2. Reward criteria:

1. New industrial projects with an investment scale of more than 10 million yuan will be rewarded at 1.5‰ of the investment amount.

2. If the district fiscal take-home income exceeds 100,000 yuan in the year when the tax revenue of commercial and trade service projects is introduced, a reward will be given based on 5% of the district fiscal take-home revenue.

3. Strive for special fund awards on a case-by-case basis.

3. Reward method:

Reward funds must be applied for by the intermediary and attached with relevant certification materials after the introduced project is completed and put into production, and confirmed by the District Development and Reform Bureau and relevant departments. It will be cashed out after being studied and determined by the district mayor’s office meeting.

IV. Application for award funds:

When applying for awards for introduced projects, the following materials must be provided to the District Development and Reform Bureau:

1. Application report.

2. Confirmation from the legal representative of the project being introduced to the investor.

3. Appraisal report and relevant certificates, certificate of ownership of fixed assets, copy of industrial and commercial license, tax registration and corporate tax certificate.

4. If investing in equipment, the original invoice for the equipment and the certificate of receipt and storage of the equipment by the enterprise should be provided.

5. Other certificates that should be provided.

5. Fixed asset investment as mentioned in these Measures refers to the introduction of funds for investment in land, infrastructure, and equipment. Special contributors and matters not covered by these measures will be resolved on a case-by-case basis.

1. Reward methods

(1) Reward objects.

Register a company in the Guangzhou Free Trade Zone International Liquor Trading Center to carry out wine display and sales business, and register in the Guangzhou Economic and Technological Development Zone, Guangzhou High-tech Industrial Development Zone, Guangzhou Export Processing Zone, and Guangzhou Free Trade Zone (hereinafter referred to as Guangzhou Development Zone) domestic-funded enterprises and foreign-invested enterprises that implement independent accounting and undergo tax registration.

(4) Imported wine can be directly entered into the bonded area and warehoused, and inspected in the warehouse.

(6) Implement a regulatory model for wine displayed and retailed to be shipped out of the warehouse after duty payment, bonded display within the bonded area, and non-bonded display out of the area.

(7) Implement a price preparation and verification system.

(8) Dedicated personnel to track and handle customs clearance issues in a timely manner.

3. Convenient services for inspection and quarantine

Huangpu Entry-Exit Inspection and Quarantine Bureau provides the following convenient services for alcohol companies in the trading center:

(1) Priority processing Inspection and quarantine record for wine importers at the International Liquor Trading Center in the Free Trade Zone.

(2) Registered importers are allowed to warehouse their imported wine directly after it arrives at the port.

(3) Provide the trading center with VIP inspection channels and convenient services of “centralized inspection and batch shipment”.

(4) Establish the inspection and quarantine imported alcohol laboratory of the Bonded Zone International Liquor Trading Center to provide one-stop service for the Bonded Zone International Liquor Trading Center.

(5) Liquor products leaving the zone can undergo Chinese label review and compliance testing procedures in advance; Chinese labels are allowed to be affixed within the zone.

(6) Implement classified management based on risk assessment, and adopt convenient services such as centralized and coordinated sampling based on the actual situation of imported alcohol in the International Liquor Trading Center in the Free Trade Zone.

IV. Convenient services for industry and commerce

The Guangzhou Municipal Administration for Industry and Commerce Bonded Zone Branch provides the following convenient services to the liquor companies in the trading center:

(1) Liquor Category operating enterprises no longer need to provide site registration certificates to apply for business licenses.

(2) With the "Food Circulation License Approval Opinion" (equivalent to a food circulation license), enterprises can go to other departments to apply for relevant pre-licensing.

(3) Provide dedicated personnel to be responsible for opening a green channel for liquor business enterprises entering the market, giving priority to the application of food circulation licenses and business licenses, and issuing licenses immediately with complete materials.

(4) Enterprises are allowed to publish signboard advertisements of less than 50 square meters after submitting design renderings, and re-approval procedures must be completed within one month of the enterprise receiving its business license.

(5) Station industrial and commercial business experts to guide the liquor trading center to carry out the liquor business street investment work, simplify the approval procedures, follow up throughout the process, and provide "one-stop" services.

(6) Establish a red wine enterprise information database to provide free information inquiry for liquor operating enterprises in the trading center.

(7) Priority will be given to trademark infringement complaints from liquor business enterprises in the trading center, and dedicated personnel will follow up and handle them.

(8) Priority will be given to providing industrial and commercial consultation and guidance to alcohol business enterprises in trademark application, brand protection, anti-counterfeiting and rights protection.

5. The specific implementation details of these measures will be formulated separately.

Rewards are divided into two types: material rewards and spiritual rewards. Among them, material rewards are mainly cash rewards.

1. Award items and standards

(3) Establish project benefit award. This award includes two aspects: economic benefit and social benefit. Economic benefits refer to the fact that the project reaches production, standards and effectiveness on time and according to the design requirements. Social benefits refer to the fact that the completion of the project plays a role in improving working conditions, ensuring safe production, eliminating public pollution, preventing and curing diseases, and improving the ecological environment. Specifically, the awards are divided into the following two parts:

1. Project benefit awards focusing on economic benefits are mainly determined by the size of the contribution to local finance. The bonus is drawn based on 1% of the amount turned over to the local finance every year.

2. Project benefit awards focusing on social benefits are mainly determined based on the degree of production, standards and effectiveness during the project management process. After being recognized by relevant government departments and designated departments, 0.5 will be awarded to those who meet various technical indicators. ——A reward of 10,000 yuan. No reward will be given to those who cannot fully meet the target requirements.

Project benefit awards can be given multiple times. When the new benefits in the second year reach or exceed the expected benefits, the bonus can still be withdrawn according to the proportion stipulated in this article.

(4) Establish investment promotion awards. This reward is given based on the amount of investment (material) introduced, and is specifically awarded according to the following two situations:

1. For those who introduce foreign friendly people to donate money and materials, the reward will be based on the actual amount of money and materials received (among which, the amount of money and materials is The value shall be subject to the evaluation by the government-designated evaluation agency) 1.

All reward projects that pass the preliminary evaluation should be announced in a certain form, and if there are no objections, they can be reported; reward projects approved by the county project construction leading group will be announced by the county project construction leading group office through radio, television and other news media. The period is 15 days. Those who have no objections within the prescribed time limit will be reported to the county people's government for approval for awarding the award.

3. Other matters

(1) If there are any objections to the proposed award project, they will be coordinated and resolved by the project construction leading group office. If coordination fails, the project construction leading group and relevant departments will make a collective ruling.

(2) The county finance department should set up a "special fund for project awards" in the annual budget for project awards.
