Article 21 of the "Resident Identity Card Law of the People's Republic of China" When citizens apply to receive, renew or replace a resident identity card, they shall pay the certificate production fee. The cost standard for resident identity cards shall be determined by the pricing department of the State Council in conjunction with the financial department of the State Council. For urban residents receiving minimum living security allowances and rural residents with special living difficulties, the production fee will be waived when they apply for and replace their resident identity cards for the first time. For other residents who really have difficulties in living, the cost of production can be reduced when they apply for and replace their resident identity cards for the first time. The specific measures for exempting and reducing production costs shall be stipulated by the financial department of the State Council in conjunction with the price department of the State Council. All resident identity card production fees collected by the public security organs shall be turned over to the state treasury.
