in China
In order to fulfill its commitment to join the World Trade Organization, the China government issued a compulsory product certification system on February 3, 2006. From May 6, 2002, CNCA began to accept the first batch of applications for certification of 19 132 products.
It is a product conformity assessment system implemented by China government in accordance with relevant WTO agreements and international rules to protect consumers' personal safety, animal and plant safety, environment and national security.
On February 3, 2006, the General Administration of Supervision, Inspection and Quarantine of China and CNCA jointly issued the Regulations on the Administration of Compulsory Product Certification, which implemented the compulsory certification management of "unified catalogue, unified standards and evaluation procedures, unified marks and unified fees" for the products listed in the catalogue. The original CCIB certification and Great Wall CCEE certification are unified into China Compulsive Certification, which is abbreviated as CCC in English, so it is also abbreviated as 3C certification.
"3C" certification was fully implemented from May 1 day, 2002 (later postponed to August 1 day), and the original product safety certification and import safety and quality licensing system were abolished at the same time. At present, the published compulsory product certification systems include Regulations on the Administration of Compulsory Product Certification, Measures for the Administration of Compulsory Product Certification Marks, Catalogue of the First Batch of Compulsory Product Certification and Notice on Relevant Issues Concerning the Implementation of Compulsory Product Certification. The first batch of products listed in the compulsory certification office include wires and cables, switches, low-voltage electrical appliances, power tools, household appliances, paper tires, truck tires, audio-visual equipment, information equipment, telecommunications terminals, motor vehicles, medical devices, and safety precautions.
So far, a number of products have been released. Besides the first catalogue, products such as coatings, ceramics, automotive supplies and toys have been added.
It should be noted that the 3C mark is not a quality mark, but the most basic safety certification.
3C certification mainly attempts to solve the long-standing problems in China's product certification system, such as multiple policies, repeated evaluation, repeated charges, separation of certification behavior from law enforcement behavior, and establish technical regulations, standards and conformity assessment procedures consistent with international rules to promote trade facilitation and liberalization.

3C certification is the abbreviation of compulsory product certification in China. The main contents can be summarized as follows:
(1) According to the relevant WTO agreements and international rules, the state implements a unified compulsory product certification system for products involving human health and safety, animal and plant life safety and health, environmental protection and public safety. The National Certification and Accreditation Administration is responsible for the management and implementation of the national compulsory product certification system.
(2) The main feature of the national compulsory product certification system is that the state publishes a unified catalogue, determines the unified applicable national standards, technical rules and implementation procedures, formulates a unified logo, and formulates a unified charging standard. All products listed in the compulsory product certification catalogue must be certified by a certification body designated by the state, and can be shipped, imported, sold and used in business service places only after obtaining relevant certificates and applying certification marks.
(3) According to China's WTO commitments and the principle of national treatment, the original two systems covered 138 products. The catalogue published this time deleted 16 products such as medical ultrasonic diagnosis and treatment equipment that were originally included in the compulsory certification management, and added 10 products such as building safety glass. There are 60 kinds of compulsory certification products actually included in the catalogue.
(4) The state uses uniform marks for compulsory product certification. The name of the new national compulsory certification mark is "China Compulsory Certification", the English name is "China Compulsory Certification", and the English abbreviation can be abbreviated as "3C" mark. After the compulsory certification mark is implemented in China, it will replace the original "Great Wall" mark and "CCIB" mark.
(five) the national unified determination of compulsory product certification fees and standards. The formulation of new charging items and charging standards will be based on the principle of not making profits and reflecting national treatment, comprehensively considering the current charging situation, and referring to similar certified charging items and charging standards abroad.
(6) The compulsory product certification system was implemented on August 1 2002, and the relevant certification bodies officially began to accept applications. The original product safety certification system and import safety and quality licensing system have been abolished since August 1 2003.
3C certification is actually the abbreviation of the English name "China Compulsory Certification" (China's compulsory product certification system), and it is also a unified symbol of the country's use of compulsory product certification. As the National Safety Certification (CCEE), Import Safety and Quality Licensing System (CCIB) and China Electromagnetic Compatibility Certification (EMC), the "CCC" authoritative certification is an advanced symbol of the General Administration of Quality Supervision, Inspection and Quarantine of China and the National Certification and Accreditation Administration, with irreplaceable importance. At present, the first batch of products that must pass the compulsory certification announced by China are 19 132. It mainly includes wires and cables, low-voltage electrical appliances, information technology equipment, safety glass, fire protection products, motor vehicle tires, latex products, etc.
3C logo is usually attached to the product surface or pressed on the product by molding. If you look closely, you will find some oval "CCC" cross-store goods. There is a random code behind each 3C logo, and each random code has a corresponding manufacturer and product. When issuing compulsory product certification marks, the certification mark issuing management center has entered the products corresponding to the code into the computer database, and consumers can query the code through the National Quality Certification Center.

