"Three natures" are practical, targeted and forward-looking. Practicality means that standardization construction is not the pursuit of "being tall", but practical, which can really improve the emergency management ability of towns (streets) and villages (communities). Targeting is to carry out standardization construction according to the characteristics of towns (streets) and villages (communities). Mountainous areas have the characteristics of mountainous areas, plains have the characteristics of plains, agricultural towns have the characteristics of agricultural towns, and industrial towns have the characteristics of industrial towns. Forward-looking means taking the lead, designing ahead and planning ahead in the standardization construction.
The "three possibilities" are: replicable, scalable and sustainable. Reproducible means that the pilot project should have universal guiding significance and the work experience can be copied to other places. Generalizability means that work practice is worth popularizing and has guiding significance on the surface. Sustainability means that work practice is not a temporary task, but should be able to run continuously.
