Open the picture you want to edit, in the menu bar, File-Open

Find the picture you want to open, open

There is an icon for drawing a circle in the lower left corner of the toolbar on the left, which is called ellipse. Click the icon, and you can draw a circle now. Hold down SHIFT to draw a full circle.

Click on the second icon in the first row of the toolbar, and select
