On May 25th, at the 8th International Intelligent Networked Automotive Technology Annual Conference, Beijing Advanced Autopilot Demonstration Zone (hereinafter referred to as the Demonstration Zone) issued the first detailed rules for the operation and management of unmanned vehicles in China, and issued the first batch of vehicle codes of unmanned vehicles in China for JD.COM, Meituan and Neolithic, namely JD000 1, MT 00 1 and NX 000/kloc-0 respectively.

It is reported that three companies * * * apply for about 100 vehicle codes, and the subsequent demonstration areas will be examined and approved according to the operation plans of each enterprise, and the upper limit will be set according to the operation conditions.

It is reported that unmanned delivery vehicles are an important application of autonomous driving technology in the field of logistics. The scene and technology are relatively mature, but the product is always in the blank area of management, and it is difficult to obtain legal identity on the road. Relying on the construction of Beijing's high-level self-driving demonstration zone, the Beijing Municipal Government officially approved the establishment of the first domestic intelligent networked automobile policy pioneer zone with Yizhuang New Town as the main scope on April 13, supporting a number of new technologies and products to be tried first. In addition to issuing road qualifications, the demonstration area also issued the "Detailed Rules for the Management of Unmanned Vehicles" to explore the policy innovation of applying for specific scenarios in the pioneer area. According to Kong Lei, executive deputy director of the Beijing Economic and Technological Development Zone Management Committee and director of the Beijing High-level Autopilot Demonstration Zone, there are five highlights in the management policy:

The first is the road rules for innovating new products. Actively explore the traffic rules applicable to unmanned vehicles driving on the road, issue vehicle codes to enterprises that pass the examination, and manage road rights with reference to non-motor vehicle rules;

The second is to standardize the standards of vehicles on the road. The size, load, speed, power and other technologies and detection indexes of unmanned vehicles are standardized, and the safety requirements are carried out according to the vehicle regulations, which lays the foundation for the next development of unmanned vehicles.

The third is to innovate business models. Facing the future "unmanned economy", explore and innovate the commercialization of new formats and innovate unmanned sales management;

The fourth is to innovate the safety supervision model. For the first time, it is proposed to classify the drivers of unmanned vehicles, requiring that they must be equipped with on-site drivers and remote drivers, and also bring unmanned vehicles into the supervision of the autonomous driving supervision platform in the pioneer area to realize unified management of the platform;

Fifth, actively explore the new product insurance model. For the first time, standardize the insurance, insurance coverage and insurance coverage of unmanned vehicles to help the large-scale development of unmanned vehicle business models.

It is understood that according to the requirements of the demonstration area, the unmanned delivery vehicle should be equipped with all kinds of sensors, high-performance computing units, systems and equipment such as wire-controlled chassis with system redundancy, and intelligent control software, which can realize autonomous driving and "manual operation" driving outside the vehicle. When a vehicle approaches a bend or intersection with limited vision, it shall send out a light or sound warning signal to remind other traffic participants; The driving speed of vehicles shall not be greater than15 km/h. At the initial stage of operation, each test vehicle shall be equipped with on-site drivers and remote drivers. Drivers shall have technical skills and professional qualities related to autonomous driving, and they can only take up their posts after passing the training of enterprises.

Kong Qi, chief scientist of Jingdong Logistics Autopilot, said that the forward-looking management policy in the demonstration area will bring more space and opportunities for the industrial development and technology landing of unmanned delivery vehicles. Next, Jingdong Logistics can carry out larger-scale road test and actual operation in a complex and open road traffic environment, provide intelligent distribution services for the public, and accumulate experience for technical iterative upgrading.

According to the data, as the first enterprise in China to apply autonomous driving to the actual logistics scene, Jingdong Logistics launched the robot delivery service in 20 16, and gradually completed the large-scale operation of closed communities and open roads. At present, Jingdong Logistics has developed the fourth-generation intelligent express car products with L4 level and vehicle supervision level, which can realize the functions of automatic driving, intelligent obstacle avoidance, traffic light recognition, intelligent pickup and so on without manual intervention.

It is reported that as early as the early outbreak of the COVID-19 epidemic, Meituan unmanned delivery vehicles were deployed around Meituan's grocery shopping service site. The earliest landing sites were in Shunyi and Haidian District of Beijing. In April this year, Meituan's new generation L4 self-developed unmanned delivery vehicle was officially put into operation in Shunyi, Beijing, with a load of 150kg, a volume of nearly 540L and a driving range of 80km.

For the application of unmanned distribution landing scene, Yu Enyuan, CEO of Neolithic Company, said frankly that before this, their unmanned retail vehicles had been tested and applied in several commercial buildings and industrial parks in Beijing Economic Development Zone. However, due to the restrictions of relevant laws and regulations, cross-park operation test still needs manual transfer, which is far from the commercial application scenario of unmanned distribution in the future. Nowadays, the demonstration area has introduced the operation and management policy of unmanned delivery vehicles, and the Neolithic unmanned retail vehicles have obtained the qualification of road commercial operation, which will accelerate the technological innovation research and development of unmanned delivery vehicles on the road and cross-park operation, and promote the commercialization of unmanned delivery vehicles.
