollution prevention and control equipment and facilities, and Develop emergency measures to prevent water contamination and prohibit direct discharge of untreated sewage into water bodies. If sewage treatment facilities need to be suspended for maintenance, renovation or renewal, they must be reported to the local regional or county environmental protection management department for review and approval 15 days in advance. They can only be carried out after approval and measures to prevent water pollution are taken;

(5) When an accident or other sudden event occurs that causes or may cause water pollution, effective measures should be taken to prevent or reduce the pollution and reported immediately to the local people's government and environmental protection management department.
