Second, all kinds of uncut martial arts, crafts, gifts and other knives with the chamfer radius r of the tip greater than 2.5 mm do not belong to the category of controlled knives.

Three, Tibetan knives, waist knives, boots knives, shoulder knives and other knives used by ethnic minorities, the scope of control standards shall be formulated by the public security organs of the people's governments of ethnic autonomous regions (autonomous prefectures and autonomous counties) with reference to this standard.

Tool samples and their descriptions (name, specification, model, use and output) should be sent to the local county and municipal public security bureau for the record. Products must be engraved with trademarks and numbers (serial numbers or batch numbers).

Article 6

Shops selling knives within the above-mentioned control range must be examined and approved by the competent department at or above the county level and approved by the local county and municipal public security bureaus. Both buyers and sellers shall establish a registration system for inspection by public security organs.

Article 7

Units and individuals who purchase controlled knives within the above-mentioned control scope must abide by the provisions of Articles 3 and 4 on possession and use. The army, police and units at or above the county level shall, with the approval of the higher authorities, order from designated units. Hunters and field workers specializing in geology and exploration should apply to the local county and municipal public security bureaus (PSBs) for the Purchase Certificate of Special Tools and purchase vouchers. Article 8

Units that use knives within the above-mentioned control scope must establish and improve the use and storage system, strengthen the management and inspection of knives, and ensure safety. Article 9

It is strictly forbidden for any unit or individual to illegally manufacture, sell and sell knives such as daggers, triangular knives and spring knives within the scope of control. It is strictly prohibited to illegally carry the above-mentioned knives into stations, docks, airports, parks, shopping malls, theaters, exhibition halls or other public places, and to take trains, cars, ships and planes.

Article 10

After the promulgation of these Provisions, all units that manufacture and sell all kinds of controlled knives within the above-mentioned control scope, professional hunters with daggers and field workers in geological exploration shall go through the registration and licensing procedures with the public security organs. If it is not necessary to hold the above-mentioned knives for production or work, it will be automatically sent to the local public security organ.

Article 11

The Special Tool Production License, the Dagger Wear Certificate and the Special Tool Purchase Certificate are uniformly stipulated by the Ministry of Public Security and printed by the public security departments and bureaus of all provinces, municipalities and autonomous regions.

Article 12

Tools that ethnic minorities need to wear because of their living habits shall be managed by ethnic autonomous areas.

Tibetan knives, waist knives and boot knives used by ethnic minorities are only allowed to be sold in ethnic autonomous areas (autonomous regions, autonomous prefectures and autonomous counties).

Article 13

Whoever, in violation of these regulations, illegally manufactures, sells, carries or hides controlled knives within the scope of control shall be banned by the public security organs, their knives shall be confiscated, and public security penalties shall be imposed in accordance with the relevant provisions of the Regulations of the People's Republic of China on Administrative Penalties for Public Security; Those who commit acts endangering public security, if the circumstances are serious and violate the criminal law, shall be investigated for criminal responsibility according to law.

Article 14

The people's governments of all provinces, municipalities and autonomous regions may formulate specific management measures according to these Provisions and report them to the Ministry of Public Security for the record.
