Eighteen. Items prohibited from entering or leaving the country. Such as food, medicine or other items that are harmful to the health of humans and animals, come from epidemic areas, and can spread diseases; documents, materials and other items whose content involves state secrets.

Various items that endanger national security, disrupt social order, and undermine social stability; explosive, flammable, corrosive, toxic, infectious, radioactive and other items that endanger the safety of delivery; legal, Administrative regulations and other items prohibited from delivery by the State Council and relevant departments of the State Council. It is reported that the types of prohibited items in the new regulations have been increased from 58 to 188, and there are also quantitative restrictions on the delivery of cigarettes. In addition, accountability for violations of prohibited items has been strengthened. If a delivery company violates regulations and causes serious consequences, it may face an administrative penalty of up to 500,000 yuan.

Article 1 is to strengthen the safety management of the postal industry, prevent prohibited items from entering delivery channels, and properly Dispose of prohibited items entering delivery channels, maintain safe and smooth delivery channels, and promote the healthy development of the postal industry. In accordance with the "Postal Law of the People's Republic of China", the Anti-Terrorism Law of the People's Republic of China and the "Postal Industry Security" "Supervision and Administration Measures" and other laws, administrative regulations and related provisions, these regulations are formulated.
Article 2: These regulations shall apply to the provision and use of postal services within the territory of the People’s Republic of China, as well as related supervision and management work.
If laws, administrative regulations, the State Council and relevant departments of the State Council have other provisions on prohibited import and export items, those provisions shall apply.
Article 3 The prohibited items (hereinafter referred to as prohibited items) as mentioned in these regulations mainly include:
(1) Those that endanger national security, disrupt social order, and undermine social stability Various items;
(2) Explosive, flammable, corrosive, toxic, infectious, radioactive and other items that endanger the safety of delivery;
(3) Laws , administrative regulations, and other items prohibited from delivery by the State Council and relevant departments of the State Council.

Article 4 The postal management department shall supervise and guide enterprises that provide mailing and delivery services (hereinafter referred to as mailing and delivery enterprises) to implement the acceptance and mailing inspection system, urge enterprises to strengthen mailing and delivery safety management; supervise and guide mailing and delivery enterprises to strengthen the supervision of employees. Safety education and training; implement safety supervision and inspection of mailing and delivery companies in accordance with the law, and investigate and deal with illegal collection and mailing of prohibited items.
Article 5 Users shall abide by laws, administrative regulations and the provisions of the State Council and relevant departments of the State Council on prohibited items when sending mails and express items. They shall not hand over prohibited items or contain prohibited items in mail or express items. When sending items, you must not conceal prohibited items or misrepresent them as other items.
Article 6: Mailing and delivery enterprises shall publicize these regulations and relevant guidance catalogs at their business premises and publish them to the public in other ways.
Article 7: Mailing and delivery companies shall establish and improve safety education and training systems to strengthen employees’ prevention awareness, identification knowledge and disposal capabilities for prohibited items. Employees without safety education and training are not allowed to work.
Article 8 Delivery companies shall strictly implement the acceptance and delivery inspection system, and inspect on-site whether the items handed in by users are prohibited items, and whether the name, nature, quantity, etc. of the items are consistent with the delivery details sheet. The filled-in content is consistent to prevent prohibited items from entering the delivery channel.
Article 9: Mailing and delivery enterprises shall establish and improve safety inspection systems, equip safety inspection equipment that meets national standards or industry standards, and arrange for personnel with professional technology and skills to conduct safety inspections of mail and express mail.
Article 10: Mailing and delivery enterprises shall formulate a plan for handling prohibited items, revise it in a timely manner according to changes in circumstances, and file it with the postal management department. If prohibited items are discovered during the delivery process, they should be properly disposed of in accordance with the provisions of the plan.
