3. The legal representative and person-in-charge of an enterprise listed in the list of serious illegal enterprises shall not serve as the legal representative and person-in-charge of other enterprises within 3 years.

4. If an enterprise has not happened in the first paragraph within five years since it was included in the list of seriously illegal enterprises, the administrative department for industry and commerce of the State Council or the administrative department for industry and commerce of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government will remove it from the list of seriously illegal enterprises, and a series of things will happen, such as not approving the opening of securities accounts, being excluded from government bidding, being prohibited from purchasing social security, being refused to apply for bank loans, and so on.

Consequences of the company being classified as an abnormal operation:

1, government departments implement joint credit punishment. Enterprises listed in the list of business anomalies will be carefully examined by the administrative department when handling all kinds of registration matters, administrative licensing examination and approval matters, qualification examination, professional qualifications and other related matters. At the same time, according to the relevant provisions of the Provisional Regulations on Enterprise Information Publicity, government departments at all levels restrict or prohibit enterprises listed in the abnormal business list in terms of government procurement, project bidding, transfer of state-owned land, and awarding honorary titles.

2, the usual business activities will be restricted. The information in the list of business anomalies has been used by banks and other financial institutions as a reference for commercial activities such as loans, guarantees and insurance. Financial institutions shall not accept bank accounts, loans and other businesses of enterprises listed in the list of abnormal operations.

3. Doubt about credit may lead the other party to refuse to cooperate. When the counterparties in the market choose the trading objects, they also conduct more rigorous examination on the commercial entities listed in the business exception list, or even cancel their cooperation.

4, loaded into the list of serious illegal enterprises for three consecutive years. According to the law, enterprises that have been listed in the list of business anomalies for three years and have not fulfilled their information disclosure obligations will be listed in the list of serious illegal enterprises and publicized to the public through the publicity system. The position of the person in charge of the enterprise will be restricted. According to the law, the relevant information of the legal representative (person in charge), directors, supervisors and senior managers of enterprises listed in the list of seriously illegal enterprises will be included in the credit supervision system, and their qualifications will be restricted. He shall not serve as a director, supervisor or senior manager of other commercial entities such as manager, deputy manager, financial controller and secretary of the board of directors of a listed company within three years.
