There is an icon for drawing a circle in the lower left corner of the toolbar on the left, which is called ellipse. Click the icon, and you can draw a circle now. Hold down SHIFT to draw a full circle.

Click on the second icon in the first row of the toolbar, and select
to circle the part of the circle you want to deal with for processing. Select and copy to create a new working file.
Menu-File-New asks if you want to save what you just edited, click No
and then paste the selected part you just copied. Use the eraser in the second line of the toolbar to get rid of the parts you don't need. It's better to enlarge them with a magnifying glass first, so that it can be handled easily.