Explanation 2
3C also means: competitive and complete collective.
"CCC" certification marks are divided into four categories.
The current "CCC" certification marks are divided into four categories, namely:
1.CCC+S safety certification mark;
2.CCC+EMC EMC certification mark;
3.CCC+S & amp; E. safety and electromagnetic compatibility certification marks;
4.CCC+F fire protection certification mark;
Each of the four signs has five sizes.
Each of the above four signs has five sizes.
CCC logo is usually affixed to the product or pressed on the product by molding. The CCC logo designed at present not only has laser anti-counterfeiting, but also has a unique serial number for each model, and the serial number is not repeated. The method for consumers to distinguish between true and false CCC marks is simple.
If we carefully observe the CCC logo, we will find many small prismatic "CCC" inscriptions. In addition, the most difficult place to forge CCC logo is that there is a random code behind each logo, indicating the manufacturer and product corresponding to each random code. According to the random code, we can identify whether the source of the product is true or not.

Why do you need 3C certification?
In order to fulfill China's commitment to join the WTO, meet the needs of China's market economy development, and establish a technology evaluation mechanism in line with international standards, China established China's compulsory product certification system (CCC) according to the principle of four unifications.
CCC is the original import and export commodity safety and quality licensing system (CCIB), safety certification compulsory supervision system (Great Wall) and network access license.
Certificate system, sales license system and industrial product production license system are all or partially replaced.
According to the job responsibilities entrusted by the State Council, CNCA issued the compulsory product certification system on February 3rd, 2006. Since May 1 2002, the first batch of certification applications for 19 132 products listed in the compulsory product certification catalogue have been accepted.
On May 1 day, 2002, the certification of these products will be supervised by law enforcement departments (now postponed to August 1 day).
Explanation of exempting CCC:
However, due to the special circumstances in production, import and business activities, China National Certification and Accreditation Administration issued Announcement No.8 in 2002, stipulating that some products can apply for exemption from 3C certification.
This part of the product range includes:
1. Products that need to be imported and produced for scientific research and experiment;
2. Feed or process imported parts for the purpose of machine export;
3. Products exclusively for export according to foreign trade contracts (excluding some products sold back to the domestic market);
4 parts and components that need to be imported for the introduction of production line assessment technology;
5. Products imported and produced directly for end-user maintenance purposes; Maintenance parts provided for discontinued products;
6. Products under other special circumstances.
For products that can be exempted from 3C certification, the manufacturer or agent shall apply to the National Certification Supervision and Administration Commission of China and
Submit the certification materials, responsibility guarantee, product conformity statement (including formal inspection report) that meet the inspection-free conditions, and be exempted from inspection after approval.
Compulsory product certification has been applied for and taken effect on May 1 2003. In addition, CNCA also stipulates that
For the above-mentioned products exempted from 3C certification, including the products in Articles 2 and 3, domestic assembly plants or domestic manufacturers can locate them according to their own convenience.
The inspection and quarantine bureau directly under the local state or the CNCA apply for an exemption certificate.
