before the start of construction, the construction unit shall prepare the civilized construction organization plan, which includes: the responsibilities and obligations of civilized construction management of the general contractor, subcontractors and professional contractors, the responsibility system for civilized construction, the civilized convention for living quarters and the health responsibility system, the measures to prevent and control waste gas, waste water, dust and noise pollution, and the preventive and emergency measures for workers' food hygiene, heatstroke prevention and cooling, cold prevention and warmth preservation, etc.

II. Construction enclosure
The enclosure must be closed in the construction site. The enclosure can adopt four types: water-injected plastic enclosure, light plate fixed enclosure, semi-permeable movable enclosure and wall column fixed enclosure, and bamboo basketry, colored striped cloth and dry masonry are not allowed. It is forbidden to replace the wall with houses. The enclosure must be firmly, stably and continuously set. Except for the height of water-injected plastic enclosure which can be less than 1.8m, the height of other enclosures shall not be less than 1.8m and not more than 2.2m..

It is forbidden to burn all kinds of wastes on the construction site.
VII. Temporary living facilities
Temporary living facilities include dormitory, canteen, toilet, shower room, washroom, medical and health care room, study and entertainment room, etc. The building materials used in the construction of temporary living facilities must meet the requirements of environmental protection, energy saving and fire protection. The erection of mobile homes should take measures such as fire prevention and windproof, and the structural strength, rigidity and stability must meet the requirements of safety and use. The wall and roof of the trailer should adopt thermal insulation materials or adopt effective thermal insulation measures to meet the requirements of safety, hygiene, ventilation, lighting and fire prevention.
(1) Dormitory standards
The list of residents in the dormitory is on the wall. Ensure the necessary living space, the indoor clear height shall not be less than 2.6m, the passage width shall not be less than .9m, and the per capita living area shall not be less than 3.5m.. Dormitories must be provided with openable windows to ensure indoor air circulation. Steel bedsteads should be used in the dormitory, and the beds should not exceed 2 floors. It is strictly forbidden to use floor bunks and general bunks. A daily necessities counter should be set up in the dormitory, and a daily necessities storage room should be set up in the dormitory where conditions permit. The dormitory floor should be hardened.

canteens should be set 2 meters away from pollution sources such as toilets, garbage stations and toxic and harmful places. The dining room should be equipped with independent production room and storage room, and a rat-proof baffle of not less than .2m should be set below the door leaf. Tiles should be attached to the kitchen table and its surrounding areas, and the height of the tiles should not be less than 1.5m The ground should be hardened and anti-skid. The canteen should be equipped with disinfection, refrigeration and ventilation facilities. The canteen must be equipped with screen doors, screens and gauze covers.
The canteen must meet the requirements of the Food Hygiene Law of the People's Republic of China, hold a Hygiene Permit, and have a sound canteen management system. Cooking personnel must hold health certificates and wear clean work clothes and hats.

Shower rooms and washrooms should regularly ensure adequate hot water supply. There should be benches, lockers or clothes hangers in the shower room. Men's and women's shower rooms must be separated.
(5) standard of medical and health care room
The medical and health care room is located in the living area, with health care medicine boxes and reasonable treatment and first aid measures. Medical and health personnel must be trained and qualified, and health and disease prevention education should be carried out regularly.
(VI) Hygiene and cleaning standards
Living areas should be provided with covered garbage bins and cleaning tools, and the cleanliness and hygiene of living areas should be ensured through the establishment and implementation of civilized conventions and sanitation responsibility system.
(VII) standard of study and entertainment activity room
On the construction site with a building area of over 8, square meters or a project cost of over 1 million yuan, a study and entertainment activity room with an area of not less than 5 square meters should also be set up, and it should be equipped with 29-inch TV sets, DVD players, books, magazines and other learning materials.
VIII. Site cleaning after construction
Every working procedure shall be "hand-cleaned", and the construction waste shall be piled up in a centralized way and removed in time, which shall not exceed 3 days at most. Materials and tools shall be recovered, repaired, maintained, utilized and returned to the warehouse in time, so that the work is finished, the materials are clean and the site is clear.
IX. Use of Ready-mixed Concrete
No concrete mixing station shall be set up at the site where ready-mixed commercial concrete must be used according to the relevant documents of the Municipal Construction Committee.
X. Personnel signs and plates
All personnel on the construction site should wear badges indicating their names and positions (jobs). Relevant management personnel and special operators should hold relevant certificates according to regulations. On-site management personnel and workers wear color-separated or differentiated safety helmets. On-site command, quality and safety inspection and supervision personnel should wear obvious armbands and signs. Dangerous construction areas should be assigned with badges on duty.
Xi. Fire control measures
The site has strict fire control system, obvious fire signs and fire control system boards, adequate fire control equipment, fire water sources that meet the requirements, smooth fire evacuation roads, and approval procedures and monitoring measures for on-site construction.
XII. Protection of existing pipelines in the construction area
The construction site must strictly follow the demonstrated special construction scheme for pipeline protection, and take effective protection measures, so as not to damage existing pipeline facilities such as electric power, communication, water supply and drainage, oil and natural gas in the construction area.
XIII. Impact on surrounding buildings and structures
During construction, necessary protective measures shall be taken for existing buildings and structures around, and the safety of existing buildings and structures around shall not be endangered.
XIV. Occupancy construction management
In the construction site where occupation is required, there should be a scientific and reasonable traffic organization plan that has been approved, and in strict accordance with the approved traffic organization plan, we should conscientiously do a good job in setting up construction fences, stacking building raw materials, setting up traffic guidance signs on construction sections, setting up traffic infrastructure and safety facilities on diversion lines, and pay close attention to organizing construction machinery and labor force to complete the construction work as soon as possible, so as to minimize the impact of occupation on road traffic.
in case of occupation of roads in construction, a voluntary traffic organization should be established on the construction site, and the voluntary traffic personnel should be provided to assist the traffic police in directing pedestrians and vehicles to ensure the safety of construction, pedestrians and vehicles.
XV. Transportation management
All kinds of materials, ready-mixed concrete, garbage, muck and other substances that are easy to leak should be transported by qualified closed vehicles to prevent building materials, garbage and engineering muck from flying, spilling and overflowing, so as to ensure that the road and environment will not be polluted during driving, and the city sanitation will not be affected. The construction muck shall be subject to a quasi-transportation permit system, and the transportation vehicles shall apply for a quasi-transportation permit for construction muck as required.
XVI. Landscaping and Cultural Relics Protection
Abide by the relevant provisions of landscaping and cultural relics protection, and do not cut down trees, destroy green spaces or damage cultural relics at will. It is necessary to close the soil as much as possible and green and beautify the construction site.
XVII. Noise control
In accordance with the relevant regulations on noise management in building construction, take active measures to control the construction noise so that the construction will not be a nuisance. The construction time should be controlled between 6: am and 22: pm. If it is really necessary to extend the construction time due to construction technology or other special reasons, it must be approved by the relevant competent department and effective noise reduction measures should be taken.
XVIII. Public security order
The construction site has a sound public security system, and the responsibility is divided into people. The staff members abide by the relevant laws and regulations of the state, and the public security order in the construction site is good, without any public security incidents.
