Article 1: In order to strengthen the reception and collection of archives and effectively protect and utilize archives, in accordance with the Archives Law of the People's Republic of China (hereinafter referred to as the "Archives Law") and the Archives Law of the People's Republic of China **The Measures for the Implementation of the Archives Law of the People's Republic of China (hereinafter referred to as the "Implementation Measures") and the "Regulations on Archives Work of Hebei Province" (hereinafter referred to as the "Regulations") as well as relevant laws and regulations are formulated in conjunction with the actual conditions of this province. Article 2 The term “receipt of archives” as mentioned in these Measures refers to the transfer of archives specified in Article 2 of the Archives Law by agencies, groups, enterprises, institutions and other organizations to local state archives.

The term "archives collection" as mentioned in these Measures refers to the collection, acquisition and donation of archival materials into local national archives in order to maintain the integrity and security of archives and facilitate the development and utilization of archives. Behavior. Article 3 Anyone engaged in archive reception and collection within the administrative region of this province must abide by these Measures. Article 4 The archives administrative departments at or above the county level are responsible for the implementation of these Measures.

Local national archives set up by people's governments at or above the county level are responsible for receiving and collecting files within their respective jurisdictions, and evaluating and appraising the value of the collected files.

The receipt, collection and management of files in other types of archives shall be carried out in accordance with relevant national regulations. Article 5: The funds required for the receipt and collection of archives, as well as the assessment and appraisal of archive value, shall be included in the fiscal budget of the same level. Article 6 The scope of archives accepted by provincial and local state archives:

(1) Archives formed by the Communist Party of China committee at the corresponding level that need permanent and long-term preservation and some short-term archives with preservation value;

(2) Archives formed by the people’s congress at the same level and its standing committee that need to be preserved permanently and long-term;

(3) Archives formed by the people’s government at the same level that need to be preserved permanently and long-term archives and some short-term archives with preservation value;

(4) Archives formed by the Chinese People’s Political Consultative Conference committee at the same level that need to be permanently and long-term preserved;

(5) China ***Archives formed by the working departments and offices of the Communist Party of China committee at the same level that need to be permanently preserved;

(6) Offices of the departments, directly affiliated agencies, dispatched agencies, and deliberative coordination agencies of the people's government at the same level and archives formed by department management agencies that need to be permanently preserved;

(7) Archives formed by mass organizations at the same level that need to be permanently preserved;

(8) Democratic Party committees formed at the same level Archives that need to be permanently preserved by local state archives;

(9) Archives formed by the people's courts and people's procuratorates at the same level that need to be permanently preserved by local state archives in accordance with relevant national regulations;

(10) Archives formed by dual leadership departments and determined by their superior authorities to be preserved by local national archives;

(11) Archives that need to be preserved by local national archives in accordance with relevant national regulations cadre files kept by local state archives;

(12) Other files that should be kept by local state archives as stipulated by laws and regulations. Article 7 In addition to receiving archives in accordance with the provisions of Article 6 of these Measures, local national archives at the district, city, and county levels shall also receive archives that need to be preserved for a long time formed by units specified in Article 6 (5) to (9) of these Measures. .

When receiving archives, the local state archives at the county level shall also receive the files formed by the township (town) Communist Party of China committee, the People’s Congress and its presidium, and the people’s government that need permanent and long-term preservation. file. Article 8 When transferring files to local state archives, the files shall be organized in accordance with relevant national and provincial regulations, and can only be transferred after passing the inspection by the local state archives.

Archives on special media such as audio tapes, video tapes, disks, optical discs, and photos should be organized and cataloged in a unified manner with document files. Article 9 When transferring files to local national archives, the following materials shall be transferred at the same time:

(1) File-level data materials produced in accordance with the information network transmission standards and data formats uniformly stipulated by the province;

(2) Compiled and printed newspapers, yearbooks, local chronicles, memoirs, document compilations, major events, achievement compilations and other materials.

Article 10: Units within the scope of archives reception specified in these Measures shall transfer archives to local state archives in accordance with the time limit specified in the "Implementation Measures". Article 11 If a unit is canceled or merged, the original unit shall organize the files in a timely manner to ensure that the files are complete and complete, and transfer them to the local state archives that originally received the files within six months.

When the assets and property rights of state-owned enterprises change, their files should be organized in a timely manner. Those that have preservation value for the country and society should be transferred to the relevant management departments or deposited in local national archives in accordance with the principle of hierarchical management. Article 12 The archive collection scope of local state archives at or above the county level:

(1) Speeches, inscriptions, photos, and audio recordings of Communist Party of China and state leaders during their activities in our province , videos and other media;

(2) Archival materials reflecting major political, economic, scientific, educational, cultural, religious and other activities within the administrative region;

(3) Archival materials reflecting major natural disasters within the administrative region;

(4) Special projects reflecting the social development status, historical sites, customs, environmental geography, census, resource surveys, etc. within the administrative region Achievements and comprehensive archives;

(5) Archives of major scientific research achievements, well-known trademarks, and influential and high-value cultural and artistic works at home and abroad within the administrative region;

(6) Archives of organizations at all levels, revolutionary regimes, local armed forces and revolutionary groups of the Communist Party of China before 1949;

(7) Government institutions, social organizations, Archives of military and political dignitaries and famous social figures.

The Communist Party of China committees and people's governments at or above the county level instruct local state archives to collect other archival materials as needed.

Archival materials such as commercial secrets, scientific and technological achievements that belong to collectives, individuals, and non-state properties can be collected by local national archives in consultation with the parties concerned.
